In the inaugural address Governor said - "The National Science Film Festival is a crucial activity of the country in executing Indian's national Agenda of science communication. The science film festival first and foremost provides a platform for talent across the country to showcase their artistic work. Science film makers from Kashmir to Kanyakumari can come at one place and show the films that they have made in the last year. The very fact that some of the film makers and directors have been selected to this festival out of a national level competition means in one way your work is being acknowledged. Shri Tripathi said "Film based communication is a dynamic facet of engagement with citizens due to its unique synthesis of audio and video systems. National Science Film Festival & Competition is designed beautifully by the Vigyan Prasar and NCSM with the aims to foster, strengthen and create scientific temper through popular science films. National Science Film Festival gives opportunity to science film makers, communicators, scientists, teachers and students to gain insights on science communication. Visual media, especially television and films play a vital role in the social development of a society. However the Indian TV and film industry has been lacking in this area and mostly on entertainment and commercial aspects. Science films play an instrumental role in bringing about a change in society in one way or the other. By telling a story through a combination of history, heritage, literature and art they subtly impact on the people and aid in nurturing scientific temper".
