आज की भाग दौङ भरी जिंदगी, ऊपर से काम का प्रेशर हम में से कई लोगों को तो याद भी न होगा कि पिछली बार कब खिलखिला कर हँसे थे। जबकी हँसना हम सभी के लिये अति महत्वपूर्ण है किन्तु हम उसे नजर अंदाज कर देते हैं। हँसने से हमारी जिंदगी किस तरह स्वस्थ एवं खुशनुमा हो सकती है उसी के बारे में आइये जानते हैं…...

1) हंसने से ह्रदय की एक्सरसाइज हो जाती है| हँसने पर शरीर से डोपामीन , एसिटिल कोलीन, गावा , सेरोटोनिन और एंडोर्फिन रसायन निकलता है, ये द्रव्य ह्रदय को मजबूत बनाते है। ह्रदय की कार्य क्षमता बड जाती है । ह्रदय शक्तिशाली बनता है और रक्त -संचरण का कार्य अधिक उत्तमता से करता है । रक्त की शुद्धता , उसकी शक्ति और गति में सुधार होता है । शुद्ध रक्त ही जीवन का आधार है । शुद्ध और गतिशील रक्त समस्त दोषों को बहाकर शरीर से बहार कर देता है और समस्त अवयवों को निरंतर पोषण देकर शरीर यंत्र को सब प्रकार से स्वस्थ और कार्य क्षम बनाये रखता है । हँसने से हार्ट-अटैक की संभावना कम हो जाती है।

2) कार्टिसोल हार्मोन का स्तर उन लोगों में अधिक पाया जाता है जो उदास , ग़मगीन और असंतुष्ट रहते हैं । यह हार्मोन अवसाद, तनाव , मानसिक झुंझलाहट तो पैदा करता ही है साथ ही साथ सामान्य रक्तचाप, धड़कन, मन्श-पेशियों में तनाव और पसीने का स्तर भी बड़ा देता है । एक रिसर्च के अनुसार ऑक्सीजन की उपस्थिती में कैंसर कोशिका और कई प्रकार के हानिकारक बैक्टीरिया एवं वायरस नष्ट हो जाते हैं। ऑक्सीजन हमें हँसने से अधिक मात्रा में मिलती है और शरीर का प्रतिरक्षा तंत्र भी मजबूत हो जाता है। हंसने से त्वचा की प्रतिरोधक क्षमता में महत्वपूर्ण वृद्धि होती है । अधिक हंसने वाले लोगों के ई . ई .जी . में अल्फा तरंगों [ 8 - 1 3 साइकल्स / सेकंड ] की बहुलता देखी गई है यह तरंगें तनाव शामक होती हैं और मांस पेशियों को शिथिल करती हैं ।

3) य़दि सुबह की शुरुआत अच्छी सोच और उत्साहित ब्यक्ति से मिलकर या बात कर किया जाए तो दिन भर प्रसन्नता रहती है। यदि रात में सोने से पहले भी कुछ ऐसा ही किया जाये और साथ ही साथ प्रतिदिन आधे घंटे मनोरंजक, प्रेणादायक और हास्य युक्त किताब पढ़ा जाये तो नींद अच्छी आती है। इस तरह से हम तरक्की की दिशा में अपना कदम बढ़ा सकते हैं, और मिलती सफलता से हम प्रसन्न होते हैं जिससे हमारे शरीर में कई प्रकार के हारमोंस का स्राव होता है, जिससे मधुमेह, पीठ-दर्द एवं तनाव से पीड़ित व्यक्तियों को लाभ होता है। हंसने से रक्त में उपस्थित अम्ल रूपी विष '' लेक्टेट '' काफी मात्र में कम हो जाता है ।ब्लड लक्टेट का बड़ा हुआ स्तर नर्वस सिस्टम को अनावश्यक रूप से उत्तेजित करता है । इसका स्तर निम्न होने पर हृदयघात , रक्तचाप जैसी बीमारियाँ की सम्भावना कम हो जाती है । इससे गाढ़ी नींद आती है । शरीर की प्रतिरोधक क्षमता में अभिवृद्धि से लेकर मनोबल बढाने तक का प्रयोजन हंसी के माध्यम से पूरा किया जा सकता है ।

4) हँसने से सकारत्मक ऊर्जा भी बढ़ती है, खुशहाल सुबह से काम का माहौल भी खुशनुमा होता है। हंसी हमारे स्नायुमंडल और ज्ञान तंतुओं का परिमार्जन करती है । इस का सीधा प्रभाव हमारे मस्तिष्क पर पड़ता है । धीरे धीरे हमारी चेतना और बुद्धि की उन्नति होने लगती है और हम सूक्ष्म विषयों को समझ सकने और ग्रहण का सकने में समर्थ होते चले जाते हैं । क्यों न हम सब दिन की शुरुवात अपने ही क्षेत्र के सफल लोगो से बात कर प्रसन्न और उत्साहित मन से जोरदार हँसी के साथ करें।

