Every soul is destined to be perfect, and every being, in the end, will attain the state of perfection. Whatever we are now is the result of our acts and thoughts in the past; and whatever we shall be in the future will be the result of what we think end do now. But this, the shaping of our own destinies, does not preclude our receiving help from outside; nay, in the vast majority of cases such help is absolutely necessary. When it comes, the higher powers and possibilities of the soul are quickened, spiritual life is awakened, growth is animated, and man becomes holy and perfect in the end.

This quickening impulse cannot be derived from books. The soul can only receive impulses from another soul, and from nothing else. We may study books all our lives, we may become very intellectual, but in the end we find that we have not developed at all spiritually. It is not true that a high order of intellectual development always goes hand in hand with a proportionate development of the spiritual side in Man. In studying books we are sometimes deluded into thinking that thereby we are being spiritually helped; but if we analyse the effect of the study of books on ourselves, we shall find that at the utmost it is only our intellect that derives profit from such studies, and not our inner spirit. This inadequacy of books to quicken spiritual growth is the reason why, although almost every one of us can speak most wonderfully on spiritual matters, when it comes to action and the living of a truly spiritual life, we find ourselves so awfully deficient. To quicken the spirit, the impulse must come from another soul.

The person from whose soul such impulse comes is called the Guru ? the teacher; and the person to whose soul the impulse is conveyed is called the Shishya — the student. To convey such an impulse to any soul, in the first place, the soul from which it proceeds must possess the power of transmitting it, as it were, to another; and in the second place, the soul to which it is transmitted must be fit to receive it.

The seed must be a living seed, and the field must be ready ploughed; and when both these conditions are fulfilled, a wonderful growth of genuine religion takes place. "The true preacher of religion has to be of wonderful capabilities, and clever shall his hearer be" ? ; and when both of these are really wonderful and extraordinary, then will a splendid spiritual awakening result, and not otherwise. Such alone are the real teachers, and such alone are also the real students, the real aspirants. All others are only playing with spirituality. They have just a little curiosity awakened, just a little intellectual aspiration kindled in them, but are merely standing on the outward fringe of the horizon of religion. There is no doubt some value even in that, as it may in course of time result in the awakening of a real thirst for religion; and it is a mysterious law of nature that as soon as the field is ready, the seed must and does come; as soon as the soul earnestly desires to have religion, the transmitter of the religious force must and does appear to help that soul. When the power that attracts the light of religion in the receiving soul is full and strong, the power which answers to that attraction and sends in light does come as a matter of course.

There are, however, certain great dangers in the way. There is, for instance, the danger to the receiving soul of its mistaking momentary emotions for real religious yearning. We may study that in ourselves. Many a time in our lives, somebody dies whom we loved; we receive a blow; we feel that the world is slipping between our fingers, that we want something surer and higher, and that we must become religious. In a few days that wave of feeling has passed away, and we are left stranded just where we were before. We are all of us often mistaking such impulses for real thirst after religion; but as long as these momentary emotions are thus mistaken, that continuous, real craving of the soul for religion will not come, and we shall not find the true transmitter of spirituality into our nature.

So whenever we are tempted to complain of our search after the truth that we desire so much, proving vain, instead of so complaining, our first duty ought to be to look into our own souls and find whether the craving in the heart is real. Then in the vast majority of cases it would be discovered that we were not fit for receiving the truth, that there was no real thirst for spirituality. There are still greater dangers in regard to the transmitter, the Guru.There are many who, though immersed in ignorance, yet, in the pride of their hearts, fancy they know everything, and not only do not stop there, but offer to take others on their shoulders; and thus the blind leading the blind, both fall into the ditch.

"Fools dwelling in darkness, wise in their own conceit, and puffed up with vain knowledge, go round and round staggering to and fro, like blind men led by the blind." ? (Katha Up., I. ii. 5). The world is full of these. Every one wants to be a teacher, every beggar wants to make a gift of a million dollars! Just as these beggars are ridiculous, so are these teachers.

What Bothers Me Most?-Accidents[Death] on Roads

There are many things, which are happening daily, in our city[Delhi], bother me. But, what pains me most is- Accidents/ Death, on the roads.

Not a day passes, without reading in the newspapers/watching on the TV, the heart-rending news/ghastly pictures of accidents in our city. It is more a matter of anguish to observe at the way, deaths on the roads especially by Buses, were being reported.

Just imagine the anguish of all those hapless persons involved in these accidents-some loosing their limbs and hospitalisation/immobilization for months. For some very unlucky ones-loss of life & the ensuing mountain of agony & sorrow for their departed loved ones, besides loosing the bread winner, spending of huge money in hospital/recuperation expenses, emotional trauma, etc etc.

Why all this is happening with great rapidity & regularity, over the years? There are many reasons. Some of the main reasons, which come to mind are-too many vehicles of various modes, competing for their space in the limited road-width viz very big, powerful & fast vehicles -Blue Lines, dumpers, containers, JCB‘s, trucks, tractors with trolleys, plying in the same carriageway, where the small, weakest & slow vehicles plied by handicapped, cyclists, cycle rickshaws also move. Then, the geometry of our roads, ill-maintained dividers & islands, missing, ill-placed, ill maintained road signages, roads, footpaths , encroached by hawkers, construction agencies, make a deadly combination & a ready recipe for mishaps, to happen!

Add to this, the apathy of drivers- at times, ill-trained, minor, drunken, insensitivity of traffic police, transport department, local authorities, construction agencies, general public, lack of strict enforcement of laid down rules, unethical practices in issuing licences & booking of offenders & we have with us another deadly combo, of injuries & death on the roads.

What needs to be done urgently, is action on many fronts, by various stakeholders- proper care in issuing of driving licences, allowing only properly maintained vehicles on the roads with proper geometry ie separate unencroached areas for slow vehicles, strict enforcement of traffic rules, proper road marking & signages , well lighted, maintained roads & planned deployment of existing traffic police, which at times, one observes is not proper & for which, there is big scope of its improvement with proper administration, management motivation & training.

There is also need to encourage and educate public to help the injured/ accident –involved persons,which presently, the general public feels shy of doing so, due to many reasons. Though, there have been a few good-samaritans, like mr Singh of Ghaziabad who have rendered help without bothering for any consequences-keeping humane spirit as their top agenda, about whose good deeds, were being shown by NDTV ,sometime back.. Community, has also a big role to play in this serious area of curbing accidents & rendering help in case of accidents.

Role of Local authorities in proper maintenance of roads, footpaths & proper execution & management of ongoing works on roads by Metro-HSBC, Subways executing agencies etc, is most important & vital.

In this website very useful information about various areas of road traffic management viz road safety, first aid,in case of accidents, what to do, types of helmets, information about informatory, regulatory & mandatory signboards ,persons to contact in case of accidents, information about traffic wardens, suggestion link, etc etc etc is given. Readers will find the same very useful.

There are many ways, accidents can be averted/curbed. But, what is needed, foremost is the right attitude & will of the authorities & community. Injection of strong dose of values & ethics into our society and existing system, is the need of the hour. So, what is preventing us to adopt the same for our own & our loved ones safety?!

Sri VIS Dwarka celebrates Republic Day

The inherent pride in being an Indian was evident as Sri Venkateshwar International School, Dwarka Sector 18 celebrated the 63rd Republic Day.

Shri Rajpal ji, Founder Chairman Sri VIS was the Chief Guest for the occasion. The Guests of Honour were Mr Sailander Solanki, Chairman SVIS and Mr Kamal Solanki, Director Finance, VIS Sec 10.The Principal Ms Nita Arora welcomed all the guests with a floral accord and exhorted the students to uphold the ideals of the constitution, thereby becoming true citizens of the nation.

The Guests received the Guard of Honour and unfurled the National Flag marking the beginning of the celebrations. As they released the tri-coloured balloons, the patriotic fervour took centre stage.

The school contingents marched displaying poise with aplomb as a mark of respect to the Indian tricolour. The young musicians voiced their partisan feelings through a patriotic song. The dancers took on the stage with their fusion music as they expressed their feelings, portraying the splendour of the country through their nimble moves.The school seemed to be a microcosm of the nation as the stage took a Rajpath like bearing with each performance resembling a tableau showcasing the vibrant diversity of the Indian culture.

Next, the dancers exhibited a unique dance form ‘Thaipusam’ taking all on a sojourn to the south, highlighting the cultural milieu which was followed by Bhangra. The programme culminated with the relentless spirit of celebration of Sri Venkateshwarites dancing to the tunes of ‘Jai Ho’.

Shri Rajpal ji congratulated the students on this great day with a message to the students to be the citizens of the world broadening their horizons. Headmistress Senior Wing Ms Priya Braria moved the vote of thanks.

Adil Ahmed Khan has been recently touted as one of the best young midfielders -- someone who has matured fast. This Goan prodigy started playing the sport at the age of 14 in his locality. Adil's parents were quick to note his talent and didn’t waste time in enrolling him with Vasco Sports Club.
Life moved fast for Adil. He started his professional career two years later – at the age of 16 -- with SESA FA where he had his first brush with the first division league. He stayed in SESA for seven years, turned a professional and then moved to Sporting Clube de Goa.

For past four years he has been backbone for Sporting Clube making his mark in the I-League in the process. His efforts bore him fruit when the hard work earned him a call to the Indian National Team for the exhibition match against Bayern Munich.

“It was a dream come true when I got the call. But this is just the start. I need to work harder to be a regular member,” he maintains.

“There’s something in that Blue jersey,” he confesses. “If I get a chance to play in the forthcoming AFC Challenge Cup, I will be trying to make the most of it. It’s a very important tournament.”

“If I get a chance, I’ll stick to the basics and follow the instructions. Needless to say, I’ll give my hundred percent,” he adds.

“My younger brother looks upto me and so do the kids in my village. But I’m not a star. I’ve just started. I want to play.” he goes on.

The hardworking midfielder picks up Mahesh Gawli as his favourite Indian player “Mahesh-bhai has been so composed as a player. His dedication should be a lesson for all,” Adil quips. “Off the field, he has always been a strict disciplinarian. I always look upto him.”

Tax Heaven-Why a hell for 99%?

Heavens as we learn in religious teachings are known to provide unlimited luxury and rewards to angels. People on earth are assumed to qualify for a heaven by virtue of good deeds. “Tax Heaven” is a hush-hush “Th” term coined by competitor banking system in early globalisation era. It points out a far away foreign offshore land used as a shelter or a hideout of accumulated money. “Th”-code divides global citizens and stakeholders into “devils & angels”. Need and greed articulates a heaven for hiding money on this sole living planet. This magic term spells empowerment with protection to crony few by accumulation of hidden money siphoned from the “parent producer” country. This system which used to be a dream seller to 99% leaves the real producers of the hidden profit cheated. Majority are morally reduced as evil or lazy losers who are unable to covert the fast forward opportunity. Opportunity for selected few gets articulated by economic liberalisation. Hide and seek of this invisible money today in turbulent times is a global game in almost every part of the world. The bootypopularly known as black money in India is termed as dirty money in Europe or blood money in West. Politicians at large, pretending to be honest patriots, play the game often to keep the public engaged. People in a hell away from “tax heavens” remain patiently glued to their daily work with hope based on false spell of 1%.

