Peoples Participation based on Swaraj and Civil War in CAR and Republic of Mali

Rakesh Manchanda

About author : Has worked in India and several African countries and now is full time supporter of AAP in Delhi and North India monitoring the historical people movement for a Swaraj.

Dialogue although failed is still the only way in Central Africa Republic and Mali.
I agree with the THE HINDU editorial today that there is urgent need to revive the political will in France, the EU, and the United States.

Failure could make CAR yet another target for what could well be externally-funded Islamist extremists.

There is a worldwide failure in forced peace experiments of similar pattern.People in Africa still believe in Gandhi and his crude ways.

Let us revisit Mali intervention. Cotton remains the backbone of Mali economy. Subsidized cotton imports agenda means GM entry by western powers hidden as aid. Qaeda in the Islamic Maghreb (AQIM) who fills the aspirations of the people crying for a peaceful and happy life is allowed unchallenged.

Peoples Republic of Mali is disturbed and is struggling for its normal and natural participatory democracy. During my seasonal stay in Mali from 2006-11, I found the people peaceful, dignified, Secular and hungry for participation in decision making process. Mali coup was basically because of Libya returned soldiers exposed to competitive `rule of the gun` taught world wide today by greedy West(France,EU and US) who wish to control the entire world for business.

More relevant simple first Governance step towards GLOBAL PEACE today is participatory democracy and decision making for any Public expense based on Self Rule or Swaraj.

Bystander CPR training should be compulsory in school

The Government of India should make bystander cardiology pulmonary resuscitation (CPR) 10 training mandatory in elementary schools. CPR training should also be mandatory when getting a driving licence.

Quoting a Denmark initiative published in October issue in the Journal of the American Medical Association, Padma Shri, Dr. B C Roy National Awardee & DST National Science Communication Awardee, Dr. K K Aggarwal, President Heart Care Foundation of India and Sr National Vice President Indian Medical Association said that with the initiatives taken by the Denmark Government, the percentage of out of hospital cardiac arrest that involved bystander CPR more than doubled from 21.1% to 44.9% over a 10–year period. Following that trend there was a significant improvement in survival at 30 days and at one year. When the bystander CPR rate is less than 21%, the 30–day survival rates are below 6%.

Dr. Aggarwal said that ever since CPR 10 programme has been initiated in Delhi by Heart Care Foundation of India, the number of survivals by the bystander has increased. We are getting success stories, which is a good trend, he further added.

About HCFI : The only National Not for profit NGO, on whose mega community health education events, Govt. of India has released two National Commemorative stamps and one cancellation stamp, and who has conducted one to one training on" Hands only CPR" of 86664 people since 1st November 2012.

The CPR 10 Mantra is – "Within 10 minutes of death, earlier the better; at least for the next 10 minutes, longer the better; compress the centre of the chest of the dead person continuously and effectively with a speed of 10×10 i.e. 100 per minute."

The Spiritual Meaning of Lord Shiva

Dr KK AggarwalPadma Shri and Dr B C Roy National Awardee
President, Heart Care Foundation of India

Most of us worship Lord Shiva without understanding the deeper meaning behind him. In Hindu mythology, Shiva is one of the three forms of God (Brahma, Vishnu & Mahesh).

The Parmatama or spirit or GOD can be equated to a mixture of three forces representing Generator, (Creator or Brahma); Organizer; (Maintainer or Vishnu); Destroyer (Winding up or Mahesh or Shiva). The same three forces are also present inside our body to perform any work, which can be linked to create or generate an idea, maintain or organise the contents of the idea, and then destroy or wind up so that new work can be undertaken through Ganesha – the Lord of new happenings.

For day to day life, one has to understand and implement the principles of Lord Shiva which can be known by understanding the meaning of Shiva.

Shiva is worshipped in the sitting meditating pose, sitting on a deer’s skin at white Himalaya in the background of blue sky. Shiva is also depicted in the form smeared with the ash of graveyard, having a snake on neck, Ganga coming out of his matted hairs, three eyes, blue neck, trishul on one hand and damru on his other hand.

All these symbolic representations have a deep spiritual meaning and tell us about Shiva’s principles of success.