5) रोज एक घंटा हँसने से 300 - 400 कैलोरी ऊर्जा की खपत होती है, जिससे मोटापा भी काबू में रहता है। आज कल कई हास्य क्लब भी तनाव भरी जिंदगी को हँसी के माध्यम से दूर करने का कार्य कर रहे हैं। यदि हम चाहे तो दिन भर अपने काम में खुश, उर्जावान और भरपूर उत्साहित रहकर भी ऐसा कर सकते हैं।

6)प्रसन्न चित होकर बात करना , थोडा मुस्कराते जाना प्रभाव डालने का बहुत अच्छा तरीका है । थोडा मुस्कराने से चहरे के आस पास की नसें इस प्रकार तनती हैं की उनमें मस्तिष्क की प्रभावशाली विद्युत धारा खिंच जाती है । यह केवल उन नसों में होकर होठों या गालों पर ही प्रदर्शित नहीं होती है वरन नेत्रों में भी उसका एक बड़ा भाग पहुंचता है और वे भी चमकने लग जाते हैं । वैज्ञानिक यंत्रों द्वारा इस बात की पुष्टि हो चुकी है की हँसते हुए चहरे में साधारण दशा की अपेक्षा करीब 5 गुना विद्युत अधिक होती है । यह दूसरों पर आश्चर्यजनक प्रभाव डालती है और जब लौट कर आती है तो रक्त संचार और सानु मंडल पर बड़ा हितकारी प्रभाव डालती है ।

प्रकृति भी हमें संदेश देती है- बारिश के बाद खिली धूप, सतरंगी इन्द्रधनुष , खिले हुए रंग -बिरंगे फूल , उडती तितलियाँ , आह्लादित कोयल की कुहू -कुहू , लहलहाते हरे भरे पेङ अपनी खुशी का एहसास दिलाते हैं। उनकी इसी खुशी को देख कर हम सब का मन भी खुश होता है, उसी तरह जब हम सब खुश एवं स्वस्थ रहेंगे तो अपने आसपास का वातावरण भी खुशनुमा बना सकते हैं।

सोचिये अगर जरा सी मुस्कान से फोटो अच्छी आ सकती है तो खुलकर हँसने से जिंदगी की तस्वीर कितनी खूबसूरत हो सकती है। जब स्वास्थ और सामाजिक क्षेत्र में हँसी के अनगिनत फायदें हैं, तो हँसना तो लाजमी है। और यकीन मानिये दुनिया का बड़े से बड़ा काम जोश, जूनून और भरपूर उत्साह से ही पूरा होता है। हंसी यह बतलाती है की आप अपने से प्रेम करते हैं । हंसी स्वयं के लिए हैं । यह अपनी शक्तियां अर्जित करना हैं । यह हीलिंग हैं । हंसी शारीरिक , मानसिक और आध्यत्मिक स्वास्थ्य प्राप्त करने का सर्वश्रेष्ट माध्यम है । हँसना स्वयं के लिए दिव्यता प्राप्त करना है ।

इसलिए मुस्कराते रहिये...

‘Creations - Celebrating March’ National Art Exhibition Attracted many Media, Film, TV artists

New Delhi: On the 5th Day of the 2nd National Group Art Exhibition with theme ‘Creations - Celebrating March’ visited by many prominent Media personality, Writer, Photographers, Painters, Film/TV Artists. Bollywood & TV personality Shiva Kumar, Model & Actress Mahi Gupta, Writer & Reiki Master Surinder Dogra, Senior Journalist & President of Delhi Journalists Association Anil Pandey, Metro Editor Ashok Kumar Nirbhay, Senior Journalist Manohar Singh(presently working in PTI), Prashant Rajawat (Managing Editor-Media Mirror), Netrapal Sharma (presently working in PTI), Well known Photographer Narender Sharma, Sushil Khandelwal (HOD-Audio & Video Section) in School of Planning & Architecture, Senior Photo Journalist Joginder Dogra, Sujan Singh, Rajesh Sood, Nafe Ram Yadav, Senior Journalist Vipin Gaur (Chief Editor Country & Politics) author H.R.Bangia, Shikha, Bikas Das, Narender from Nepal along with many social activist visited the exhibition.

S. Dogra (Journalist & Mg.Editor of Dwarka Parichay) Senior Journalist V.K.Sharma also graced the inauguration ceremony as Guests Artists.

Mr. Sandeep Marwah-Founder of Film City, Noida appreciated the efforts of Dr. Aarti Makkar for her hard work & initiative to promote the creative work of more than fifty artists who showcasing around 150 paintings & photographs through this National level art exhibition.

Graduation Ceremony held in Shiksha Bharati Public School


Graduation ceremony for class K.G and V was held in Shiksha Bharati Public School auditorium on 29th march 2016. Mrs. Anjali Sherawat SDM Najafgarh was the chief guest on this occasion. Respected Principal Ms Mamta Gupta focused on the achievement and co-curricular activities available in Nursery and Primary wing of the school.

A colourful welcome song was presented by class –I students “short out will never lid to success” a musical presentation was shown by K.G and V class students.

Prizes and certificates were distributed to the academic position holders. Master Rishab and Miss. Shubhangi were crowned as Master and Miss S.B.N.S and Master Samarth and Miss. Bhavya were crowned as Master and Miss S.B.P.S for the academic year 2015-16. Hon’ble Manager Ms Rajkumari showers her blessings to the students.