Unlike feudal lords who used to identify a worship place used by people as a shelter or a hideout for the hard earned money, the modern industry uses offshore banks outside the country to park the loot. Such Banks are identified in countries like Switzerland, Netherlands, Luxembourg, Cyprus, Bahamas, Bermuda and so on. This list of heavens continues to grow to compete with each other, to protect the money of investors in foreign lands. Corporates pay extra to CFOs to help them to hide money in Swarg called Th. In most of the popular Th, there is no capital gains’ tax, no corporate tax, no income tax for say 20 years, no gift tax and no withholding tax. The dirty game cannot remain hidden- if the bank, the booty and the sources of production are found in the same country. The trick here is customer loyalty. No one shall come to the foreign bank to park dirty money if this activity is not kept secret. Result; the bank and the host country flourishes by providing tourism incentives and luring hospitality to capitalists. The honest production driven country having no tax heavens; remains poor. However this myth gets broken when a superpower applies diplomatic pressure. According to global media the Swiss Bank agrees to help American Parliament fighting recession to know the names of secret account holders having American citizenship. This proves that getting the hidden money back for saving the crisis is possible.

Where does this hidden process starts?
Today, Production is a growth issue. When loans via Banks are awarded to the producers of mines & factories, the money is treated as private not as public or national. Present system is engaged in maximising personnel profit by individual heroism of few trusted managers. Small groups and lobbies of excellence, working in a business team, having no ownership mechanism helps that 1%.

So what goes wrong in a business of Hell-Heaven divide?
There is nothing wrong in collective hard work, national spirit and intentions of 99% to grow. Fault lies with the deliberate design and a disconnect between the wheel of production and the consumption controlled by that 1%.We must see the corporate modus operandi in this chain of survival of Heaven-Hell divide. Corporate in nexus with politicians fails to audit and gives no participatory role to workers. Handling of public sector business by government is so weak and corrupt that even pilots and hockey team are not paid in time and they go on strike. Laws get bend and twisted in favour of the corporate. In the wheel of production the industry produces goods using casual labour monitored by managers. Part time worker as real producer is sent off as soon as production is over. So there is no sense of belonging. If workers go on strike to increase their standard of living then the paid media, government and corporate management continues to paint them as lazy, unproductive and anti-nationals. Media understands this corporate design but ignores it in favour of corporate and government. At times, media showcases Montek Singh Ahluwalia on Television declaring India falling on 132 nd. position from 128th position as per the UNDP study of 200 countries. `Rewards & Punishment` as a check-balance stands teasing and unjustified. What stands good for 1% cannot help and support the rest.

CFOs assist industrialists to steal money from the production cycle and pump it in the market of speculation and gamble called share baazar. Consumption or Industrial sales “score board” is kept hidden from the stakeholders of production and from the public investors. Unlike the wheel of production, the cycle of consumption throws open-unequal sharing, unequal profit, unequal responsibility, unequal surplus control and its dissemination. Public, in most cases as investors feel cheated but get re-convinced by the so called share market experts & promoters to invest again and again. CFOs who are well versed with Banking Laws & its twisted version are hired in the country hosting production. Back in host country say in India, these financial managers advice the Capitalist not to re-invest in the parent country as the desi or indigenous policy analysed by them is comfortably declared as non-encouraging for faster jobless growth of money.

Competition in the industrial playing field is good only when the competition forces the whistle blowers to blow off the rival company. In-house competition in production and sales team helps but this competition fails to touch the issues of transfer of money to Th. So long we have failed to question the base of a business paradigm that we must not expect a breakthrough and miracles. In the conventional system top leaders are expected to showcase all answers and solutions. What if this does not work? We often fail to encourage change because it directly shakes our blind trust, faith, beliefs and prejudices. Right from our childhood, we are programmed to escape from participating in deep experiences. We feel threatened to use simple enquiring tools like How! When! Why! Where! and so on. The nuts and bolts at the site of production and consumption need to be identified. Indigenous fund recycling monitored with strict regulations with more jobs is the only ways out.Tax Heavens-Why should we accept them ? Helping less equals to transform into more equals can save the crisis. This is not a philanthropic business step but a long term human survival kit. It will ensure more productivity, sense of belonging, sharing, participation and `actual` consumption. If India is able to plug the weak production and sales format that allows such ongoing inhuman corruption how shall it honour the ink of its signature to UN Convention Against Corruption (UNCAC)? UNCAC clause (Article 51 & 52) has provision to help countries for recovery of hidden money in foreign lands.

Solutions need to be rescued at gut level. If a child’s trousers get caught in the wheel, the bicycle chain is rotated back and not forward.

Let us not forget that Mahatma Gandhi the global crusader of Non-Violence during world war-I appealed to Indian youth to join British Army. There was no other choice for Mahatma at that time to support and protect the British India and its unequal colonial systems against Global War.Later during Quit India Movement when Indian protesters on few occasions had put a police station on fire and killed police constables Mahatma threatened to withdraw the agitation and went on fast. In India today from Army to State Police the law enforcing mechanism with a “danda”(baton) is expected to deliver justice at the sites. Nothing has changed since then. People continue to protest against police and army atrocities. Today at Republic Day the police and Para-military is expected to have an additional protocol to stop shoe throwing and slap interventions.

This will ensure less conflicts and with better governance no `slap politics` and no Protests. Politicians at large must stop nursing the governance of 1% people and should finish their promises made to people in time. Only constructive participation of people, more jobs and effective laws with speed justice can stop slap politics. Till then the Government must close down the Bata, Action and other Shoe & hawai chappal making companies if this problem in Public continues. Only hand cuffs as suspected criminals need to be put in common man wrists when they are allowed to attend a political meeting. What about chairs, mike, paper weight, money bundles & shoe throwing with abuses in Parliament and Vidhan Sabha ?

विद्यालय में गणतंत्र दिवस मनाया गया. कार्यकर्म में मुख्य अतिथि श्री आलोंक शर्मा ( माननीय एस डी एम् वसंत विहार सब डिविजन ) जी ने प्रधानाध्यापक श्री एम् एल मीना जी , वि के एस चैयरमन श्री नरेश लाम्बा जी, गाँव के बुजुर्ग श्री ओमप्रकाश सोलंकी जी, श्री रत्तन सिंह गोड एवं श्री असगर अली जी ने धवजा रोहन करके भारत देश के गणतंत्र कि शुभकामनाये एवं तिरंगे का सम्मान किया . इसके बाद बच्चो ने देश भक्ति के गीतों से सभी का मन मोह लिया .

As a part of ISA project students of class VI-IX of SVIS, Sec-18 Dwarka participated in Inter House Wall Magazine Competition on the topic – ‘How We Govern Ourselves’. Students made a beautiful and informative wall magazine in which they depicted political systems of 12 different countries. Through this activity students became acquainted with various forms of governance and their features. As a part of ongoing ISA project, a wall magazine competition was organized for the students of Class VI-IX on the topic “How We Govern Ourselves”. Informative and capacious Wall Magazine were displayed depicting the political system of 12 different countries across the globe viz China, UK, US, India, Pakistan etc. The contest provided the students with an insight to the political system, thereby making the world a global village.

Rendezvous with nature

The students of class IX got an opportunity to visit the Aravali Bio-Diversity Park. It was their rendezvous with nature comprising grasslands, fruit yielding species, medicinal plants, native flora and fauna. The students were also shown a section of endangered plants which are being conserved. A conservatory of butterflies and migratory birds caught the attention of the students. Some commonly seen birds were rose ringed parakeets baskets, doves etc. The area was well-maintained and catered to different species in different season. The visit aided the students to learn and understand the environment better.

Kingfisher East Bengal stay the only Kolkata team in the top-four at the moment (as on January 25, 2012). With three points separating the Red-and-Gold from current League-leaders Dempo SC, www.the-aiff.com caught up with East Bengal Coach Trevor Morgan on the challenge ahead. EXCERPTS:

Despite East Bengal being placed second at the moment, they haven’t been consistent. How do you describe that?
Yes, our performance has been inconsistent. We lost some of the matches which we should have won. But having said that, I think we are in a good position. Ideally, we would have loved to be at the top of the table by now. We need to stay focused.

You play Churchill Brothers in a crucial next round encounter. How do you look forward to the contest?
Churchill Brothers are a very capable side and are very tough to beat at home. They stay at the third place at the moment as four points separate us. But you need to remember, they have played a match less. It’s understandable they would come all guns blazing at us. We need to be cautious but we will play to win.

The combination of Tolgay Ozbey and Penn Orji have worked wonders for East Bengal. What keeps them going?
Both Tolgay and Penn are quality players with lots of potential. Their combination has always helped us. Both complement each other on the field and the team is reaping the benefits in return. I’ve no complaints.

Sanju Pradhan has been outstanding in this edition. What’s your take on him?
Sanju is an exceptional talent who is a match-winner. He has matured a lot and understands his responsibilities and executes them on the field. That defines him. He will go a long way. I rate him very highly. In fact, this team boasts of many match-winners.

Which are the areas you feel your team needs to improve?
Defensive organisation is an aspect we need to improve upon. When we lost to Salgaocar in Goa, our defence wasn’t upto the mark. Hopefully, Nirmal Chhetri would be back with the team and we will have to reorganise our defence against Churchill who have some very good forwards.

Where do you see East Bengal at the end of the season?
The League has reached a stage where a win or a loss can have a huge impact on any team. And mind you, the top 4-5 teams don’t stay far way from each other. We need to stick to the basics. Predicting anything at the moment won’t be right.

CONTRACTOR DOES NOT WORK – MCD SEES HELPLESSLY

People outside Dwarka consider it as neat and clean colony with zero tolerance but this adjective is fading. Anyone can see the bins outside CGHS, DDA’s pockets and in the market full of garbage as the garbage is not being removed daily. The specific example is that M. K. Gupta of Dwarka Forum tried to make a complaint to Pradeep Kumar of contracting firm DMSWSL on 19th Jan. on his phone number 9311785518 about the non-removal of garbage for the last more than two days. Mr. Kumar rather said that he is lying and the truck is going regularly to collect the garbage. Unsatisfied with this arrogant reply blaming his of lying, Gupta called to General Manager, Sanjeev Kumar who promised immediate removal of garbage but till date most of the bins are full of garbage, except some bins emptied from plot No. 10 to 12 i.e. on 22nd, fourth day of the complaint. When the residents try to register complaint on the helpline number 47502291/92/95/98, no body picks up the phone. G.M. Sanjeev Kumar says that many societies are not with the contracting firm while the fact is that whole Dwarka comes under the door to door garbage collection.

In a meeting with Dwarka Forum on 2nd Nov. November. Dy. Commissioner, MCD, C.R. Garg directed the contractor to increase the number of bins from 405 according to the requirement to about 500 but no new bins are still visible. Even some bins are badly damaged and the garbage cannot be down-loaded in the truck as the hooks to lift the bins have broken.