Shiva’s third eye means thinking differently or using the eyes of our mind and the soul. The message is, whenever you are in difficulty, use your intelligence and wisdom or think differently for getting different options. The third eye opening also represents the vanishing of ignorance (darkness or pralaya).

Shiva sitting in an open–eye meditating pose indicates that in day–to–day life one should be calm as if you are in the meditation rose. Calmness in day–to–day practice helps in achieving better results. In allopathic language it is equivalent to mindfulness living.

The snake around the neck represents one’s ego. One should keep the ego out and control it and not let it overpower you. The downward posture of the head of the snake represents that ego should be directed towards the consciousness and not outwards.

The blue neck (Neelkanth) represents that one should neither take the negative emotions out nor suppress them but alter or modify them. The blue color indicates negative thoughts.

The same in the neck indicates that negative slow emotions akin to negative emotions are neither to be drunk nor to be spitted out but to be hold temporarily and with continuous efforts (matted hairs) with cool mind (moon) and with positive thoughts (Ganga) should be directed towards the consciousness keeping the ego directed towards it (sheshnag).

Suppressed anger or any other negative emotions will release chemicals in the body causing acidity, asthma, angina and diarrhea. Expressed anger on the other hand will end up into social unhealthiness.

The ash on the skin of the body of Shiva reminds that everything in the universe is perishable and nothing is going to remain with the person. The message is that ‘you have come in this world without anything and will go back without anything, then why worry’.

The Trishul in one hand represents control of three factors i.e. mind, intellect and ego. It also represents controlling your three mental gunas i.e. Sattva, Rajas and Tamas. The damru, the hollow structure, represents taking all your ego and desires out of the body.

The blue sky represents vastness and openness and the White Mountain represents purity and truthfulness.

If one adapts to Shiva’s principles in day–to–day life, one will find no obstacles both in his routine life as well as to one’s spiritual journey.

On the Shivratri day, the custom is to fast. The fast does not just indicate not eating on that day, but its deeper meaning signifies fasting of all bad things in life like – "seeing no evil, hearing no evil and speaking no evil". Fasting also indicates controlling the desires for eating foods (like fermented, sweet, sour and salt) and control the negative thoughts both in the mind, deed as well as actions.

AIFF Media Team

The two-member FIFA Inspection Team comprising of Mr. Inaki Alvarez, Deputy Director and Head of Event Management Competitions Division, FIFA and Mr. Vijay Parthasarathy, Manager IT Competitions, inspected the Jawaharlal Nehru Stadium, the Thyagraj Stadium and the Ambedkar Stadium in the Capital on Wednesday (February 26).
Mr. Inaki Alvarez, Deputy Director and Head of Event Management Competitions Division, FIFA and Mr. Vijay Parthasarathy, Manager IT Competitions, during their inspection at the JLN Stadium in New Delhi

The visit was part of their inspection to various Stadia in the eight prospective Cities among which six are slated to host the 2017 FIFA U-17 World Cup. They had previously visited Pune, Goa, Mumbai, Bangalore and Cochin with Guwahati and Kolkata being their final stoppages.

“We have been on the run for a week now. We have visited five Cities and so far it has been very positive,” Mr. Alvarez told reporters at the Jawaharlal Nehru Stadium on Wednesday morning.

“India has the potential to not only host a tremendous World Cup but also set a legacy for the sport in the Country and Youth Football as a whole,” he added.

Speaking about the key aspects which are keenly looked into during an inspection, Mr. Alvarez informed: “Infrastructure stays on the top of the list. We look into the Stadium, the dressing rooms, pitch, broadcasting facilities and so on. We also inspect the training sites with great detail.”

He further added that no conclusions can be drawn right at this moment as it’s a long process that may take ‘several months to a year.’

“It is not by today or tomorrow that I can draw a conclusion of my inspection. It’s a long process which will take several months to even a year. We need to analyse each Stadium, its facilities and plan accordingly.”