समाजिक संस्था भारत निर्माण ने राष्ट्र निर्माण में एनआरआई और महिला कारोबारियों की भूमिका पर पांचवीं कॉन्क्लेव का आयोजन किया। लोधी रोड स्थित आईसीसी में हुए इस समारोह में कुछ एनआरआई और वुमन अचीवर्स को सम्मानित भी किया गया। समारोह की शुरुआत मुख्य अतिथि सांसद श्री मनोज तिवारी ने दीप प्रज्जवलित कर की। सुश्री शोवना नारायण,सुश्री अनुराधा प्रसाद और सुश्री शर्मिष्ठा मुखर्जी ने भी वहां मौजूद रहकर समारोह की शोभा बढ़ाई।

सांसद श्री मनोज तिवारी ने कहा कि‘ भारत से दूर रहते हुए भी एनआरआई देश के बारे में सबसे ज्यादा चिंता करते हैं। उन्हें देश के प्रति उनके अमूल्य योगदान के लिए जरूर सम्मानित किया जाना चाहिए।’
कार्यक्रम के संयोजक रविंद्र भंडारी ने कहा कि ‘मैं एक ऐसे भारत का सपना देखता हूं, जो सुपर पावर हो। एनआरआई, सशक्त महिलाएं, साक्षर कलाकार और विशेषज्ञ इसके स्तंभ हों।

‘‘सिया के राम‘‘ में रामायण बिल्कुल अलग दृष्टिकोण से दिखाया गया: मदिराक्षी

छोटे परदे पर अब तक रामायण कई बार दिखाया जा चुका है। लेकिन स्टार प्लस पर प्रसारित होने वाले शो ‘‘सिया के राम‘‘ में रामायण बिल्कुल अलग दृष्टिकोण से दिखाया जाएगा। इस बार माता सीता के नजरिये को उजागर किया जाएगा। ‘‘सिया के राम’ में सीता की महत्वपूर्ण भूमिका में बिल्कुल नया चेहरा मदिराक्षी नजर आने वाली हैं। उन्होंने अब तक केवल एक दक्षिण की फिल्म की है। मदिराक्षी ने इस शो के बारे में प्रेमबाबू शर्मा से की बातचीत

‘‘सिया के राम‘‘ टीवी पर आये रामायण के दूसरे संस्करणों से कितना अलग है?
सीता और राम की कहानी हमारी संस्कृति का अभिन्न हिस्सा रहे हैं। पूरी दुनिया की सभ्यताओं को इसने प्रभावित किया है। कर्त्तव्य, सम्मान और पारिवारिक जिम्मेदारियों का इस शो का संदेश आज के समय में भी उतना ही प्रासंगिक है। हालांकि इस कहानी के सारे संस्करण राम के नजरिये से हैं और राम सीता की इस कहानी में सीता के दृष्टिकोण को शायद ही कहीं जगह मिली हो। लेकिन पहली बार कहानी सीता के नजरिये से कही गयी है जो इसके पहले सुनी नहीं गयी। कहानी सीता को एक मजबूत और स्वतंत्र महिला के रूप में दिखायेगी। सीता समानता और शिक्षा में विास रखती है और उनका अपना विचार है।

क्या शो का फोकस सिर्फ सीता के किरदार पर रहेगा?
सीता यहां राम की सच्ची अर्धागिनी और एक मजबूत इरादों व सोच वाली महिला के रूप में दिखायी देंगी। उनका किरदार आज की हर महिला के लिये प्रासंगिक होगा। यह शो सीता के दृष्टिकोण से कही जा रही एक आदर्श दम्पति सीता और राम के रिश्ते की कहानी है। कहानी जितनी राम की है उतनी ही सीता की भी है। सबसे जरूरी कि शो में ऐसे बहुत से उदाहरण आएंगे जो आज के समाज में भी प्रासंगिक हैं।

सीता की भूमिका के लिये तैयारी किस तरह की ?
हम रामोजी फिल्मसिटी हैदराबाद में शूटिंग कर रहे हैं जो लंबे समय से मेरा अपना शहर है। सीता की भूमिका निभाना आसान नहीं है।

ग्रुप आर्ट प्रदर्शनी वास्तव में मानवीय संवेदना और कला का अनूठा संगम है - अशोक कुमार निर्भय

नई दिल्ली। दूसरी ग्रुप आर्ट प्रदर्शनी का आयोजन दिल्ली की प्रसिद्ध आर्ट गैलरी आई फैक्स में किया जा रहा है। पिछले दिनों दूसरी ग्रुप आर्ट प्रदर्शनी का उद्घाटन मारवाह स्टूडियो के संस्थापक एवं शिक्षाविद संदीप मारवाह ने किया।यह प्रदर्शनी 1अप्रैल तक चलेगी। उद्धघाटन समारोह के मौके परसंदीप मारवाह ने अपने सम्बोधन में कहा कि अपनी अपनी इन रचनाओं के जरिए कलाकारों ने फिर से लोगों को जीने और जीवन में आगे बढ़ने के लिए प्रेरित किया है। उन्होंने कहा कि जीवन को को समझने के लिए इस तरह के कार्यक्रम होना जरूरी भी हैं। 