Though, as per record, the MCD has imposed over Rs. 91 lakh penalty on the contractor but when Rejimon C.K. President, Dwarka Forum asked about the details of the deduction of the penalty, MCD instead of giving straight reply said that the details are available on the website and since collection of penalty pertains to Accounts Deptt. the RTI is being transferred to that Deptt.

As per agreement with the MCD, the contractor was required to provide color code bins but it has not provided such bins. Moreover, all the vehicles picking up garbage should have been fitted with GPS system but the MCD has neither provided the list of such vehicles nor the date of installation of GPS in the vehicles. Moreover, as per agreement, the payments to the contractor should have been released after the bills verified by the independent consultant but the MCD said that the tender of the independent consultant is under award.

To be in a state of happiness, bliss and ananda is what the ultimate goal of life is. Everybody is born with certain inherent powers, which if cultivated in the right direction will lead to inner happiness.

The ancient Shiva Sutra text talks about the concept of Shiva and Shakti. Shiva is silence, Shakti is power; Shiva is creativity, Shakti is creation; Shiva is love, Shakti is loving.

In computer term Shiva is the knowledge or the information and Shakti is the operational software. Shiva and Shakti both together form consciousness, in other words the soul.

Shiva sutra – teaching about Shiva – describes five inherent powers of Shakti which everybody is born with and these are ”Chitta Shakti”, “Ananda Shakti”, “Gyan (Gnana) Shakti”, “Icha Shakti” and “Kriya Shakti”.

Kriya Shakti is the one which is most visible. Kriya is not same as karma. Karma is action born of cause and effect. Kriya Shakti is at the level of body and mind.

Icha Shakti is the inherent desires which control the mind. Gyan Shakti is the inherent desire to learn and is at the level of intellect. Both Ananda and Chitta Shakti are at the level of consciousness and represents the desires or aim to be blissful.

These five powers also decide the needs of a person, which can be at the level of physical body, mind, intellect, ego or the soul. The needs activate the Shakti which in turn leads to action. The purpose of life should be to direct the needs and the Shaktis towards the soul and not towards the ego.

The power of Kriya Shakti should have all the actions directed towards the soul; Gyan Shakti should be directed towards the knowledge of the true self; Icha Shakti towards the desire or intention to unite with the self; Anand Shakti and Chitta Shakti towards the awareness of God and to experience the bliss of God.

All thoughts, speech or actions in life should be directed on two basic goals providing happiness to others and ending up with self-happiness. Every action and relationship in life should involve these five powers to attain inner happiness.

Most computers in the body require a key to get activated and the key in the case of Shakti is “intention or intent”. Intentions are something, which are under the control of a person, or one can practice control over them.

“Intention” always requires the association of its buddy “attention” with it. Attention is the focus of action on that particular intention. The combination of intention and attention can change perceptions of life and ultimately change the reality. It has been an old Upanishad saying that you are what your thoughts are. Right intention leads to the right thought; the right thought to right action; the right action to the right habit; the right habit to the right character and the right character leads you to what you are. The punch-line, therefore, is to have right intention which should be directed towards one of the five Shakti to acquire spiritual well-being.

Health is not mere absence of disease but a state of physical, mental, social, environmental and spiritual well-being. Spiritual well being now has been added as the fifth dimension of the health. It has been said that the body is the largest pharmaceutical armamentarium in the world and has the capacity to produce each and every drug available in the universe. This is based on the fact that no drug can go into the body without a receptor. The very fact the body has a receptor for every drug it has the capacity to produce that drug.
All yogic paths to liberation are also directed towards these Shakti. One adopts karma Marg by activating Kriya Shakti, Gyan Marg by activating Gyan Shakti and Bhakti Marg by activating Icha Shakti.
Faulty lifestyle also involves distractions of three of these powers: Icha, Gyan or Kriya Shakti.
Correct lifestyle will involve the correct use of Kriya Shakti in doing actions, correct use of Gyan Shakti by acquiring knowledge about self and healthy behavior and correct use of Icha Shakti by learning the do’s and don’ts of life and controlling the mind towards various addictions of life which can be addition of food, sex, drugs, alcohol, smoking, sleeping, not walking and or eating faulty Rajsic cum Tamsic high refined carbohydrate diet.

Eye Screening Camp organized in Dwarka

On 22nd January, 2012. Association of Neighborhood ladies get-together in collaboration with Vasundhara Eye Clinic organized an Eye Screening Camp for the residents and all the helpers (maids, drivers, guards, gardeners and other staff) of Sector 22 and 23, Dwarka, at Rama Krishna Apartments, Sector 23. The camp was conducted by Dr(Capt) Anjali Mehta, cataract and Oculoplastics Surgeon and her team. Dr. Mehta is also a social activist and running Sagar Trust for the benefit of those who are suffering from serious eye disease.

Mrs.Cicily Kodian informed Dwarka Parichay that around 100 people attended the camp and utilized the services. The residents and helpers were screened for vision problems and medicines were distributed free of cost. Old spectacles were collected from the residents, which were donated to the clinic to be used for needy people.

बिहार में उद्योगों की वर्तमान स्थिति और भविष्य की नई सम्भावनाओं पर संगोष्ठी अयोजित

स्मृति ट्रस्ट और बिहार सरकार के उद्योग विभाग के तत्वाधान में एक दिवसीय संगोष्ठी का आयोजन द्वारका स्थित होटल रैडिसन में किया गया। देश के विभिन्न प्रदेशों से आए पूंजी निवेशकों और बिहार के उद्योग विभाग की मंत्री डा. रेणु कुमारी समेत उद्योग विभाग के निदेशक विमल नंद झा, वाणिज्य विभाग, बिहार सरकार के उपनिदेशक आर. के. ओझा, भाजपा के दिल्ली प्रदेश के सहप्रभारी रामेश्वर चैरसिया ने संगोष्ठी को सम्बोधित किया। इस संगोष्ठी का मुख्य उद्देश्य बिहार में उद्योगों की वर्तमान स्थिति और भविष्य की नई सम्भावनाओं के निर्माण के सम्बंध में पूंजी निवेशकों और बिहार सरकार के बीच सामन्जस्य स्थापित करना था। इस संगोष्ठी में आम्रपाली ग्रप के प्रबंध निदेशक अनिल कुमार शर्मा एवं मटियाला विधान सभा क्षेत्र के निगम पार्षद राजेश गहलोत भी मौजूद थे।

संगोष्ठी को सम्बोधित करते हुए डा. रेणु ने कहा कि बिहार की वर्तमान स्थिति परिवर्तनशील है। इस स्थिति में हम सभी आवश्यक बुनियादी सुविधाओं को और भी ज़्यादा सुचारू बनाने के प्रयास में जुटे हुए हैं। उन्होंने बताया कि निवेशकों की सहूलियत को ध्यान में रखते हुए बिहार सरकार के उद्योग विभाग ने अपनी नीतियों में कुछ फेर-बदल किए हैं। बिहार में उद्योग स्थापित करने वाले पूंजी निवेशकों को आर्थिक, सामाजिक और कानूनी सहायता देने के लिए हमारी सरकार वचनबद्ध है।

बिहार की राजनैतिक, व्यवसायिक और सामाजिक स्थिति पर प्रकाश डालते हुए डा. रेणु कि कहा कि कुछ वर्षों पहले बिहार में व्याप्त जंगल राज और गुण्डा राज ने स्वाभाविक रूप से यहां के पूंजी निवेशकों के लिए कड़ी मुश्किलें खड़ी कर दी थी। जिसके कारण बिहार के पूंजी निवेशकों ने देश के अन्य प्रदेशों समेत विदेशों में अपनी पूंजी का निवेश करना ज़्यादा ठीक समझा। धीरे-धीरे ऐसी परिस्थिति उभरकर सामने आई कि सारे निवेशक बिहार से बाहर चले गएं। उन दिनों बिहार में केवल अपहरण का उद्योग ही फलफूल रहा था ऐसा इसलिए भी था क्योंकि तत्कालीन सरकार के मुखिया का बिहार के विकास से कोई सरोकार नहीं था।

डा. रेणु ने निवेशकों को सम्बोधित करते हुए कहा कि आज़ बिहार के विकास की स्थिति बिल्कुल पारदर्शी है। देश के अन्य राज्यों के मुकाबले बिहार में विकास की दर 14 फीसदी अधिक है। उन्होंने बताया कि राज्य में नई औद्योगिक इकाइयों एवं तकनीकी शिक्षण संस्थानों में निवेश को बढ़ावा देने के उद्देश्य से एक ‘आओ बिहार’ योजना बनाई गई है। यह योजना निवेशकों को बिहार सरकार और किसानों के द्वारा ज़मीन मुहैया कराने में हो रही कठिनाइयों को ध्यान में रखकर बनाई गई है। इस योजना के मद्देनज़र सरकार का यह प्रयास है कि बिना किसी बिचैलिए के निवेशकों के द्वारा किसानों को ज़मीन का उचित मूल्य प्राप्त हो सके। डा. रेणु ने किसानों के हितों को ध्यान में रखते हुए यह कहा कि हम बिहार को सिंगुर या नंदीग्राम नहीं बनाना चाहते हैं।

उद्योग विभाग के निदेशक विमल नंद झा ने बिहार की नवीनतम औद्योगिक नीतियों पर प्रकाश डालते हुए बताया कि उत्पादन के पहले स्टाम्प ड्यूटी और पंजीकरण की फीस में शतप्रतिशत की छूट दी जा रही है। इतना ही नहीं, किसी भी औद्योगिक इकाई को स्थापित करने के लिए बिहार सरकार निवेशकों को प्रोत्साहन स्वरूप आर्थिक अनुदान भी प्रदान करेगी।

संगोष्ठी के दौरान राजस्थान के टेक्सटाइल व्यापारी रवीन्द्र जाखड़ ने बिहार में निवेशकों के सुरक्षा पर संशय व्यक्त किया। बिहार की भूमि में जन्में खुशी प्रोपार्टीज एण्ड डेवलपर्स प्रा. लि. के प्रबंध निदेशक मुकेश कुमार सिंह ने कहा कि माननीय मुख्य मंत्री नितीश कुमार जी के कार्यकाल में बिहार का ऐसा विकास हुआ है जो पिछले कई दशकों में संभव नहीं हो सका। बिहार में निवेश करने की इच्छा व्यक्त करते हुए श्री मुकेश जी ने कहा कि अपने जन्म स्थान से भावनात्मक लगाव के कारण वे पटना के आसपास महानगरों के तर्ज पर एक टाउनशीप डेवलप करना चाहते हैं। इस सिलसिले में उन्होंने बिहार सरकार से आग्रह किया कि वह निवेशकों का ध्यान खींचने के लिए एक मास्टर प्लान बनाए जिसमें राज्य के अलग-अलग हिस्सों को श्रेणीगत करे। भूमि अधिग्रहण के मामले में उन्होंने सरकार से यह अनुरोध किया कि सरकार खुद किसानों से ज़मीन एक्वायर कर निवेशकों को मुहैया कराए।

Hon’ble Shri Kamal Nath, Union Minister of Urban Development, Government of India inaugurated the sample block of EWS flats constructed by DDA at Dwarka Sector-23 today at about 11.30 AM, in presence of Kumari Selja, Hon’ble Minister of Housing & Urban Poverty Alleviation and Minister of Culture, (special invitee) and Sh.Mahabal Mishra, MP and Sh.Sumesh Shokeen, MLA. Shri G.S.Patnaik, Vice Chairman, Shri Ashok Khurana, Engineer Member and other senior officers of DDA were present besides a large gathering of residents of the surrounding areas.