Besides Mr. Parthasrathy, Mr. Alvarez was assisted by Dr. Shaji Prabhakaran, FIFA Regional Developmental Officer for South and Central Asia; Mr. Anil Kamat, Assistant General Secretary, Competitions, AIFF; Mr. Sunando Dhar, CEO I-League and Ms. Roma Khanna, Manager Club Licensing & Marketing Communication, Sponsor Servicing.

Mr. Alvarez further added: “There is enough time. But the urgency needs to be maintained. I expect everything to fall in place smoothly. The Stadia should be ready well in advance to the kick-off of the Event.”

According to Mr. Alvarez, the fact that India have a mix of both artificial and natural turfs won’t be a problem. “It’s possible to play on both. There is no problem.”

“Deadlines are there and they have to be met. But first we need a Project Plan and Project Team who can assess the proposals. We will make the best choices from among the options.”

Nitin Gadhkari Model Cheats Honest Business Houses

Rakesh Manchanda

When a Director is shown on papers in a company there is an allowance support for his transport /car/ mobile/ office and so on. Driven by power and greed, Nitin Gadhkari Purti scam shows how `selected` Model companies in India and overseas are run.

Nitin Gadkari unfair business ambitions has landed himself in more serious trouble. Allegations with false PAN numbers show that he has set up a maze of dummy and benami companies.

Sharpest attack on the BJP chief have come, not from the Congress, but from a BJP faction that wanted Mr. Gadkari to get replaced and then he was forced to resign as the BJP President.

Last week Nitin Gadhkari has filed a case on Arvind Kejriwal demanding evidences of his corruption.

Let us see how AAP is officially handling this Nidin Gadhkari Business Empire exposure. AAP Media on their websites have put eleven exhibits as evidences to show how on one side farmers are committing suicides in Vidarbha and on the other hand BJP's National President Nitin Gadkari was worried about `held up` payments of companies building dams.

In Part 1 of Nitin Gadhkari Pol Khol this column published my write up as to how frauds involved in building the companies on paper with paid drivers, paid bakers, paid pundits and astrologers as company Directors are shown. Pol Khol exposes a trick of twisting and bending company laws which is not new. This trick is practiced by several business houses who bribe the work inspectors, accumulate black money and buy their silence.

In Nitin Gadhkari Scam dubious crossholdings and funding patterns, was exposed intelligently by media. Nitin Ghadkari is not an ordinary Bussiman but is a well informed Role Model of BJP that controls future dreams of many Indians.

This case study is not a plain Pol Khol of unfair work culture with or without a real work contract but it represents many powerful manifestations of work protocols. Work culture with less productivity and lesser participation in the wheel of production can be easily seen by scratching Nitin Gadkare Business Pol Khol.

AAP legal cell and Political Committee must continue to support the similar stories of indigenous and overseas employees send by Indian companies workers with no contract papers and no insurance and no medical security and even the basic privilege of free food sovereignty as declared by government of India as mandatory to all overseas employees. This protocol is never enforced by our Governments in Indian companies where powerful investors buy and bend the laws.

Link between Power and the Powerless ;

How will India progress if majority workers are shown invisible or aliens in modernisation growth story of investor`s sentiment?
Work format from top to bottom is designed to have no link with productivity.

Neo-Capitalism appears good on paper but where is the Government Role ?
How will General Anti-Avoidance Rules (GAAR) as advocated by experts become a holistic capitalist solution to plug match fixing is hard to understand. There is no social audit and transparency for Public while hundreds of dummy companies get floated say as magnified in case of Nitin Gadkari- Ex-President-BJP.

AAP route to fight Corporate Corruption cannot work without connectivity of the whole system and overall reforms in shape of an Industrial revolution. A better reform with more participation of grassroots people can save the situation and protect the honest business companies.

In spite of the huge noise made in the print and visual media about the anti corruption movement in India and work equality, the ground reality is that there is marginal improvement in the situation.

This means that street demonstrations, debate in television media, seminars , comments in twitter , blogs and face books cannot take the movement forward the way the anti-graft Help lines contributed.

The biggest gain of Helpline was that the common man had stated taking risk to challenge corruption at all levels during 49 days rule of AAP.

Challenge in India starts when Police unlike in Africa or America fails to entertain the complain of no minimum wages payments to domestic workers and no contracts or false contracts.