इन कला प्रदर्शनी कार्यक्रमों से ज्यादा से ज्यादा लोगों को जोड़ना चाहिए। कैनवास पर ग्रामीण भारत के किसान का दर्द उकेरा गया है । वहीँ अध्यात्म और संस्कृति की झलक इस प्रदर्शनी में देखने को मिल रही है वहीँ आदिवासी संस्कृतियों का अनूठा संगम देखने को मिल रहा है। तीसरे दिन प्रदर्शनी को देखने पहुंचे वरिष्ठ पत्रकार एवं रिलेशन ऑफ़ इंडिया न्यूज़ के समाचार संपादक अशोक कुमार निर्भय ने कला प्रदर्शनी देखने के दौरान अपने विचार प्रकट करते हुए कहा कि यहाँ प्रदर्शित पेंटिंग्स में वन्य जीवों के प्रति प्रेम को फोकस किया गया है। 

कुछ कलाकारों ने प्रकृति और संस्कृति एवं अध्यात्म जगत संवेदनाओं को खूबसूरती से कैनवास पर उकेरा है, कुछ ने मानवीय संवेदना और कुछ कलाकारों ने तो तकनीक और सौंदर्य विन्यास तक को अपनी पेंटिंग्स में उकेर कर रख दिया है। वाटरकलर,पोस्टर कलर,पेंसिल स्केच,लैण्ड स्क्रैप,आयल कलर,इंक पेन आदि के प्रयोग से बनाये गये आकर्षक पेंटिंग का प्रदर्शन किया है। फोटो खींचने के माहिरों ने ग्रामीण भारत की तस्वीर और राजस्थान की संस्कृति और त्योहारों को फोकस करके अपनी व्यापक सोच और रचनात्मकता को यहाँ अपने खींचे चित्रों में प्रदर्शित किया है। उन्होंने कहा कि यह प्रदर्शनी अपने आप में अनूठी है। उन्होंने आयोजन की पुरोधा डॉ.आरती मक्कड़ को अपनी शुभकामनाएं प्रेषित की। इस प्रदर्शनी में भाग लेने वाले फोटोग्राफर्स में श्रीमती सीमा ठाकुर गुप्ता,अर्पित गुप्ता,वरिष्ठ पत्रकार एवं बहुमुखी प्रतिभा के धनी लेखक सुरेन्द्र सिंह डोगरा ने भी अपनी अपनी विलक्षण फोटो को प्रदशित किया है. फोटोग्राफर गुप्ता युगल ने राजस्थानी परिवेश को अपने कैमरे में कैदकर उम्दा चित्र तथा डोगरा ने “प्रक्रति की अनमोल रचना” नामक शीर्षक पर आधारित, हिमाचल प्रदेश की प्राक्रतिक सौन्दर्यता को अपने फोटो के जरिए प्रदशित किया है. उक्त प्रदर्शनी में कुल 51 कलाकारों और फोटोग्राफरों ने हिस्सा लिया।

पिछले चार दिनों में उक्त प्रदर्शनी में 51 कलाकारों की 150 से अधिक पेंटिंग्स एवं फोटो को लगभग पांच से भी अधिक कलाप्रेमी देख चुके हैं. इस प्रदर्शनी में सांस्क्रतिक कार्यक्रम भी आयोजित हुए जिनमें मशहूर सूफी गायिका मस्तानी बिन्नी, डिम्पल मल्होत्रा, ड्रमर दलीप मागी ने भी भी अपनी प्रतिभा से दर्शकों का मन मोह लिया. इस प्रदर्शनी में विशेष तौर प्रोफसर सैमसन डेविड, विश्व विख्यात कार्टूनिस्ट जगजीत राणा, फिल्म लेखक एवं निदेशक हरविंदर मंक्कड, बॉलीवुड एवं टीवी कलाकार अमित बिग बी (प्रशिद्ध अभिनेता अमिताभ के हमशक्ल), दिल्ली इंटरनेशनल स्कुल, द्वारका की प्रधानाचार्या रश्मि मलिक, मास कॉम के छात्र तुषार मालिक,

Kannada actor-director Sandeep Malani To Play Negative Role In Pankaj Kamal's Political Drama

Kannada film actor and director Sandeep Malani, will soon be seen playing a negative role in upcoming Hindi political drama ‘Corruption – The Beginning of War’. The film which is directed by debutant director Pankaj Kamaml, will start rolling in the first week of April, 2016. In this film, Malani will be essaying the role of Police commissioner and his character in the film has grey shades.

"I have played several characters in films in South Indian languages and a few in Hindi films. The characters were all funny, humorous, serious and family oriented. I have played a court judge, a priest, a lecturer, a boss and also devotional characters. The role that Pankaj Kamal offered me in 'Corruption' was something different that I had not done like this before. Its a role of a Police Commissioner that has shades of grey. I am playing a negative character and it has lots of potential to show my talent as a baddie in the film. I would not like to reveal more on the character at this moment, would just say, wait and watch till the film shapes up well," said Malani.