Shri Kamal Nath, speaking on the occasion, expressed happiness regarding EWS flats and said that urbanization is a challenge especially when about 5 lakh people migrate to Delhi every year from adjoining states. The challenge of urbanization, according to him, should be viewed with a new vision and changed perspective. To meet this challenge, he said, it is necessary to provide the basic facilities to all sections including economically weaker sections and housing is one such requisite facility. Regarding prefab technology he said that this is a new construction technology introduced by DDA for the first time in Delhi and that it is an efficient technology resulting in speedy and environment friendly construction. He hoped that DDA would be able to meet its target of building 1 lakh flats for economically weaker sections. Delhi according to him has changed considerably since the inception of DDA and thus DDA should also work with renewed vision with the objective to serve Delhities in a better fashion. Regarding Master Plan he said that such plans should be made keeping in view the ground realities, needs of the future and also participation of the people. The Master Plan of Delhi 2021 is being reviewed to improve the shortcomings and keeping in view the future growth.

Kumari Selja speaking on the occasion emphasized the need for peoples participation and inclusion of ground realities in planning process. Provision be made for housing facility for economically weaker sections of the society and also to enable the poor to live in good environment with dignity and gracefulness. She informed that her Ministry has sanctioned about 74000 flats for EWS under JNNURM and that the Rajiv Awas Yojna is also aimed to make India slum free. She also emphasized the importance of in-situ rehabilitation. According to her there are 325 slum clusters on DDA land and that these slums have come up because the needs of poor and downtrodden were not recognized. She said, though Delhi’s population is about 1 percent of total population of India and Delhi contributes about 3 percent towards GDP of the country and we alsotalk about inclusive growth but the same is not reflected in our planning process. She expressed her happiness and appreciated the design and plan of EWS flats inaugurated.

Shri Mahabal Mishra, MP thanked DDA for various development works undertaken in West Delhi, providing Metro connectivity to Dwarka etc. He demanded construction of bypass road connecting Chhawla to Rohtak Road via Najafgarh drain, Kakrola and Keshopur Depot and also for construction of peripheral roads in Dwarka. Sh.Sumesh Shokeen, MLA expressed happiness and thanked DDA for construction of a complete housing block inclusive of all required facilities at one place for economically weaker section of the society.

Shri G.S.Patnaik, Vice Chairman, DDA in his welcome address said that DDA is committed for providing houses to various sections of the society to ensure conducive living environment for its occupants. In order to achieve its aim DDA has taken up construction of EWS and LIG flats in a big way. The work of EWS houses at Rohini, Dwarka and Narela by using prefab technology has already started at site. He informed that under EWS housing 11060 houses in Rohini, 6580 houses in Narela and 2400 houses in Dwarka have been taken up with prefab technology. In these pockets the total number of dwellings units will be 19657 and there will be 21 Anganwadis, 168 shops and 187 community facilities for the convenience of the residents of the block. Provision for sufficient parking space, central park, play ground, fire fighting system will also be made. The construction method and materials are confirming to the requirements of green building, use of timber is completely eliminated and that of scarce commodities reduced substantially. Fly ash is used to the maximum possible extent. Use of factory produce prefab components ensured dimensional accuracy, energy saving and lesser pollution. All approvals have been obtained, structural proof checking has been got done by IIT, Roorkee. Material testing laboratories have also been set up at all casting yards. For third party quality assurance M/s RITES have been appointed.

केन्द्रीय विकास मंत्री कमल नाथ ने डी डी ए द्वारा द्वारका क्षेत्र के सैक्टर 23, पॉकेट 8 मे गरीबों के लिए निर्मित किए जाने वाले ई डब्लू एस श्रेणी स्कीम के तहत नमूना फ्लेटों का उदघाटन किया। इस अवसर पर श्री कमल नाथ ने अपने सम्बोधन मे कहा कि डी डी ए को एक की जगह दो लाख फ्लेटों का प्रावधान करना चाहिए। केन्द्रीय अवास मंत्री कुमारी शैलजा ने जन समूह को संबोधित करते हुए सुश्री सोनिया गांधी एवं प्रधानमंत्री डॉक्टर मनमोहन सिंह की तारीफ की। साथ ही राजीव अवास योजना को भी खुलासा किया। क्षेत्रीय सांसद श्री महाबल मिश्रा ने भी अपने क्षेत्र की सड़कों के सुधार की मांग मंत्री महोदय के समक्ष रखी। गौरतलब है कि डी डी ए ने अभी तक भी इस योजना के तहत फ्लेटों की कीमतों का कोई ब्यौरा नहीं दिया है।

The lead singers Soham Ray, Pranav Suri & Niharika Sharma set the rhythm for the instrumentalists to belt out the symphony. The diminuendo rose to a crescendo. Shaunak, Devvrat, Sanyam, Ramit, Satwik and Rhea added to the magic through their accompaniment on keyboard, drums and guitar. The group was the only one to get a standing ovation from the judges and audience.

The youngest performers in the finals finally outdid their contemporaries to the bag the coveted RECESS 2011 Trophy. The icing on the cake was the double win of the Best Message Trophy as well as Rhea and Shaunaq exhorted one and all to manifest the inherent goodness in their hearts.

With this win Sri Venkateshwarites were promised an opportunity to cut an album with the famous playback singer Mohit Chauhan of the movie ‘Rockstar’ fame & got an opportunity to meet the famous Indian band Parikrama , plus a direct entry to Recess-2012 to be held at United Kingdom.

Childreach International India also launched their innovative programme on the occasion of Recess 2011, “Ek Din Swadeshi”- India meets Bharat, which aims to build a generation of socially responsible and sensitized individuals. Nine students from school were the first ones to embark on this journey later in the next month.

सहारावन पर इस शो के शुरू होने से पहले ही इसका दायरा काफी व्यापक और बेहतर हो गया है। इस शो की पकिल्पना इस प्रकार की गई है जैसे कि यह भारत और पाकिस्तान के बीच सुरों का संग्राम हो। टीम इंडिया को हिमेश रेशमिया तथा टीम पाकिस्तान को अतिफ असलम का संरक्षण प्राप्त है।

सूत्रों की माने तो आशा जी ने इस रियल्टी शो के लिए अपनी मंजूरी दे दी है। यह हो सकता है कि इससे पहले वह किसी शो में अतिथि निर्णायक की भूमिका में आईं हों, मगर इस मरतबा पहली बार वह किसी शो में प्रमुख निर्णायक की भूमिका में नजर आयेंगी। इन दिनों शो की शूटिंग दुबई में चल रही है।

While DCB(Delhi Cantonment Board) area is around 42.97 KM NDMC (New Delhi Municipal Corporation) for 42.74s KM. Please provide reason recorded for LOWER GPCD/LPCD for Dwarka Sub-City inspite residents paid due amount to DJB, MCD, DDA, Delhi Govt & Govt of India?.

4. As per information shared by DDA Member and Former Dy. Mayor of Delhi Shri. Rajesh Gahlot, DJB in principal agreed to provide more water to Dwarka from Haiderpur once the Sonia Vihar Plant starts.

a. Please provide all the relevant Minutes of the meeting reference to Haiderpur Plant, Sonia Vihar plant related to supply of Water supply to Dwarka (pages related to the same with date of Meeting).

b. In case as per records the DJB agreed to provide water from Haiderpur and increase supply, please provide name the official who has taken decision to cancel the same or not implimenting.

5. Water Supply to Dwarka Sub-City.

a. In a recent agreement by DJB agreed to provide water supply to D-6 in Vasant Kunj, while existing Dwarka Sub-City have no additional water supplied(3.5 MGD for 6 lakh residents, while current demand is 12 MGD). Please provide name of the officials in DJB in Delhi who have the power/authority to increase drinking water supply (inequitable supply) in line with equal supply to rest of Delhi?

b. Have DJB Board discussed the water supply issue of Dwarka, if so please provide details of the same. In case no discussion, please provide reason recorded in files for not taking up this as an agenda item.

c. Since the DJB is providing only 3.5 MGD water to over 6 Lakh population of Dwarka compel to drink highly Toxicated ground water with TDS level minimum range from 2000. A NEW BLEND OF CLASSICAL AND FOLK FLAVOURS

The harvest season Makara Sankranti saw a fresh bloom of artistes congregating to showcase their talent at the INDRADHANUSH DILLI festival hosted by SUNAINA – Society for the Upliftment of National Arts of India at the ICCR Auditorium on Saturday, 14th January 2012.

This festival which made a humble beginning in 2008 has grown from strength to strength and was a grand success as Delhiites were thronged the venue in large numbers despite the chilly weather. Indradhanush has become an annual feature on the cultural calendar of New Delhi. Brainchild of Guru Smt Kanaka Sudhakar, the festival started as usual with a seminar on the theme “ Indian Classical Dance – for Health and Spiritual Awakening. The speakers were Tripura Kashyap – a renowned dance practitioner and therapist on the mentally retarded children. In her address, she said that dance is movement; and movement symbolizes life. She talked about the benefits dance had especially on mentally retarded children through coordinated movements and close proximity with one another; and results in emotional bonding between them.

The next speaker was Guru Smt Kanaka Sudhakar – the founder President of SUNAINA - also a research worker on Dance Therapy. She talked about how a Classical Dancer goes into spiritual meditation while performing the different items. She described the ‘Rasa’ theory and went on to demonstrate this very effectively with the Bhajan “Jo Tum Todo Piya”. The Guru then described the health benefits of dance – a topic on which on which she has performed extensive research. She demonstrated Yogic Aerobics, a new concept that conceived by her especially for the middle aged. Yogic aerobics was demonstrated by five ladies who are learning and benefiting from this new concept of the Guru.

Bharatanatyam Group

The dance festival was inaugurated by Director General ICCR Shri Suresh Goel who was welcomed in a very traditional way with two young students performing the Aarti and applying “Tilak” on his forehead, while traditional music played in the background. The GURU SAMMAN AWARD was conferred on Pandit Rajender Gangani who has trained innumerable students in Kathak and is himself an exponent in the art.

The first dance to be showcased was with folk flavour – the famous KALBELIA performed by youth artistes of Aakar Group of Delhi. The item provided a vibrant and pulsating start to the festival as the energetic dance held the audience spellbound. This was followed by the Kuchipudi recital of PRATEEKSHA KASHI, a Bangalore based artiste. The young danseuse started her recital with “Pahi Pahi” a famous Keertanam from Krishna Leela Tarangini. The item depicted beautiful scenes from the life and events of Lord Krishna. The dancer showed special expertise dancing on a brass plate with complicated “Jati” patterns. Her next item was on Durga “Mahishasura Mardhini” an item in which Prateeksha’s expressive eyes endeared her to the audience.