No contract and no employment code in India is a fashion. Indian investors dare to send even the overseas employees without any contract because of weak regulations.

Nitin Gadkaris and Robert Vadaras in India must never be allowed to bend laws at the cost of majority workers. It will be unfair to call the Nitin Gadhari as a Political scam because it is a planned loot by a political party`s role model.

The system is controlled by business mindset of India where twisting of laws and no contract to most of the employees has been evident and the employees in the business team are reduced to dirt.

There is no social audit and transparency for Public while hundreds of dummy companies get floated each day for easy money as seen in case of Nitin Gadkari- President-BJP.

No change in Indian political DNA or any `corporate business governance` without kicking out the `Robert Vadaras` and `Gadhkaris` is possible.

Anil Agarwal Dialogue: Energy Access and Renewable Energy on 27-28 Feb.

It will be held at Jacaranda Hall in India Habitat Centre, Lodhi Road, New Delhi on 27th and 28th of February, 2014.

Centre for Science and Environment (CSE) organises the Anil Agarwal Dialogue to bring together different stakeholders to discuss issues of national importance. The previous editions of the dialogues have discussed mining, green clearances and water management. This year, the Anil Agarwal Dialogue will address the issues related to energy access and the role of renewable energy in it.

Energy access in rural India has been a development priority for the government since independence. Still, 45 percent of rural households lack access to electricity. Around 700 million people depend on biomass for their cooking energy needs, and 77.5 million households still use kerosene for lighting. CSE strongly believe that India needs to end this acute energy poverty and renewable energy can play an important role in achieving this goal.

DDA meeting held at Raj Niwas

The following decisions were taken in the Authority Meeting held on 24.02.2014 at Raj Niwas:

1. PENALTY RELIEF SCHEME- 2014: In order to provide relief to the allottees of hire purchase flats, who could not make payment of monthly installments on regular basis, and in response to representations received for providing relief in amount of penalty / interest payable on account of default in making payment of monthly installments, a fresh Penalty Relief Scheme has been approved by the Authority. As per this scheme the relief in penalty to the extent of 25% will be available to applicants who intend to clear outstanding dues like interest, ground rent etc. in one go upto the date of application. The scheme will be operative for six months from the date of announcement.

2. POLICY GUIDELINES IN CASE OF MISUSE AND TERM LEASES APPROVED:
Many cases of conversion from leasehold to freehold have been pending for years due to heavy misuse charges which at times exceeded the cost of the plot / flat. In order to provide relief to such allottees and to facilitate conversion to freehold a relief scheme has been approved by the Authority. The policy of levy of misuse charges had been reviewed in view of various court cases. It was decided that as a onetime relief a Scheme may be launched wherein the maximum period for levy of misuse charges will be restricted to 5 years from the date of detection of the misuse. This will help people seeking conversion to pay misuse charges and get their properties converted speedily.

For those persons whose leases had expired and are mostly in Karol Bagh, Darya Ganj and Pahar Ganj and therefore, these properties cannot be converted into freehold. In order to give relief to thousands of residents living in Karol Bagh, Darya Ganj and Pahar Ganj the Authority approved the proposal for issuing the orders for implementation of freehold policy uniformly, in all such cases where the term leases have expired, after payment of pro-rata premium.

3. CHANGE OF LAND USE
(i) Change of land use from residential to Public and Semi Public facilities for a site measuring 4198.12 sq. mtrs for a cemetery in Pocket R-17 and adjoining to a proposed cremation ground and burial ground in Sector 14, Rohini Phase-V was approved. The land was a DDA acquired land. The land use was changed on the request of North Delhi Municipal Corporation.

(ii) Land use of 15.02 hectares of land at Revenue Estate of village Jonapur was changed from ‘residential’ use to’ Public and Semi Public use for establishment of Green Field World Class Skill Centre. The land use was changed on the request of Govt. of NCT, Delhi for setting up of World Class Skill Centre in collaboration with Government of Singapore.

(iii) Land use was changed for land measuring 10 acres from ‘residential use’ to ‘Government use’ for setting up Data Centre and Main Office Complex and other related infrastructure for NATGRID at Andheria Mor, village Mehrauli.