“Besides Corruption, I have a few films slated for release in which I have played important positive roles. The ones include Chapekar Brothers (playing a British Officer), Divorced Happily (a MD of a Multinational Company), Filmi Rasleela (a Hyderabadi actor struggling to get into Hindi films). I am ready with my Kannada film Sulige Sikkidaaga that I have directed for film festivals. And there are talks on for my next project, one of which I will be directing for Pankaj Kamal titled 'Ehsaas',” he added.

‘Corruption – The Beginning of War’ also features new talent Md. Ali, Hyder Ali, Kajal Singh, Divyanka Agarwal and Srishty Singh in the main roles. ‘Creations - Celebrating March’ National Art Exhibition

The workshop on Painting by Painter, Curator & Organizer Dr. Aarti Makkar & Photographs by famous Photographer Rajinder Kumar Wadhwa was the major attraction in the 2nd National Group Art Exhibition with theme ‘Creations - Celebrating March’ at AIFACS Gallery, Rafi Marg, New Delhi by Curator & Organizer Dr. Aarti Makkar.

In the evening a brilliant performance by Noida Drummer (Founder Sh.Dilip Magee ji), singing performance by Popular Sufi Singer Mastani Binnie Shankar & Punjabi Pop Singer Tikku Hans appreciated by the august audience. More than 51 talented artists from all parts of India showcasing their creativity through Painting & photographs. For an exhaustive development of the National Team of any Country the young must replace the seasoned in manner that the equilibrium of experience and technicality in the squad is not disturbed.

With 23 new Players having debuted during Head Coach Stephen Constantine’s tenure in the last one year, an injury struck Indian National Team faces a stern test of their equilibrium when the ‘Men in Blue’ clash swords against Turkmenistan at the Jawaharlal Nehru Stadium in Kochi, Kerala on Tuesday (March 29, 2016).

Speaking at the Official Pre-Match Press Conference Head Coach Stephen Constantine stayed wary of Turkmenistan’s threat. “Turkmenistan are a very good side and stealing a point against Iran away is a statement of their abilities” he said referring to Turkmenistan holding Iran in a Group League match.

“However we will give our cent percent on the pitch as always and even though Turkmenistan are difficult opponents we will play to win.”

As part of his philosophy Coach Constantine has handed debuts to the young talents of Indian Football in recent months -- the latest being the 19-year old Udanta Singh grabbing his first cap in India’s last match against Iran.

“The door to the National Team is open to anybody and everybody if they can help the squad, work hard and contribute to it,” Constantine maintained, only to add after a brief pause: “Everybody is welcome as long as they do what is required of them.”

“I will never stop looking for Players as you cannot build a Team in one year. It is a process in continuation and we have more or less achieved the targets that we had set out in the beginning. My aim is to build something that will last for 3 or 4 years.”

Looking at Udanta, sitting next, Constantine certified: “Udanta handled the pressure very well and gave a good account of himself against Iran. He needs to keep his feet on the ground and has a long way to go.”

The shy 19-year old, admitted it was a “memorable moment” to have made his debut at the Azadi Stadium in Iran against the ‘Giants of Asia.’

“It was a dream come true to make my debut against Iran. Matches such as these help you develop into a better Player and inject confidence in you,” the former AIFF Academy colt stated.

The equilibrium of the young and the seasoned will be put under the scanner as India are without the services of 2015 AIFF Player of The Year Eugeneson Lyngdoh, Striker Robin Singh; and talismanic skipper Sunil Chhetri is only half fit despite training with the squad over the last couple of days.

“We will take a last minute call on Sunil Chhetri. Although he has improved it will be a last minute decision to play him or not,” Constantine informed. “He (Sunil Chhetri) is a great captain and a great leader. Obviously we will miss his services if he does not play tomorrow.”

Jeje Lalpekhlua who had led the squad in the match against Iran at the Azadi Stadium highlighted the positive side of 23 Players having made their International debut in the last one year.

“It’s good for the future of Indian Football. Our Team is young and therefore we have a lot to learn and develop together as a single unit. It is good for the future of Indian Football that young Players are being involved in the National setup,” the former Indian Arrows’ Striker pronounced.

Reflecting on India’s World Cup Qualifying campaign so far Constantine quipped: “As a Team we have learnt a lot in the Qualifiers. We played well against Oman, but the result did not sway in our favour. We cannot do something about where we are but can only keep our focus to the match at hand. And playing in India for India is motivation enough for the Players to perform.

Meanwhile, Turkmenistan’s Head Coach Amangylyc Kocumow said: “India are a very good and fast team with very good Players. We are expecting a tough clash against them.”

The match will be telecast live on Sony Six from 6pm.

FICCI Infra Committee stress on further easing doing business in India

Ease of doing business has rightly been the focus of the Prime Minister Narender Modi’s Government right from its early days. The slogan is not only catchy but also conveys the sense of urgency and importance, attached by the Government, to the aspect of encouraging and reviving, business activity in the country. This is all the more important in the back drop of the sluggish economic growth and declining private sector investments.