The next dancer was Navia Natarajan who performed Bharatanatyam to the famous Sanskrit Keerthanam of Swati Tirunal: ‘Pannegendra Shayana Sri Padmanabha’. This piece portrays the ‘Nayika’ deeply in love with Lord Padmanabha. Navia’s hold over Abhinaya was evident in her presentation. “Even the gentle breeze makes me feel exhausted, the sweet calls of the cuckoos and the parrots sound dreadful to me please discard your anger towards me at once - I have no other refuge”.

The third dancer of the day was Mohiniattam Artiste Deepa Chakravarty, disciple of Gopika Verma. She started with the Ashtapadi Lalita Lavanga in Raag Hindolam Taalam Adi; a composition of Sri Jayadeva, choreographed by Guru Smt Gopika Varma. The Vrindavan, the mysterious world regarded to be untouched by the worldly materialistic illusions and selfish desires were demonstrated by her through her dance. She concluded her recital with Thillana - composed by T N Shesagopal in Husseni Raagam, set to Tisra Jati Adi Thalam. Unlike the very slow tempo of Mohiniattam, one could see the expert use of her feet with movements to suit the forceful Thillana.

The day of South Indian Classical Dances ended with vigorous and forceful performance of Pavitra Bhat and his disciples from Mumbai. They first performed the Varnam, Mahatripurasundari, a piece dedicated to the incarnation of Goddess Shakti. In this Varnam, Goddess Shakti is praised as Maha Kali, Amba, Meenakshi - in Raag Shivaranjani, Taal - Aadi. The choreography was mesmerizing.

Pavitra then performed a solo, ‘Kalinga Narthana’ a composition of Othukadu Venkata Subbier, which showed the majestic ‘Taandavam’ performed by Lord Krishna to explain victory of truth over evil. It started with a Shlokam in praise of Lord Krishna, explaining the beauty of Vrindavan. The strength of the performance and the crispness of Pavitra’s Nritta were indeed very laudable.

The second day of INDRADHANUSH DILLI 2012 was a clear Sunday which saw art lovers flock to the ICCR auditorium. It started with the vigorous and energetic TALA VADHYA NRITYA LAHARI, conceived and choreographed by Guru Kanaka Sudhakar along with live accompaniment of percussion instruments Tabla , Pakhawaj , Ghatam, Ganjira, Dhol and Mridangam. The dancers who performed in perfect harmony and perfect sync with the instruments were Aparajita Sarma , Renuka Iyer, Rashmi Mohan, Sree Lakshmi, Vipanchi Rao and Parvathi Ramesh. This innovative concept was highly appreciated by Guru Saroja Vaidyanathan and the august audience who were blessed to witness this splendid performance. GURU SAMMAN AWARD was conferred on Guru Saroja Vaidyanathan by SUNAINA.

Next was the fascinating Sword Dance and skilful Stick Dance of Manipuri which had the audience on the edge of their seats throughout. This was followed by the Kathak performance of Tanvi Palav from Mumbai. She performed Krishna Vandana and other dances. Her presentation was graceful yet energetic.

The Odissi duet performance of Kaustavi Sarkar and Subikash Mukherjee was a treat to watch and reminded one of the Divine couple of Krishna and Radha. They paid obeisance to Lord Jagannatha through a rhythmic exposition called Jugmadwanda Pallavi followed by an Abhinaya, an expressional dance.

The programme concluded with a Kathak performance of Sangita Chatterjee who weaved permutations and combinations with the rhythmic bol of the Tabla .

Guru Samman Award to Dr. Sonal Mansingh

Despite the concluding day being a Monday, Indradhanush attracted a good number of art and culture lovers crowd. The closing ceremony was presented by Sapna Anil Attavar and Arathy Nair, senior Dwarka based disciples of the Guru, who performed the Thillana in Dhanashree Raag, as Radha and Krishna. This was followed by the scintillating Bhangra of Punjab and Kuchipudi recital by Sreelakshmi Govardhanan from Kerala. The performance was witnessed by the Guests of Honor, Shri Tripurari Sharan Director General, Lady Shruti Rana of Shruti Foundation and Guru Sonal Mansingh. GURU SAMMAN AWARD was conferred upon Guru Sonal Mansingh. Sreelaksihmi performed a Tarangam in which she showed the Poothana Vadham very effectively, captivating the audience. Next was another interesting performance by Probhal Gupta who donned the Stree Vesham of Kathakali and mesmerized the audience with his remarkable presentation of the Sambhoga Shringaram when the demons Nakratundi tries to seduce Jayant the son of Indra.

The next to follow was another male dancer Soumya Bose who performed Odissi. The Mahishasuramardhini and Thayee-Konark Kantee, a pure dance based on rhythmic variations illustrating sculpturesque poses from the ancient temples of Orissa. This item also had the audience truly mesmerized.

The festival concluded with the breathtaking Pung Cholom and Dhol Cholom in which the dancers Premjit and group gyrated energetically to drum beats. This festival organized by SUNAINA came as a breath of fresh air to Delhiites; and was a much sought after platform for youth professional artistes.

जहाँ तक आगे विकास की बात है तो विकास एक सतत् चलने वाली प्रक्रिया है । विकास के केवल आर्थिक ही नहीं बल्कि सामाजिक, सांस्कृतिक व नैतिक पहलु भी होते हैं। विकास की हमारी प्राचीन अवधारणा कहीं अधिक व्यापक थी इसमें केवल व्यक्ति के विकास की ही बातें नहीं थी । विकास की अवधारणा सभी-जड़ हो या चेतन-को आवृत्त कर व्याप्त थी । जहाँ तक चेतन की बात करें तो वह केवल व्यक्ति, समाज, देश या विश्व के मानव की ही बातें नहीं थी, वह संसार के सभी जीवों-मनुश्य, पशु , पक्षी, कीट-पतंग - जितने भी गोचर एवं अगोचर प्राणी थे - उन सभी की बातें थीं । अगर हम जड़ की बातें करें तो वह हवा, पानी, धरती, आकाश, अन्तरिक्ष के विकास की भी बातें थीं और थीं जड़ तथा चेतन के बीच सेतु बनने की भी । इस ब्रह्माण्ड में हमारा एकल विकास संभव नहीं हो सकता क्योंकि हम सभी एक दूसरे से गूँथे हुए हैं । इसी सन्दर्भ में एक श्लोक स्मरणीय है जो शांति वचन के समय बोला जाता है -

ऊँ द्यौः शान्तिरन्तरिक्ष, शांन्तिः पृथिवी शान्तिरापः शान्तिरोशधयः शान्तिः ।

वनस्पतयः शान्तिर्विष्वे देवाः शान्तिब्र्रह्म शान्तिः सर्व, शान्तिः शान्तिरेव शान्तिः सा मा शान्तिरेधि।।

अर्थात् व्यक्ति विशेष की शांति के लिए जल, पृथ्वी, अन्तरिक्ष इत्यादि में भी शांति की आवश्यकता है. आज के संदर्भ में विकास की इसी अवधारणा के तरफ पूरा विश्व धीरे-धीरे बढ़ता प्रतीत होता है । हम आर्थिक शक्ति एवं उन्नति प्राप्त करें परन्तु समाज, देश , विश्व ही नहीं बल्कि प्रकृति से भी सामंजस्य स्थापित करें । पहले की तरह आजकल भी All Inclusive growth and development की भी बातें हो रही हैं । एक साधारण उदाहरण से इसे समझा जा सकता है । हमारे यहाँ अपनी थाली में से भोजन का अग्रभाग गाय के लिये तथा बचे हुए का कुत्ते और कौवे के लिये निकालने की परम्परा थी । बात तो छोटी सी है परन्तु इसके पीछे का भाव, अर्थ तथा प्रभाव गहरा था । भारत जैसे कृषि आधारित देश के लिये जहाँ की कृषि जानवरों पर निर्भर करती है ऐसा करना विवेक संगत कार्य था । क्या आजकल की All Inclusive growth theory में इस तरह की उदात्त अंतरंगता स्थापित करने की भी कोई भावना है जिससे कि हम अपनी प्रकृति के साथ भी सहर्ष रह सकें । आजकल जानवरों की रक्षा के नाम पर जंगलों से आदिवासियों को विस्थापित किया जा रहा हैं । यही आदिवासी सदियों से जंगल में रह रहे हैं । न तो इन्हें जानवरों से और न जानवरों को इससे कभी खतरा हुआ । पर यहाँ पर ये सभी बातें महत्वहीन हैं । विकास के नाम पर शोषण हो रहा है। विकास की पाश्चात्य अवधारणा की जगह हमें प्राचीन भारतीय अवधारणा का चिन्तन मनन करते हुये अपनी आवष्यकता अनुरूप नई अवधारणा गढने की जरूरत है । फिलहाल हम बिहार के विकास की बातें करें - थोड़ा बहुत विकास तो बिहार में पिछले नीतीश जी की अगुवाई में जे डी (यू)-बी जे पी गठबंधन वाली सरकार में हुआ है जिसमें कानून व्यवस्था में तथा सड़क में विषेश सुधार दृश्टिगोचर हो रहा है । इसके साथ ही स्वास्थ्य, शिक्षा, बिजली इत्यादि सभी क्षेत्रों में विकास की शुरुआत हुई है। परन्तु इससे भी आगे बढ़कर बहुत कुछ करने की आवष्यकता है जिससे पूरे बिहार का सर्वांगीण विकास हो तथा पूरा प्रदेश पूर्णतया आत्मनिर्भर हो और दूसरे प्रदेशो के लिए एक मिसाल भी । हिन्दुस्तान के सभी प्रदेश एक दूसरे से आर्थिक, सामाजिक, भौगोलिक, राजनीतिक मामलों में सर्वथा भिन्न हैं । अतः हमारे प्रदेश बिहार का माडल भी अपना अलग होना चाहिये - अपनी आर्थिक, सामाजिक, भौगोलिक, राजनीतिक स्थितियों को ध्यान में रखकर बनाया गया माडल ही कामयाब हो सकता है । विकास की प्राथमिकता नियत करना वैसे तो कठिन ही होता है और एक तरह से मुद्दों के साथ नाइंसाफी भी । विकास खासकर आर्थिक विकास तो जीवन से एकदम जुड़ी हुई बातें होती हैं और जीवन की हर जरूरतें प्राथमिक ही होती हैं । फिर भी व्यावहारिक तौर पर तो प्राथमिकता तय करनी पड़ती है - खासकर जहाँ हमारा बिहार आर्थिक तौर पर सभी प्रदेशों की तुलना में अंतिम पायदान पर है । वह प्राथमिकता क्या हो इसकी ही विवेचना यहाँ पर की गई है -