4. KATHPUTLI COLONY RESIDENTS ASSURED
The proposal regarding Kathputli Colony and the shifting of residents of the colony was deliberated by the Authority at length. The Hon’ble Lt. Governor, Shri Najeeb Jung and the Authority was informed that a Writ Petition filed by the residents in the Court of Law against shifting, has been dismissed. It was also informed that the land at Anand Parbat where the transit camp is located is DDA land and is for public and semi public use. As per a direction of the Court, this land has to be utilized within two years by DDA for public and semi public use. It was felt by the Authority that DDA has no other alternative except to shift the residents at the earliest so that flats can be constructed within two years and the Kathputli residents are shifted back thereby vacating the land at Anand Parbat for use as per the landuse.

Lt. Governor directed DDA to ensure that shifting of dwellers is done amicably and without any inconvenience in any way during shifting. Sufficient back up services, as required in multi-storey building should be provided at Kathputli Colony once flats for allottees are constructed. DDA assured that there will be no inconvenience while the dwellers are being shifted to the transit accommodation and a census would be evolved among dwellers about shifting process.

A proposal to cover bonafide residents of the upper floors in the Kathputli slum cluster who figured in the survey list of 2010-2011, for allotment of flats and for getting accommodated in transit camp, was also approved by the Authority. It was also approved that in case the name of some residents, not found in the survey list, but proved to living in Kathputli Colony prior to the date of closure of survey and having documents to demonstrate that they are bonafide residents, will also be considered. The developer has also been permitted to use unused FAR to construct more flats for the purpose, if required.

We hope that stark naked reality dawns on everyone, ESPECIALLY THOSE WHO ARE RUNNING THE SHOW, in the interest of their future generations, otherwise their future generations will have to pay very heavily for the follies committed by them for being selfish, greedy, arrogant, self-centred, corrupt & immoral etc.

THIS IS WHAT HISTORY TEACHES US AND WE SHOULD NOT COMMIT THE SAME FOLLIES THAT WERE COMMITTED BY THE PEOPLE IN POWER OF NOW NON-EXISTENT EMPIRES, NATIONS & SOCIETIES.

We are responsible for our deeds

One of the ugliest qualities we have is to blame others for our mistakes and intentional errors. We find it very easy to shift blame on others. We blame anyone who is near us. It could be father, mother, brother, sister, friend, the laundry man, his niece, her boyfriend, the dog or the singing canary in the neighbour’s house. We claim that whatever we are doing is right and everyone else is wrong. No one understands the truth of what we are saying or undergoing. And when we do not find any person to blame, we blame the one who is the easiest to blame – God!

God is blamed by all persons under sun for every misdeed that takes place, for every wish not fulfilled, for all wrongs, major problems and accidents. After all, everything is in the Hands of God! Who are we to say or do anything? God willed it and hence it happened. But when we achieve success, name, fame and wealth, we always claim it to be ours and do not offer thanks or gratitude to Divinity. We fall or rise by our own actions and when we blame God without making efforts or doing our best, we fall from grace. This is the lesson we learn from the story of the garden owner:

There was a man who had a big garden. He had many types of fruit trees and tended to them with love and care. The trees were now laden with delicious ripe fruits, ready for sale and eating at home. The man decided to pick the fruits for selling and with the money he got from the sale, buy things that were needed for his home. He chose one fine morning for picking the fruits. He went to the garden with his son, carrying several large baskets. To his surprise, he saw a stranger sitting on the branch of a tree picking fruits. The owner was angry and shouted at the stranger for picking up the fruits.

The stranger on the branch looked at the owner and did not reply. He continued picking the fruits. The owner was very angry and shouted again. For several years I have taken care of these trees, watered and protected them and waited for this day to pick fruits. Are you not ashamed of stealing my hard work and fruits without seeking permission? Come down at once!

The stranger on the tree answered: This garden and trees belong to God and I am His servant. So I have the right to pick these fruits and you should not interfere with any work of God. I will not come down but continue with my service to God.