The Prime Minister’s recent directive to Secretaries of various Ministries / Departments, reiterating the emphasis on Ease of Doing Business in the country, is, therefore, most welcome and timely. However, this must not be pursued only as one of the many catchy slogans to be repeated adnosium. It must translate into actual action in removing the cobwebs shackling the economy. There is no benefit in having this aspect, addressed in generalities. Specific concerns, raised by the Private Sector need to be looked at dispassionately by the concerned Ministries and Administrators and not from the prism of “precedence” and “past practice”.

For example, the Consulting Industry have been representing through FICCI and other channels on the need for shifting the compliance responsibility of Service Tax from service providers to service receivers. Currently, the Consulting Industry which provides the services to a host of clients, including Government Departments / Agencies are required to deposit Service Tax within 30 days of raising their invoice, failing which penal interest at an increasing rate is charged for any delay beyond that period. Such payment is required to be made even where the service provider does not receive the due payments from the Government Department / Agencies. They, in the normal course, are not clearing such dues in the limited time provided, resulting in the need for the service provider to not only help the Government to collect the tax for which they are not liable, but also to make good such payments even before receiving the same from the service procurer, who are, in fact, liable for the tax. Moreover, there is no certainty, particularly when dealing with Government Departments / Agencies that the actual payment would correspondent to the value of invoice raised. Any short payment, viz-a-viz the invoice value, is then to be borne by the service provider with recoveries of the same, possible only through a circuitous and much delayed process.

Repeated requests by the Consulting Industry for a review of this paradigm has been consistently stonewalled by the Department of Revenue only on account of the fact that they have yet to device a methodology for direct payment of Service Tax by those who avail of such services as provided for under the law. Even the suggestion made by the Consulting Industry to make the service provider liable for such collection and deposit of Service Tax on the basis of accruals has not been considered favorably. Neither has the request that a window of 30 days for payment after raising of invoice be raised to at least 90 days been agreed to. Where is the Ease of Doing Business?

A second example of the many small issues faced by the Private Sector relates to introduction of retrospective legislation / rules / clarifications. A recent example relates to amendment in the “payment of Bonus (Amendment) Act”, 2015, published in the Gazette on 1st January, 2016, giving it retrospective effect from 1st April, 2014. With this amendment, Employees earning Rs 21,000/=, per month, are now entitled to bonus against the earlier limit of Rs 10,000/=. Further, the ceiling for bonus calculation has been doubled from Rs 3,500/= to Rs 7,500/=, per month, again retrospectively. The private Sector has repeatedly been requesting that retrospective amendment of the above Act needs to be revisited as mid year amendments are not provisioned for and further it is equally difficult to pass on such retrospective benefit to Employees particularly in sectors which have high Employee’s turnover and where large no. of semi / unskilled word force is the norm along with high mobility rate. Surely, the policy makers while making such amendments can visualize the difficulties in implementation from the perspective of the Private Sector, which is at the heart of Ease of Doing Business in the country as rightly emphasized by the Prime Minister.

It is a fact that several suggestions for Ease of Doing Business have been made by the Private Sector to various line Ministries over the past 24 months. These suggestions are in the normal course either completely ignored or are being responded to in routine without a dispassionate review and keeping in mind the challenges being faced by the Industry. One possible way forward would be to develop a compendium of all such suggestions and have them discussed through an intersectoral body having adequate representation from outside Government and at Industry representative of the Industry Body, which has made such suggestions. This will ensure that there is an intelligent and constructive approach while revisiting each of these suggestions and that the recommendations are not left to be disposed-off by those who are in fact the Architect of the rules and regulations which are impeding the Ease of Doing Business in the country.

​CAIT RELEASED WHITE PAPER ON EXCISE ON JEWELLERY LEVY OF EXCISE IS STRETCH OF POWERS TO UNREASONABLE EXTENT

In the wake of indefinite strike by jewellery trade in the Country since March 2 against imposition of 1% excise duty, the Confederation of All India Traders (CAIT) released a White Paper at a Press Conference held at New Delhi alleging that the basic fundamental of levying excise on jewellery trade is untenable since the Finance Minister in his budget speech has announced imposition of excise on manufacturing of gold & diamond whereas jewellery traders are merely the sellers and not the manufacturers. In Central Excise Act, there is no term like "principle manufacturer" is defined and as such crafting a new term of principle manufacturer to bring traders into the ambit of excise is much against the provisions of Central Excise Act and thus its a case of stretching powers to an unreasonable extent-said CAIT.

In view of the logjam continued since last 26 days, the CAIT has appealed both Prime Minister Shri Narendra Modi and Finance Minister Shri Arun Jaitley for their immediate intervention in the matter and subsequent steps to resolve the issue. Prime Minister Shri Narendra Modi has always talked about empowering small businesses in the Country for ensuring robust growth of economy and participation of small businesses in policy making, the issue of excise on jewellery is an opportunity when a national debate is required on role of trading community in development of nation & economy. " We are of the confirmed opinion that absence of any policy for retail trade and that of a separate Ministry at the Centre gives leverage to bureaucratic machinery to keep the trading community at toes. It is the right time when a National Trade Policy for Retail Trade and a separate Ministry for Internal Trade should be formed to develop and regulate the retail trade of India"-said CAIT.