भ्रष्टाचार : भ्रष्टाचार विकास की जड़ पर ही प्रहार करता है अतः विकास को जीवित रखने और उसकी रफ्तार तेज करने के लिए भ्रष्टाचार ही जड़ों पर सबसे पहले प्रहार करने की आवष्यकता है । ऐसा हम सभी मानते हैं कि अगर किसी योजना के तहत 100 रूपये का आवंटन किया जाता है तो आम जनता तक यह आते-आते 20 रूपये हो जाता है अर्थात् 80 रूपये भ्रष्टाचारियों के हाथों में चला जाता है। अगर किसी प्रदेश का योजना व्यय 14,000 करोड़ रूपया हो तो इसका सीधा अर्थ हुआ कि इस योजना व्यय में काम केवल 2,800.00 करोड़ रूपये का ही हुआ होगा तथा शेष 11,200 करोड़ रूपये भ्रष्टाचारियों की जेब में। वास्तविकता कितनी है ? इसके बारे में कुछ नहीं कह सकते । यह तो केवल एक अनुमान है और इस पर प्रदेश की जनता भी सहमत हैं। ये बातें केवल एक प्रदेश के लिए नहीं है बल्कि ये बातें समूचे हिन्दुस्तान के लिए भी है। यह अत्यन्त शोचनीय तथा भयावह स्थिति है ।

भारत में भ्रष्टाचार किस हद तक है, इसका अंदाजा इसी बात से लगाया जा सकता है कि देष के भ्रष्ट लोगों ने 462 अरब डालर की राशि स्विट्जरलैंड के बैकों या कर चोरी की ऐसी ही अन्य पनाहगाहों में जमा कर रखी है। अन्तराष्ट्रीय संगठन ‘ट्रांसपरेंसी इंटर नेशनल की भारत की कार्यकारी निदेशिका अनुपमा झा ने कहा कि गरीबी रेखा से नीचे जीवन-यापन करने वालों को 11 चुनिदां बुनियादी सेवाएं हासिल करने के लिए एक वर्ष में 900 करोड रूपये की रिश्वत देनी पड़ती है । यह तो क्रुरतम अपराध है। अमानवीय कृत्य है। इसे तत्क्षण रोकना चाहिए । भ्रष्टाचार भ्रश्टाचार रोकने मात्र से ही हम हिन्दुस्तानियों की जेब से अनुचित रूप से निकलने वाली यह राशि 900 करोड़ रूपये रूक जायेगी, तथा हमारी योजना व्यय का पूरा-का-पूरा उपयोग हो जायेगा। अतः भ्रष्टाचार रोकना ही निवेश (Investment) बढ़ाने के समान है। जिस अनुपात में भ्रष्टाचार रूकेगा, उसी अनुपात में हमारी प्रगति होगी । भ्रष्टाचार पर अंकुष लगाने के लिये और भी तमाम कदम उठाने की जरूरत है । मनरेगा में भ्रष्टाचार है, तो इन्दिरा आवास आबंटन में भी । बी पी एल हो या ए पी एल, सूची बनाने में ही व्यापक गड़बड़ी की जा रही है । जन वितरण प्रणाली में अलग तरह का भ्रष्टाचार है । गरीबों को अनाज ही नहीं मिलता । प्रखंड कार्यालय हो या थाना सभी भ्रष्टाचार के गढ़ हैं । किसी भी कर्मचारी के पास काम के लिये जाएँ तो सभी घूस मांगते हैं और कहते हैं क्या करें ऊपर पहुँचाना होता है । कौन है ऊपर जिसे यह पहुचाना होता है ? सरकार या आफिसर - अगर आफिसर है तो सरकार कार्यवाही कर सकती है लेकिन यदि सरकार है तो फिर कौन बचायेगा । भ्रष्टाचारी कहाँ पर हैं ? कैसे काम करते हैं ? इसे कैसे रोकना है ? इत्यादि बातें सभी को मालूम है। इसे रोकने का शासन तंत्र सरकार के हाथ में ही है। चाहिए बस एक दृढ़ राजनैतिक इच्छा-शक्ति जो कि इस सरकार में दृष्टिगोचर भी हो रही है। जनता ने आपको अपार समर्थन दिया है पर समर्थन जिम्मेदारी भी लाती है। भ्रष्टाचारियों के विरू़द्ध उठाये गये आपके हर कदम पर जनता की कड़ी नजर है । पब्लिक है सबकुछ जानती है। सुप्रीम कोर्ट की एक खंडपीठ ने किसी मामले में सही कहा है कि आम आदमी कहीं ज्यादा प्रबुद्ध है । यह मत समझिए कि यहाँ के लोग बेवकूफ हैं। बिहार सरकार जनता पर भरोसा कर भ्रष्टाचार के विरूद्ध कदम उठायें। जनता आप पर भरोसा कर रही है। सरकार केवल इतना ही ध्यान रखे - भ्रष्टाचारी बचे नहीं और निर्दोश फंसे नहीं । परित्राणाय साधूनां विनाषाय च दुश्टकृताम् । भ्रष्टाचारियों को घेर कर केवल पकड़ना ही जरूरी नहीं हैं इससे भी ज्यादा जरूरी है भ्रष्टाचारियों द्वारा लूटे हुए धन को फिर से सरकारी खजाने में लाने की अर्थात् जनता का पैसा जनता को देना। इस प्रयास में उठाया गया हरेक कदम स्वागत योग्य है। इस क्रम में सन् 2009 में बनाया गया कानून जिसमें भ्रष्टाचार करने वाले अधिकारियों और कर्मचारियों की आय से अधिक सम्पत्ति को जब्त करने का प्रावधान है और जिसके तहत कार्यवाही भी शुरू हो गई है - स्वागत योग्य कदम है। क्या ऐसी ही कार्यवाही जनप्रतिनिधियों, कर चोरी करने वालों तथा अन्यों पर भी होगी ? क्या यह कार्य निश्पक्षतापूर्ण होगा ? यह आगे आने वाला समय ही बताऐगा । अभी तक तो भरोसा है कि आगे भी ऐसा ही होगा।

अभी हाल में बिहार सरकार ने विधायक कोश को खत्म कर दिया है। यह एक अच्छा कदम है । विधायिका का कार्य है विधि विधान अर्थात् नियम कानून बनाना न कि कार्यकारी के कार्य को अपने हाथ में लेना । रोड बनाना, बाँध बनाना इत्यादि काम एम एल ए या एम एल सी का नहीं होता है । उनका काम है नौकरशाहों से काम लेने का, समुचित दिशा निर्देश देने का । परन्तु, अगर जनप्रतिनिधियों की प्रबल इच्छा हो ही जाये तो इसके विकल्प के बारे में विचार करने की भी जरूरत है। एक राय यह भी है कि इसके लिए एक स्वतंत्र कोश की स्थापना की जाय जिसमें सभी विधायकों (विधान सभा तथा विधान परिषद् ) के नाम से रूपया हो तथा पूरे विधानसभा तथा विधान परिषद्प के सभी क्षेत्रों का एक स्वतंत्र सर्वे इंडियन इंस्टिट्यूट आफ मैनेजमेंट द्वारा कराया जाय जिससे यह पता लग सके कि किन-किन क्षेत्रों में इस फंड का उपयोग कहाँ- कहाँ पर और किस क्रम में होनी चाहिए। इससे Organised development अर्थात् व्यवस्थित विकास होगा और जनप्रतिनिधियों पर पक्षपात का भी आरोप नहीं लगेगा। साथ ही जनप्रतिनिधि भी जनता को यह नहीं कहेंगे कि मेरी सरकार नही है या मैं मंत्री नहीं हूँ इसलिए कोई काम नहीं हो पा रहा है। जनता के साथ-साथ जनप्रतिनिधि भी उपेक्षित महसूस नहीं करेगें। जहाँ तक इस फंड के दुरूपयोग की बातें हैं तो इसके लिए भ्रष्टाचार निरोधक तंत्र को सशक्त करना चाहिए। भ्रष्टाचार के निरोध का काम तो किसी भी सरकार की पहली प्राथमिकता होनी चाहिए क्योंकि भ्रष्टाचार का पहला शिकार भूमिहीन खेतीहर मजदूर, छोटे व सीमांत किसान एवं हमारी सामाजिक व्यवस्था के अंतिम पायदान पर स्थित गरीब, शोषित, दलित तथा पीड़ित होते हैं। जिसकी सुरक्षा करना हरेक सरकार की पहली प्राथमिकता होती है। सम्पन्नों के द्वारा किया गया भ्रष्टाचार उनके लोभ को बढ़ाता है तो गरीबों को भूखमरी और अधिक गरीबी की ओर ढकेलता है। इस दिशा में त्वरित कार्यवाही की अपेक्षा है क्योंकि इस दिशा में की गई देरी एक तरफ कई भ्रष्टाचारियों को प्रेरित करती है तो दूसरी तरफ कई जरूरतमंदों की मुसीबतें भी बढ़ाती है। भ्रष्टाचार के बारे में तो बिहार सरकार को Zero tolerancce की त्वरित नीति अपनानी होगी। अतः बिहार सरकार द्वारा जारी रिपोर्ट कार्ड 2009 में उल्लिखित ‘‘ जो बिहार आज सोचता है कल देश उसे अपनाता है’’ की जगह अब यह लिखा होना चाहिए कि ‘‘ जो बिहार अभी करता है, कल देश उसके बारे में सोचना शुरू करता है’’ क्योंकि केवल सोचने से कई गुना अच्छा होता है सोच समझकर कार्य करना । अब कार्य करने का समय आ चुका है ।

कृषि तथा कृषि आधारित उद्योग: बिहार गाँवों का प्रदेश है। यहाँ की 85 प्रतिशत आबादी ग्रामीण है। यहाँ के सभी गाँव कृषि पर शत प्रतिशत निर्भर है । अतः यह कहना ठीक है कि बिहार पूरी तरह कृषि पर आधारित है। राज्य के बंटवारे के बाद कल - कारखाने झारखण्ड में चले गये। इस प्रदेश को बाढ़ तथा सुखाड़ से प्रत्येक वर्ष लड़ना पड़ता है। जहाँ देश में गरीबी रेखा से नीचे रहने वालों की संख्या 28 प्रतिशत है वहीं बिहार में इनकी संख्या इससे दोगुनी लगभग 55 प्रतिशत है। देश में प्रति व्यक्ति आय 44 हजार रूपये से ज्यादा है, जबकि बिहार में मात्र 14 हजार रूपये। बिहार में कृषि में निवेश पिछले 25 साल से हुआ ही नहीं है। एक अनुमान के अनुसार बिहार को सही तौर से विकसित करने के लिए चार लाख करोड़ रूपये की आवष्यकता है परंतु योजना आयोग से मिलते है केवल 21 हजार करोड़ रूपये। कैसे चलेगी सरकार ? ले देकर बचती है निवेश की बात। पर कृषि में निवेश की संभावना क्षीण है क्योंकि कृषि बिहार में पूरी तरह घाटे का ही सौदा है और घाटे में कोई निवेश नहीं करता। अतः बिहार सरकार को खुद ही कृषि क्षेत्र का मोर्चा संभालना होगा। बाढ़ रोकने के लिए भारत सरकार से मिलकर नेपाल सरकार से बात करनी होगी। सुखाड़ रोकने के लिए नहर की बदहाल स्थिति को सुधारना तथा बिजली का उत्पादन बढ़ाना होगा। बिजली उत्पादन के परम्परागत उपायों के साथ ही गैर परम्परागत स्रोतो यथा सोलर, बायो गैस इत्यादि स्रोतो से कुल ऊर्जा जरूरत का कम से कम २० % उत्पादन करने का लक्ष्य रखा जाये। इसमें लागत भी कम है, रा मैटेरियल भी उपलब्ध है तथा जहां पर पारम्परिक बिजली नहीं पहुंची है वहाँ भी इसकी शुरुआत कर सकते हैं । इसके लिए केन्द्र के गैर पारंपरिक ऊर्जा मंत्रालय से बात करनी चाहिए। प्रयास करने पर इन क्षेत्रों में निवेश हो सकता है।