The owner was surprised at the answer of the stranger. He wanted to teach him a lesson and thought of a plan. He asked his son to fetch a rope. Together they pushed the stranger down using a stick and then tied him to the tree. The owner started hitting the stranger with a stick. The man began to scream: Why are you hitting me? You have no right to hit me!

The owner paid no attention and continued beating the stranger. The stranger screamed: Fear God. You are beating an innocent man. I am a servant of God!

The owner replied: There is nothing to fear. This stick in my hand belongs to God. I am also a servant of God. You should not interfere in God’s work and stop me!

The stranger screamed: Stop beating me. I am sorry for taking the fruits without permission. Please forgive me. The owner smiled and said: I forgive you since you have realised your mistake. But remember that God has given all His servants brains, understanding, free will and capacity to do hard work. Every person is responsible for his own deeds. We cannot blame God for everything.

Indeed, let us accept responsibility for our own actions. We can shift the entire blame and blessings to God only when we surrender unto Him in full. Surrender is possible only by grace. Let us earn Grace of God through SitaRam mantra, meditation and practising the teachings of the Guru.

When it comes to doing good, sometimes the best thing celebrities have to offer is not money, but themselves. Charities cultivate relationships with stars for their ability to increase the public’s awareness of their charitable endeavors and thus stimulate more donations. Many celebrities take time out of their busy schedules throughout the year to do charitable acts. The Designers Against AIDS (DAA) a non-profit organization which has run many successful campaigns such as Fashion against Aids, seeking to mold public opinion and collaborated with several fashion houses, such as H&M, who will be soon launching retail outlets in India next year.

Thought of the Day

Will women in some Indian states go the way of the Dinosaur?

 Dr. Anjali Mehta

Two categories of theories try to explain the mystery behind the extinction of the majestic dinosaurs that roamed the earth eons ago.The gradualists feel that changing evolutionary trends such as competition with mammals and changes in vegetation and climate slowly eroded their numbers whereas catastrophists attribute it to one catastrophic event (a meteorite impact is usually cited) .

Seeing that the population of women in some states in India is steadily declining one needs to reflect (while it is still early days) whether some regional types of women too, could gradually become extinct?Regions lend their own special flavour to the entity we call woman. It would be hard to imagine our country without the brightly-attired women with their long veils from Rajasthan, the tall, fair sardarnis from Punjab, the recently successful sportswomen from Haryana and so many others…

An observation of prevailing trends (the numbers are from reliable open sources) reveals that a woman’s very survival is challenged at many stages of  her life. This is more so in the poorer socioeconomic strata and in some parts of the country. For some women, it requires the right combination of luck and sheer tenacity to reach adulthood safely.

The first hurdle looms even before birth :
The illegal practice of letting parents know the sex of the child before it’s birth, continues. It has been found that first pregnancies usually are not aborted, but second and third pregnancies are. An overwhelming number of aborted fetuses are female. A recent study in Lancet  found that sex selective abortions are on the rise in India. The National family health surveys have found a similar trend. Sex-selective abortions are more prevalent in the northern states .

Apart from the aborted foetus , the mother is also at definite risk. Although the MTP act has made nearly all types of abortion legal, for various reasons ,more than seventy percent of abortions are carried out under unsatisfactory conditions in small, poorly equipped, unsanitary clinics run by inadequately qualified owners. Such abortions frequently lead to maternal mortality due to sepsis or undue bleeding.India has amongst the highest number of abortion related deaths.

 Challenges at birth :
The birth of a baby girl is not a unanimously joyous event in our country. Some families view girls as a social and economic burden and kill newborn girls with impunity. Some in desperate conditions carry out this act to save their girl from a possible future of pain and hardship.Convictions occur regularly for all manner of crimes but how many deaths of infant girls have been seriously investigated and how many parents convicted? Almost none. The rampant female infanticide is reflected in dwindling sex ratios. The average sex ratio for the country (rural and urban) is 940 women/ 1000 males. Some states are well below this average and the concentration seems to be around Delhi(866 ), Chandigarh (818), Punjab(893) and Haryana(877), with Haryana having the lowest sex ratio among all the states (only the union territories of  Dadara(775) and Daman and Diu (618) have lower ratios). That the the capital of the country and it’s immediate surroundings, where there is relative economic prosperity, should have these low figures is something to think about.