CAIT Secretary General Mr, Praveen Khandelwal while releasing the White Paper said that unlike other trade where expenditure is done for consumption but in jewellery business it is payment for investment. This is the precise reason that when we sell jewelry the profit/surplus earned on its sale is taxed as CAPITAL GAINS and not as income from other sources or business income for as individual under income tax laws which is also a central govt enacted law. Thus taxing jewelry is nothing but taxing investments and under Excise Act, the Government has no power to levy excise on investments. There are many products for investment in the Country but excise has not been levied on any investment product, then why only jewellery is chosen for excise-asked Mr. Khandelwal.

He further said that as a matter of principle, the excise is levied on manufacturing of products by machinery​ whereas the jewellery is made by hand process and is a handicraft industry and as such levy of excise on jewellery is in contravention of fundamentals of excise duty. Sale, resale, reconditioning or remaking of old or antique jewellery by the Consumers is an integral part of jewellery business in the Country since ages. Excise is levied on stocks and not on actual sale. Under Excise Act, there is no provision to deal with such articles and this practice having a major share in nature of jewellery business does not allow levy of excise on jewellery trade.

In economic survey 2016, it was stated that the rich people consume 98% of the gold in the Country which is factually wrong and puts a serious question mark on the working of Govt on facts and figures and taking such imaginary figures as the basis of levying excise is a mockery of use of powers vested in the Government. It appears that a wrong picture of the trade is being painted by the administrative machinery to throw indigenous traders out from the trade and bringing global companies in to this trade. The CAIT also regretted that unlike in other Countries, no impact assessment is made before announcing any policy and no consultation takes place with the stakeholders.

Refuting the allegation of black money generation in jewellery trade, the CAIT said that the trader is not the source of black money. It is always the end consumer from where black money generates. Therefore the Government needs to educate Consumers to make more usage of Digital payments rather than using Cash as mode of payment and incentives should be given on usage of Digital payments. We appreciate that the Government has notified guidelines for promoting Digital payments on 29th February. We fully support the Government and call upon to engage Trade Associations in this national drive. To curb black money, the Government needs to make an in depth study of all sources of black money and a comprehensive policy is to be made to plug all such sources. Painting traders singularly as black money generators is uncalled for, highly objectionable and strongly refuted.

​As far as dealing of black money is concerned, Indian Penal Code, Income Tax Act, Excise & Custom Acts, VAT Act already have enough provisions and as such levy of excise on this pretext can not be held justified-said CAIT.

Football fraternity hails PM’s support for the FIFA U-17 World Cup India 2017

The Indian Prime Minister Narendra Modi’s call to action to rally behind the FIFA U-17 World Cup India 2017 was greeted with delight by stakeholders across the footballing spectrum.

In his popular radio show, ‘Man Ki Baat,’ Prime Minister Modi spoke at length of the huge opportunity provided by the FIFA U-17 World Cup India 2017 and said he would be delighted if over the next year the whole country could create an atmosphere of football and every youngster in the country could engage in the game

He further expanded on the importance of the football infrastructure being created as a legacy for the tournament and asked every football lover around the country to become an ambassador for this important tournament.

The Tournament Director of the Local Organising Committee for the FIFA U-17 World Cup India 2017 (LOC), Javier Ceppi said , “this is the culmination of eighteen months of hard work and close cooperation with the Government of India. The LOC had already been assured of the full support of the honourable Prime Minister for the Tournament, but we are delighted that he has also taken it as a personal mission in his very own radio programme to take the football revolution to every nook and corner of the nation.”

According to AIFF General Secretary, Kushal Das, “This is great news, not just for the World Cup, but for Indian football. The Prime Minister’s personal endorsement has come at the perfect time and will really help the game make a quantum leap in support and performance in India over the next few years. This is the ideal Tournament to make a difference, because it targets the youth of the nation, and we must be able to galvanize the youth of India into the larger goal of changing football in our country.

National captain and star striker Sunil Chettri also urged all stakeholders to follow the lead of the Prime Minister. In his words, “We need 200% support for all efforts in improving the standards of football around the country.'

India's First Two Way Acrow Bridge comes up at Sonparyag enroute Kedarnath, Uttarakhand

Chardham Yatra pilgrims will have an easy access to Kedarnath Dham this season as the Bridge at Sonprayag enroute to Kedarnath, washed away twice in the last three years, has now found a more permanent solution with the launching of an ACROW, the new generation emergency bridge.

Acrow Bridge Spanning 60m can take two-way traffic and stands majestically 5 metres above the High Water Level, to serve as a reliable crossing for the next 80 years, meeting National Highway specifications. Constructed in less than a month, it is ready for the Kedarnath Yatra season starting this May, giving a big boost to commercial activity in the region and demonstrating a faster and more dependable response to emergency situations - a first in the country.

The bridge constructed on Mandakini river between Sonprayag and Gaurikund has been completed in record time of 30 days by US based bridge company Ecrow with the World Bank funding, approval of Uttarakhand Disaster Recovery Project (URDP) and help from Indian Infrastructure and project consultancy company ICT .