हरेक ब्लाक के कृषि भूमि की प्रकृति का अध्ययन कर अलग-अलग कृषि योजना बनानी होगी तथा इन्हीं कृषि -योजना को ध्यान में रखकर हरेक ब्लाक के लिए कृषि आधारित उद्योगों विषेशकर खाद्य-प्रसंस्करण उद्योग ( Food Processing Industries) तथा Dairy farming को बढ़ावा देना होगा। तभी कृषि तथा कृषि आधारित उद्योग एक दूसरे के पूरक के रूप में काम करेंगे। कृषि आधारित उद्योगों में किसानों की भागीदारी पूर्णतया सुनिश्चित होनी चाहिए तथा इसके लिए सरकार को आगे आना चाहिए। सब्जी तथा फल के उत्पादन में बिहार पूरे देश में तीसरे स्थान पर है अतः प्रदेश सरकार को खुद पहल कर दिल्ली या अन्य मैट्रो शहरों में इन्हें भेजने का प्रंबध करना चाहिए जिससे किसानों को अधिक से अधिक मूल्य मिले। खाद्य प्रसंस्करण उद्योग मंत्री ने राज्यसभा में बताया कि वर्तमान में देश में प्रसंस्करण का स्तर करीब 10 फीसद होने का अनुमान है जिसमें फल तथा सब्जियों का प्रसंस्करण स्तर 2.2 फीसद होगा। अमेरिका मे यह स्तर करीब 65 प्रतिशत तथा फिलपींस में 78 फीसद होने का अनुमान है। साथ ही पांच नए खाद्य पार्कों के लिए स्थानों का चयन होना है। इसमें बिहार सरकार को पुरजोर प्रयास करना चाहिए जिससे अधिक से अधिक पार्को का यहां पर निर्माण हो। भारत सरकार ने भी यह माना है कि फसल कटने के बाद सचांलन के विभिन्न स्तरों पर देश में होने वाली वर्तमान कृषि उपज की करीब 3 खरब रूपये की बरबादी होने का अनुमान है। अंतर्राश्ट्रीय व्यापार सांख्यिकी के मुताबिक कृषि उत्पादों के वैष्विक व्यापार में भारत का हिस्सा मात्र 1.4 फीसद है तथा चीन का 3.5 फीसद तो ब्राजील का 4.5 फीसद। खाद्य तथा फल -प्रसंस्करण उद्योग में निवेश की बहुत अधिक संभावना है, अतः किसानो के हित में नीति बनाकर निवेश सुनिष्चित करनी चाहिए। बर्बादी रोकने के लिए cold storage का भी निर्माण होना चाहिए। इसके लिए Public-Private partnership होना चाहिए , फल और फ़ूड प्रसंस्करण उद्योग में किसानो को ही प्राथमिकता मिलनी चाहिए। इस क्षेत्र में ये प्रयास कृषि को उद्योग से जोड़ने में अहम् होगा और तभी कृषक तहत कृषि की दयनीय स्थिति सुधरेगी। इस क्षेत्र में ये प्रयास कृषि को उद्योग से जोड़ने में अहम होगा और तभी कृशक तथा कृषि की दयनीय स्थिति सुधरेगी। इस कार्य में बाबा रामदेव द्वारा यू पी में अच्छी पहल हुई है। परन्तु यह सावधानी रखनी जरूरी है कि हमारे किसानों की भूमि किसी भी हाल में किसानों के हाथ में ही रहे। आजकल बड़े-बड़े उद्योगपतियों, कारपोरेट सैक्टरों की नजरें कृषि योग्य भूमि पर रही है । ये किसानों तथा खुद प्रदेश के लिए समस्याओं को दूर करने की जगह नित-नई आर्थिक, सामाजिक, राजनैतिक समस्यायें खड़ी करते है । ये बड़ी कम्पनियाँ जनता के प्रति जिम्मेदारी का रवैया नहीं अपनाते । वे आदमी की जरूरतों को लेकर समाज के प्रति संवेदनशील नहीं होते । हर एक आदमी उनके लिये एक कमोडिटी की तरह होता है। वे केवल अधिक-से-अधिक लाभ लेने का प्रयास करते हैं । प्राकृतिक संसाधनों हवा, जल, मिट्टी इत्यादि को प्रदूषित आस पास के लोगों को बीमार तथा लाचार कर लाभ लेते हैं और कुछ दिनों के बाद अपनी इकाई को बीमार घोषित कर दूसरी जगह चले जाते हैं । जनता अपने हाल पर रोती रहती है क्योंकि उसके हाथ से उसका जमीन, घर तथा रोजगार तीनों छिन जाता है । अगर सरकार कृषि तथा कृषि आधारित उद्योग धंदों में सफल होती हैं तो हमारे प्रदेश की 50 से 60 प्रतिशत लोगों को जो खेती पर निर्भर हैं पूर्ण रोजगार मिलने की संभावना हो जायेगी । इसी तरह से अन्य क्षेत्रों में संभावनाओं को देखकर Strategies बनाने की जरूरत है - जैसे लीची ओर शहद के उत्पादन में बिहार देश में प्रथम है तथा इसका पूरे भारतवर्श तथा विदेशो में भी मांग है अतः इसे प्रदेश सरकार को अपने हाथ में लेकर बाहर बेचने का प्रंबध करना चाहिए। बिहार जूट उत्पादन में भी दूसरे स्थान पर है। दिल्ली तथा अन्य शहरों में No plastic campaign के कारण जूट तथा जूट से बने सामानों की मांगे बढ़ सकती है। इसके लिए बिहार सरकार को खुद पहल करनी चाहिए जिससे किसानों की हालत सुधरें तथा बिहार में भी खेती एक फायदेमंद उद्योग बन सके। कृषि तथा कृषको की स्थिति में सुधार का मतलब है - खेतीहर मजूदरों, दलितों, गरीबों तथा समाज के निचले पायदान पर स्थित व्यक्तियों की स्थिति में सुधार । इसका मतलब होता है - गाँवों की स्थिति में सुधार और गाँवों की स्थिति में सुधार का मतलब ही है - प्रदेश का सुधार। अतः राज्य में विकास को गहराई मिलेगी - कृषि तथा कृषको की स्थिति में सुधार से ही । इसके बिना किया गया विकास टिकाऊ नही होता। वैसा विकास रेत पर खड़े महल की तरह ही है जो हवा के हल्के झौंके मात्र से ही भरभरा कर बैठ जाता है।

PROBLEMS OF SCHOOL DROPOUTS IN THE COUNTRY

All the developing countries are facing crises in their educational system with problem of school dropouts at the school level in general and primary level in particular. To combat this problem which is common in almost all such countries steps have been initiated by these countries with varying degrees of success.

The principle that liberal education is the right of every individual is comparatively of recent origin. Even elementary liberal education was confined to a small class of upper social strata (about 1 to 5% of the children in the age group 5-15), mostly boys. For the remaining children, vocational education learnt in a non-formal manner through apprenticeship or active participation was considered adequate. At the beginning of the 20th Century therefore, there were innumerable small elementary schools in almost all towns and villages, but they enrolled only between 1 to 5% of the children of school going and the percentage of literacy among the adults was only about 3% and that too confined to men alone. The enlightened educated Indians like Dada Bhai Nauroji, Gopal Krishna Gokhale saw the provision of universal liberal education in the advanced countries of the West and demanded compulsory education of four years for all children. The compulsory education act was passed providing 4 to 5 years of liberal education to all children in different states during 1918-1931.

When the country became free , the framers of our Constitution knew that society based on freedom, equality , justice and dignity of the individual cannot be created without literate and educated citizens. Accordingly in Article 45 they directed that the state should strive to provide free and compulsory education to all children till they attain the age of 14 years. Since independence, there has been an impressive expansion of education at Primary, Secondary and Higher levels in India. This stands in sharp contrast to the chronic problems of (a) quality and equality of opportunity both at school and college levels (b) wastage and stagnation at all levels, particularly at the primary level and (c) unemployment of the educated.

In fact, the problem of school dropouts in our educational system has received much attention during the last forty years. It has been discussed thoroughly at national level and yet there have not been any action programme for the reduction of this evil. This problem has three aspects-

1. The first is that school dropout is the result of weak and defective educational system.

2. The second aspect is to bring about changes in the educational system to suit the life and needs of pupil who are entering the school for the first time.

3. The third is that in every given situation in an educational institution and even at the existing level of facilities.

There are four essential requirement of every child i.e. food, shelter, clothing and education. The Indian Constitution provides for free, compulsory and universal primary education for every child till the age of 14 years. Since India became independent, great efforts have been made in this direction. However, due to the magnitude of the work and great resources involved the constitutional obligation has not been fulfilled so far. There may be a large number of reasons for our failures. Some of the well known and commonly talked about are sudden and large increase in population , lack of resources, our single point of entry in elementary education , non-involvement of the pupil, slackening of efforts on the part of the Government and giving low priority to education in their plans. Some of the basic reasons which are directly connected and responsible for these burning problems are poverty, taking up odd jobs to supplement income, involvement of children in domestic work, educational background, caste, occupation , indifference of parents, continued presence in one class for more than one year, poor quality of teaching, lack of proper environment at home, education system not according to the needs of society, faulty admission policy, proper school environment, death of parents, irregular attendance, undernourishment of the pupils, heterogeneity in age in the composition students in a classroom situation, emotional problems of the pupils, social maladjustment of pupils, mental retardation and so on. Apart from this some other causes like physical defects, parent’s attitude towards school, teacher’s education, family atmosphere, institutional factors like heavy syllabus, lack of co-curricular activities etc. are directly responsible for this burning problem.

In short, the element of compulsory and free education cannot be a source of satisfaction unless the compulsory system leads to a higher percentage of enrolment and attendance and better flow of promotion from class to class so that literary is reached by much larger number of scholars.

The start wasn’t good for your team. But since Round 6, things have changed. What’s the secret?
I attribute it to the hard work and determination. It’s not about just the team but also about all the other people involved with. The target stays the same – to get better with every round.