Challenges in the teenage period
The women who are born under more favourable conditions and thus escape this ‘unnatural selection ‘reach a stage of enrollment in school and studies. Alas, every child does not have a carefree childhood. Many small girls are married off just after attaining puberty. Child marriages are still highly prevalent in Rajasthan, Uttar pradesh, Madhya Pradesh, Bihar and West Bengal (with Rajasthan being the worst offender) despite there being an act against this.Teenage pregnancies are associated with a much higher mortality ratio : twice as high in the 15-19 age group compared with early twenties. Some teenage mothers who survive may have damage to their still immature internal organs and become incontinent. This may lead to social shunning and neglect. Some unfortunate teenage girls are abducted and sold into prostitution. The life expectancy is shortened for girls in the prostitution circuit due to a combination of lack of hygiene, forced use of drugs ,injuries inflicted by violent male clients and sexually transmitted diseases, notably HIV. Some unfortunate girls are simply raped and killed outright.

Young adults in a cruel world
After this gruesome attrition process during the earlier years the more fortunate women who are able to actually complete an education and reach adulthood relatively unscathed then enter the domestic phase of their lives. Everyone is familiar with the dowry menace in our country. The word “marriage license” seems to be a license  to start milking the girl and her family for money. Dowry deaths are as prevalent in the educated and (supposedly) thinking classes as among the poor.Although there is some conviction rate for this ghastly crime , it is clearly not enough of a deterrent since it is still widely prevalent and seemingly on the rise.

Motherhood
For the woman who makes it past these hurdles, to the state of motherhood, it’s not safe passage as yet. The odds are still stacked against her, specially if she is poor. India boasted of one of the highest maternal moralities in the world in the earlier part of this decade. The latest statistics show some improvement (212 according to the census commission) but we still have a long way to international targets: 109/1000 by 2015. Amongst the states, Assam, Uttar pradesh and Rajasthan seem to have the highest maternal mortality figures(480,440,388 respectively-as per Govt. of India statistics 2006)The reasons for this alarming statistic range from social and cultural beliefs and practices to poor infrastructure. Notable are: still prevalent child marriages leading to teenage pregnancies, unsafe delivery and abortion, lack of good hospitals for skilled care in rural areas, poor basic health of women leading to easy susceptibility to infection and many others. When we realise that the supplementation needed in pregnancy consists of the very economical iron and folate tablets and two tetanus injections, the unnecessary sacrifice of maternal life seems very poignant. It is even more ironical when we consider that India is fast creating a good name for itself internationally in medical tourism.

Beyond motherhood
It seems that only at menopause does a woman's fate appear to be a little more secure. However now the combination of her advancing years and the woman’s propensity to neglect her own health while looking after her children, husband and in-laws, make her more susceptible to the general problems of old age.

Will our women be saved?
The government, non governmental organisations and even individuals have been carrying out various initiatives around literacy, health and incentives for the family of a girl child .  But this clearly is far from enough. We need to reinforce some actions and make imaginative changes in those measures which don’t seem to be working. We also need to change social perceptions and unkind mindsets.

Attention should be focused on the states which have high maternal mortality rates, low sex ratios, high percentages of child marriage, and poor literacy levels (Jharkhand[56%] , Bihar[53%], Rajasthan[53%], UttarPradesh[59%] and Arunachal Pradesh[59%] have fairly low literacy levels for women). The states with multiple risk factors are at greatest risk of losing their female population (some northern states fall in this category) and  should be attended to on an urgent basis.

Female infanticide should be taken seriously as a crime and concrete arrests made. Recently, there were arrests in the capital of those parents who had fraudulently tried to secure admissions for their children into universities. Surely, killing also merits parental arrest. When a death is reported from a particular area ,the village must be also put under surveillance. Awareness and counselling programmes should be undertaken to prevent more such deaths.  This could be the responsibility of the district collector.