The unprecedented floods in Jun 2013 in the Kedarnath Valley saw the region devastated. While rehabilitation had to address many fronts, reviving the Kedarnath Yatra was possibly the key to restoring faith of the locals in having a secure livelihood once again. Rightly this was given a high priority. The road bridge at Sonprayag was critical to reach Gaurikund from where the final 16 Km trek to Kedarnath begins. This bridge near the confluence of Rivers Mandakini and Songanga was washed away in 2013 and almost 10 m of deposits of silt and rubble changed the contours through which the rivers flowed. Restoration was prompt but temporary. A 27m Bailey Bridge was built by the BRO, limiting traffic to one way and a max load of 12 Tons at the most. Jun 2015 saw another flood, wash away this bridge too. In emergencies, the national response to urgent bridging requirements has been limited to the Bailey Bridge and some supporting equipment for speedy construction that the Army can spare. These are temporary solutions at best.The more permanent solutions take time-like a few years.

The setback due to the Bailey Bridge being washed away was handled better this time by the Uthrakhand Disaster Recovery Project. While launching a second Bailey Bridge, they also fast-tracked options for a more permanent solution being explored through professional consultants, with World Bank Funding. This resulted in the 60m span ACROW Bridge coming up in record time. This bridge is in fact the new generation variant of the II World War vintage Bailey Bridge. It is developed on robust and time tested concept of the Bailey Bridge. It has standardized bridge parts which can be assembled in-situ. Trusses with pin joints facilitate quick assembly. The bridge is constructed and boomed out with a light nose, carefully balanced on rollers ensuring adequate counterweight like the Bailey Bridge. However, this bridge is far superior in capacity and performance.

The ACROW parts are fabricated with superior steel. They are designed better for heavier contemporary traffic loads to meet National Highway specifications of two lane and three lane bridges. Use of commonly available machines for construction reduces manpower and time. The dip galvanized finish gives the structure longer life required for a permanent bridge. For long, this kind of bridge has been recommended as a New Generation Emergency Bridge various experts world wide . The viability has more than been demonstrated now by launching it in one of the more technically challenging sites, in remote and very rugged terrain.

“The site for launch posed many challenges. The recent floods demanded raising the bridge by almost 7m which meant a minimum span of 60m. The history of floods demanded elaborate protection works. The bridge had to be tucked away from rock slides and moved away from the confluence which meant preparing approaches by cutting into hard rock. The maximum backspace for construction was only 22m, which required a specialized launch. The logistic exercise of transporting a bridge to Sonprayag 250 Kms from Rishikesh was no simple matter. With all these challenges the dead line for the Yatra this season had to be met.” Said Mr K K Kapila, Chairman International Road Federation and Also Chairman Infra project consultancy company ICT .

What is in place today, is an ACROW bridge, shipped from New Jersey, USA in two months flat from the time the Letter of Credit was signed with the UDRP. The bridge parts moved by container ship to Bombay, and then by train to the Inland Container Depot Tuglakabad and then by road to Rishikesh on container lorries. Transshipment by smaller trucks was required for the last leg to Sonprayag. In all, it was a mind boggling logistic exercise carried out to military precision, thanks to the equipment being designed for such movement and some fine team work between the logistic team, the PWD and the Consultants. The bridge arrived by Oct 15, but launch could be started only in early Feb 2016 due to the elaborate civil works the site demanded, including constructing a temporary intermediate pier for launching because of restricted back space.

The bridge was launched in thirty days. The restricted space, inclement weather and terrain added to the time. On a simpler site, it could have been managed in two weeks. What we have now is a bridge with roadway, 5.5m, capable of taking two-way traffic for 70 R loading which allows single loads of up to 100 Tons along with walkways on both sides for crowded loading.

The cost of the bridge compares favorably with the single lane Bailey Bridge considering it allows two lane traffic and more than double the maximum load, a four-fold advantage over the vintage, II World War bridge. The life of the bridge being double is an added bonus. The speed of launch more than compensates the cost when compared to other conventional options for permanent bridges. The commercial gains in less than a year will cover the entire cost of the bridge to Kedarnath. On other more important routes in the country, the cost of the bridge could be made up in less than six months by the commercial and economic advantage to the region.

In time construction could be speeded up even further by cutting time on civil works and dovetailing it with the deployment time of the bridge. With that we could see these bridges in place in 3-4 months of placing an order. The cost could also be optimized further by manufacturing in bulk locally, which is the direction to move forward. Appreciating the potential and the demand for such bridges will act as a catalyst to build our infrastructure at a fast pace.

“”It is high time that a bridge such as the ACROW is used to help speed up infrastructure construction in critical situations, and as is the case of the ACROW bridge to Kedarnath, demonstrating its versatility under extremely challenging conditions. The bold decision of the UDRP team, ably supported by the World Bank and the State administration with timely and innovative advice from their Project consultants, ICT, is note worthy.” Added Mr Kapila .

Film star Govinda graced the premier cum press show of Punjabi Film “Canada Di Flight” at PVR Juhu, Govinda appreciated the film and said ‘one should watch this movie for unlimited fun and a social message’. Besides Govinda, music director Shravan Rathod and actor Tanuj Mahashabde (Krishnan Iyer of TV serial Tarak Mehta…..).