Being a former player, how much does help to understand the psyche of a player?
When you have the experience of being a player, you ought to understand better as to what goes on in a player’s mind. It helps you to address the needs of players, to plan your strategy according to the condition and the player’s capabilities.

Injuries to some key players did hit you hard. How did you cope up with it?
Injuries to Keita Manjdou and Subrata Paul at the start of the season put us in a bad situation. But then we got Abhra Mondol on loan. Furthermore, Keita’s comeback made us stronger. The combination of Jeje Lalpekhlua and Keita upfront with Subhash Singh backing them up has worked wonders for us.

Has the difference between the teams in the I-League narrowed?
There is not much difference among the teams playing in the League at the moment. Just the other day, Sporting Clube beat Mohun Bagan. Anyone can beat any given team if they stick to their plans and play as a team.

Whom do you consider as your biggest threat?
Every new match we have a new rival. We want to capture the top slot and whoever comes in way stays our threat.

' अब तो मजहब कोई ऐसा भी चलाया जाये , जिसमे इंसान को इंसान बनाया जाए'. यह गीत सुप्रसिद्ध गीतकार गोपालदास 'नीरज ' ने हिंदी अकादमी द्वारा फिरोजशाह कोटला नई दिल्ली में आयोजित गणतंत्र दिवस कवि - सम्मलेन की अध्यक्षता करते हुए अपने चिरपरिचित लयात्मक अंदाज में पढ़ा. उन्होंने अपने एक अन्य गीत में जागरूक लोगों की कर्त्तव्य के प्रति उदासीनता को लेकर व्यंग करते हुए पढ़ा - 'अब उजालों को यहाँ बनवास ही रहना पड़ेगा सूर्य के बेटे अंधेरों का समर्थन कर रहे हैं' . कवि सम्मलेन का संचालन वरिष्ट कवि बालकवि वैरागी द्वारा किया गया . कवि सम्मलेन का प्रारंभ करता हुए हिंदी अकादमी, दिल्ली के सचिव प्रोफेसर रविन्दर नाथ श्रीवास्तव 'परिचय दास ' ने गणतंत्र दिवस की शुभकामनाएँ देते हुए कहा कि कविता आजादी का दूसरा नाम है. कविता ही सबसे बड़ा लोकतंत्र है . उन्होंने अपनी 'आजादी कि छूअन' , धरी कि धरी और 'स्मृति संकेतों' पर कविताओं का पाठ भी किया.

'The Dirty Picture' releases in 1066 UFO digital theatres in Hindi, Telugu and Tamil

One of the most eagerly awaited films of this year, Balaji Telefilms' 'The Dirty Picture' (Hindi) releases in 1066 UFO digital theatres today. The Vidya Balan starrer is this week's biggest release on the UFO Moviez network, with the Hindi version in 996 UFO digital theatres, the Telugu version in 43 UFO digital theatres and the Tamil version in 27 UFO digital theatres. This week's other Hindi release 'I Am Singh' screens in 181 UFO digital theatres (in Hindi and Punjabi). Last week's 'Desi Boyz' is currently screening in 292 UFO digital theatres. Ranbir Kapoor's 'Rockstar' continues to screen in 25 UFO digital theatres in its fourth week while 'Ra.One' (2D) occupies 7 UFO digital theatres in its sixth week.

Unique Social Charity Initiative Allows Karma Kingdom Players to Donate Through Facebook Social Game Play

The Sankara Eye Foundation and Asvathaa Pte. Ltd announced a unique initiative today for charitable giving through Social Gaming. Players of “Karma Kingdom”, Asvathaa’s Facebook game, will be able to purchase uniquely branded game element with half of the proceeds going to restore vision to the poor and the socially disadvantaged in India through Sankara Eye Foundation – USA, a first for a charitable organization.

The Facebook game is based on Indian mythologies and guides players through positive contemporary lessons. Sankara’s mission is to realize the goal of 20/20 vision for the people of India by the year 2020.

Sankara Eye Foundation (SEF) initiates and drives community eye care activities in India by working with Sankara Eye Care Institutions, which run the Sankara Eye Hospital in Coimbatore and 7 other locations in India. The Sankara Eye Foundation, USA is a 501 (c) (3) registered non-profit organization, with offices in Milpitas, CA.

The majority of fundraising is achieved through fundraising events, booths in major events, advertising and working with major donors. One of SEF’s unique initiatives is enabling a vision restoration cataract surgery for $30. Through these efforts, SEF, USA has played a significant role in increasing the number of free surgeries in India thirteen fold to over 120,000 in 2010-11 and increasing the number of Indian hospitals from 1 to 8. SEF USA raises funds for constructing the hospitals with its unique “founding donor” program, through which a donor gets his loved ones names on the hospital wall of founders for a $1000 donation.

Sankara Eye Foundation’s Executive Chairman, Mr. Murali Krishnamurthy stated, “We are pleased to work with Asvathaa to bring our fundraising efforts to the new and emerging social platforms such as Facebook. We know that this initiative will help us raise awareness and funds for SECI - India in a new demographic within this space.”

Elaborating on this initiative, Asvathaa’s CEO Mr. Ashok Desai stated, “Karma Kingdom was designed from the outset to include these types of charitable elements and we want this to be the next step for players to fulfilling the goal of ‘Creating a Better World’ within the game. We were highly impressed with the great work done by Sankara Eye Foundation over the past 13 years and hence unanimously decided to partner with them.” Added Mr. Desai, “A single Karma Kingdom player can make a significant contribution towards a surgery, given the price break that SEF has achieved in Cataract Surgery”.

Mr. Desai added, “This is a great step forward, and we hope the first of many partnerships with charitable organizations. We are uniquely positioned to help them leverage the power and reach of social gaming for the greater social good”.

Karma Kingdom was released recently for Facebook users globally and is currently being played by users in more than a dozen countries around the world. Asvathaa is constantly updating and finding new ways to bring these Indian Mythologies and their positive lessons to life.

Ans. We have around 3500 members with us.

Q. Achievements of the year 2011.

Ans. There are numbers of achievements DF has achieved but some of achievements are as follows:-

a) Removal / standardization of speed Breakers from Dwarka Palam Flyover b)Organised first ever public interaction with DDA,MCD,DP

C) Able to force DDA for making arrangement of parking in Sector-10

D) Successfully organized self defense training programme for women empowerment

E) Take lead in issuing police advisory to curb crime in Dwarka.

F) CCTV Camera’s in Sector 6 and 10 markets

G) Organised seminar on RTI with Information Commissioner.

H) Took lead in cleaning the sub-city by pressuring MCD and its contractor.

We believe in raising issues for the betterment of Dwarka which affects the residents at large.

Our Moto– Don’t just complaint but suggest alternatives, how can we do the same thing better. Don’t be a part of the problem but be a part of the solution as well.We believe in consistency and we will ensure that this momentum to be continued for ever.

Q. Future planning of your organisation for 2012.
Ans. Our efforts will continue to make our sub-city safe and clean. We will be articulating all our demand to all concerned authorities including representatives to make things happen. However our main focus will be on Water supply, Cleanness, Law and order, Unification of Dwarka and 100% voter registration.

Ans. RTI Filled till date over 250 RTI applications.

Ans. We receive response from almost all the authorities to whom we approach, but response from Shri Rajesh Gehlot was and is always spontaneous and very approachable and available all the time.

Ans. MCD is known for that. DDA . Though the CE does give information but at the ground level things don’t change.

Ans. In our family all members are important and whatever little we have achieved is something to be proud of collectively. Individual brilliance is good but the team work is most important.

· CCTV installation of Sector 6/10 Market
· The Traffic bottleneck of Dwarka- Palam Road with UTTIPEC/DDA and Delhi Traffic Police to close the IOC Junction.
· Parking issue of the Sector 6/10 Market resolved by identifying a plot behind Shankuntala Apartment, sector 10.
· The redesign of Samalkha Junction at Dwarka Link road in consultation with UTTIPEC/PWD/DDA initiated.
· Instrumental in getting Dwarka Police Station and increases in the staff for better policing
· Held meeting with MCD Commissioner on Sanitation issues
· Held a Police Public meet with ACP
· Working with DCP, Traffic to improve traffic chaos
· Working with PWD on Dwarka Link road re-laid following RTI and improvement further are on Samalkha Junction smoothening traffic flow.

Ans. We are trying to widen our membership by contacting RWA/CGHS of Dwarka as in our view office bearers of these bodies are the representatives of the public residing therein. By acquiring their membership our forum will be the real voice of the public at large so far as Dwarka is concerned.

Q. Is there any toll free/contact no. of Dwarka Forum to register Public complaint with your organisation.
Ans. We are not a complaint centre to lodge a complaint. Our aim is to create awareness amongst the public at large about civic rights and duty. However, we help people in providing the information and by guiding them to the appropriate authorities to resolve issues and at times we do take them forward and address it to the relevant authorities. Exercise: A Prescription for a healthy life

There are enough medical reasons to exercises.

1. Reduces the chances of getting heart disease. For those who already have heart disease, exercise reduces the chances of dying from it.
2. Lowers the risk of developing hypertension and diabetes.
3. Reduces the risk for colon cancer and some other forms of cancer.
4. Improves mood and mental functioning.
5. Keeps the bones strong and joints healthy.
6. Helps maintain a healthy weight.
7. Helps maintain independence into later years
8. Age is no bar
9. Exercise can enhance health and well-being.
10. The minimum threshold for good health is to burn at least 700 to 1,000 calories a week through physical pursuits.
11. Adding as little as half an hour of moderately intense daily physical activity can help one avoid a host of serious ailments, including heart disease, diabetes, depression, and several types of cancer, particularly breast and colon cancers.
12. Regular exercise can also help one sleep better, reduce stress, control weight, brighten mood, sharpen mental functioning, and improve sex life.

As per Harvard researchers a well-rounded exercise program must have all the four components-

1. Aerobic activity
2. Strength training
3. Flexibility training, and
4. Balance exercise

Aerobic activity: is the centerpiece of any fitness program. Most benefits of exercise revolve around aerobic cardiovascular activity, which includes walking, jogging, swimming, and cycling. One should work out at moderate intensity when performing aerobic exercise— brisk walking that quickens the breathing is one example. This level of activity is safe.

Strength training protects bone: Strength or resistance training, such as elastic-band workouts and the use of weight machines or free weights, are important for building muscle and protecting bone. Bones lose calcium and weaken with age, but strength training can help slow or sometimes even reverse this trend.

Flexibility exercises ease back pains Muscles tend to shorten and weaken with age. Shorter, stiffer muscle fibers make one vulnerable to injuries, back pain, and stress. But regularly performing exercises that isolate and stretch the elastic fibers surrounding the muscles and tendons can counteract this process. And stretching improves posture and balance.

Balancing exercises prevents fall: Balance erode over time, and regularly performing balance exercises is one of the best ways to protect against falls that lead to temporary or permanent disability. Balance exercises take only a few minutes and often fit easily into the warm-up portion of a workout. Many strength-training exercises also serve as balance exercises. Or balance-enhancing movements may simply be woven into other forms of exercise, such as tai chi, yoga, and Pilates.