Alongside, the danger to girl babies must be removed by taking measures to ensure that girl children are not seen as a ‘burden’. Dowry should be abolished on a war-footing. Prospective brides and grooms should give written undertakings that they are not indulging in monetary transactions before they are bestowed with a legal marriage licence.Generous incentives should be provided to the family who has a girl child. It should be ensured that all girl children are highly literate and employed. Thousands more scholarships should be instituted for girls’ education especially in the vulnerable states.

The child marriage act has not been enforced at all and convictions are unheard of. The current punishment of three months in jail is not meaningful. The government should instead impose a stiff economic penalty on people defaulting. This should be divided and borne equally by the concerned girl and boy’s parents. Apart from the deterrent value, the government would also earn revenues which could be used for more schools for girls and their overall welfare.

Basic health care and good transport facilities should be provided so that all women have access to at least one good hospital within half hour distance away. The village Sarpanch should ensure that all households in the village are aware of where to go in a gynecological emergency and should ensure that some means of transport is available.  Iron and folate tablets should be distributed in an organised manner just the way Anti-Tubercular and Anti-AIDS  drugs are being distributed- perhaps the same channels can be used.

We need to bring about a social change in the way marriage is perceived. Currently, too much importance is given to marriage and it dominates many aspects of our lives. In some cases, the growing up years seem to be little else than a preparation for the inevitable marriage. We should ensure that childhood is a rich and multidimensional experience for our children. There should be counselling in schools about not thinking about marriage during the formative years. Children should be encouraged to develop their talents and personalities, not to attract a good mate but to realise their own highest potential. Marriage should merely be one of the many aspects of a person’s life. It should not be a social stigma if people choose not to get married and prefer to just remain bachelors. People should neither pity (nor for that matter envy) those who choose to remain single.

At an individual level, each citizen must be aware of these issues and try and help in any small way possible. This could include educating a girl child or counselling a known family not to marry off their girl children early and helping them arrange a vocation for the girl instead. Parents should hesitate to offer their daughters in marriage to any family bringing up the topic of money. This can only lead to grief later. All parents must sensitize their sons and daughters to these matters at an appropriate age. Equality of the sexes should be stringently emphasized and practiced in our daily lives. Parents should take greater responsibility in ensuring the safety of their girls and not sending them to cities to work unless they are absolutely certain of the credentials of the accompanying escort.

Women should be empowered at the school, family and social level in every way possible. An example should be set at the highest level by tabling and passing the women’s representation bill in Parliament.
For each person who does not care about women there are many who care deeply. Such people should come forward, in thought and action to help preserve and nurture our women……

Ensure adequate women-participation in sixteenth Lok Sabha

SUBHASH CHANDRA AGRAWAL
(Guinness Record Holder & RTI Activist)

It is indeed unfortunate that Women-Reservation-Bill could not be passed by fifteenth Lok Sabha even though political parties with much-more than three-fourth majority of Parliament were vocal to support the Bill. Union government can bring an ordinance on women-reservation in Parliament for ensuring adequate representation of women in sixteenth Lok Sabha. Or else Election Commission’s formula to make it compulsory for every political party to give at least 33-percent party-tickets to women may be enforced as an interim measure. However it should be ensured that such distribution may be state-wise rather than on country-basis. Otherwise parties will fulfil formality of women-quota by giving all reserved-tickets to women in states with no base of concerned parties. However to prevent wives or other relations/associates being misused as ‘proxy’ of male politicians, there should be a system whereby name of husband or any other relation may not be permitted in election-campaigns of women candidates.

The Millennium Development Goals Report 2012 had revealed that India is amongst those most backward countries where women-participation in legislature is placed at poor 98th position in the world with just about 10.96 percent women representing in legislature in our male-dominated system. It is significant that in last two decades, many countries refined their election-rules to ensure effective participation of women in legislature improved overall global participation of women in legislature to 19.7 percent while this percent was 27.4 percent in countries with special women-quota under election rules. Even Islamic world including Pakistan and many other democratic countries including fresh democracy in Nepal have adopted Women-Reservation in legislature.

At a time when women-quota in panchayats and local bodies is being increased to 50-percent from earlier 33-percent, it is meaningless to resist 33-percent reservation to women in legislature. Rather there should be uniform 33-perecent reservation for women at all stages from civic bodies to Parliament.
