ANUPAM KHER HONOURED WITH A CITY PROCLAMATION IN LOS ANGELES

Prembabu Sharma

Actor Anupam Kher, who was recently seen in Oscar-nominated film Silver Linings Playbook, was onoured by Herb J. Wesson, Jr, President Los Angeles City Council and Tom Labonge, Council Member 4th District with a City Proclamation at Los Angeles City Hall on February 26 in Los Angeles, California. The actor was much appreciated in Bend It Like Beckham and went on to do Bride & Prejudice, The Mistress of Spices, American Blend, Hope and a Little Sugar, Midnight’s Children and TV series ER.

Talking about this honour Anupam said, “It is a big event because I am being honoured as an actor, and not only as an Indian actor. The Proclamation from the City of Los Angeles would be an endorsement of the fact that Asian actors are not seen as peculiar phenomena on a global platform. Of course, most of my films are Indian and I am an Indian actor. It was given to me on the same day as they gave it to the Legendary Dick Van Dyke.”

Can the Budget-2013-14 call off the Corporate Bluff ?

Rakesh Manchanda

Medieval India folk tales reminds us about the impact of the good governance process called tax collection. King`s soldiers should be as silent as a bee collecting honey from the flower and should not disturb and hurt the public was the ancient Governance message. Today the silent impact of indirect taxes, high prices and micro finance loans together leads farmers and consumers towards suicides. Nation has to carry forward the choice less baggage of lakhs of farmers suicide. It is a matter of common sense that due to unpredictable market it is difficult for a farmer rather in comparison to a city entrepreneur to pay back his loan without market support for his capacity. Recently, TV channels displayed a city labour hand chopped off as he was unable to pay a loan of Rs.300/- to the local lender.

In ancient days, a loan seeker used to avail the opportunity of advance money called loan by producing more wealth in a period of time and then used to return the loan safely. A clear transparent connection between the saver, the lender, the borrower and the utiliser of the loan plugged the risk. Today government takes a risk and loan from the Public savings- with a business sense to utilise this money in making more money, more production, more jobs faster then the interest amount. It is a well accepted norm to talk of fiscal deficit as the gap between the income and surplus expenses of the nation. The fiscal deficit as pointed by few MPs in this year budget has been shown at about Rs. 5,22,000 crore while the tax revenues waved off or gifted as concession by the government stands around a whopping Rs.5,30,000 crore. It appears even the Government is forced to take loan without daring to say no to the Corporate concessions gifted as incentives. Figures shown there could have been a loan free surplus of Rs.800 crore if taxes were to be collected honestly.

Strangely ignoring the familiar Indian references to Kautilya's Arthashastra, the finance minister, in his budget speech, quoted from the Shakespeare's Hamlet."I must be cruel only to be kind"-This Shakespeare quote from ancient European culture is perhaps picked up by FM to motivate the majority in India. To prepare the middle class and the poor for more sacrifices. Market survival is simple. One shinning-other suffering. It can never deliver the win-win for all. When someone is spending, someone else is gaining. In modern India with indirect `hidden` taxes we find a new way to guide India`s economy tax collection. Since majority have a hand to mouth income the possibility to use direct income tax to squeeze them does not arise. Indirect taxes carefully packed in each and every industrial and agriculture produce helps the law makers to hide behind the retailer and producer of goods and services. Direct Tax collection is unpopular as four crore privileged tax payers in 120 crore largest democracy are expected to use concessions to generate more production and improve the GNP. Here the trick is that corporate rich are interested to give a false bubble growth by not investing in real production but by pumping money in share bazaar ensuring jobless growth. Government continues to give concessions to direct taxes and justify favouring the rich at the cost of the poor. 69 billionaires have an asset value equivalent to one-third of our GDP, while out of the rest of the 121 crore Indians, almost 88 crore struggle to survive on less than Rs.22 a day.

In the past Tax system was simple. Direct taxes at the rate of around 6% in shape of crop was collected and deposited in the temple ware houses. Indirect taxes hidden in the cost of goods as seen today in the industrial/agriculture output was missing. If the tax payers in ancient times resisted they were expected to stop the King`s horse a part of revenue generation politics packed with religious label ritual called Ashvamegha Yaga. If the rain gods were kind enough then the recovery of the tax was cent percent.

In a Governance system which survives on city-slum, town-village and Bharat-India divide let us see the impact of Budget-2012-13.Majority fails to understand the difference of ten times in the direct-indirect taxes direction and recovery. While direct tax collection is pegged at Rs 4,500 crore, indirect taxes would raise Rs 45,940 crores in the current year budget. You need not be a student of Economics to see that indirect taxes are a huge burden on the people, while the low direct tax rates were a relief for the rich. Common Man calculates the risk in survival with his decreasing hard work value vis a vis his standard of living. In India when the price rises every month it hurts 99% as the money in the pocket as earnings do not match and remain freezed. With no sale of goods in the market, no wage security, no job security and no social security the market recession stands teasing.

Terms like fiscal deficit and subsidy used by policy makers to calibrate and audit the budget do not make sense to majority people who are engaged day and night to earn a better standard of living. The helpless government is trying to hide the dirty poverty picture. False claims of decreasing the poverty by lowering the Below Poverty Line limit is shameful. What the policy makers forget is that the financial crisis can only be saved by raising the standard of living. Better purchasing power of the people as market crisis `savers` is the only way out.

Policies in past were made as complimentary to environment and ecology. No feudal king in the past had ever dared to sell forest, ordinary well/stream water or river water including our holy Ganga. Silence of ancient tax collection is compared with the Sun silently converting the water to vapour but the rain clouds with thunder and rain supporting greenery must show that the money taken as tax is put back to the public welfare in the cycle controlled by Rich-poor divide with the participation of the people. Today the discussion is how and why to reduce the fertilizer and diesel subsidy. Much energy is invested to redefine the BPL India to save the Politicians from the shame. The government considers concessions for the rich as an incentive for growth while subsidies for the poor is seen as being negative for growth as it hardly reaches the needy. System of distribution has many leakages. The petroleum pricing policy is also skewed. The government calculates the prices of petroleum products on the basis of international prices of crude oil. But the fact is imported crude is refined in India and pricing should be based on domestic component inputs.

Why Pranab Da choose to include Hamlet reference in his Budget Presentation ?A tempest in every home: Pranab plays it safe by putting more emphasis on Euro Crisis and more salary cuts and pensions in Europe. In subsequent media interviews the FM was quick to score by saying we are still better then Europe Crisis. Hamlet the prince of Denmark The Tempest ... In his first soliloquy, Hamlet explains that he does not like his mother marrying the next King of Denmark so quickly within a month. It is unfortunate that the helpless Finance Minister is committed like in marriage to protect the interests of few rich corporate and shift the blame to compulsory collaborations of the government with allies. Opposition and the Left was bitter in the Budget critique by demanding, ”Why rob the poor to pay more to rich.” 14 Lakh of industrial and agriculture workers and TUs which went on strike gave the FM their suggestions which were not mentioned in the Budget lay out. Budget fails to see that fall in wages of workers both organised and unorganized engaged in production investments which means less purchasing power in the pockets of millions.

PM says the finance minister had to bite the bullet, but it seems he has bought the used empty bullets and is unable to learn from the Euro crisis.

Rail Budget for 2013-14

MADHU AGRAWAL

It has been a usual practice to criticise Railway Budgets mainly for allegations on Railway Ministers to favour their constituencies and states on political consideration. It is true to great extent but is a case with all the Railway Ministers irrespective of party or alliance to which they belong, except two exceptions of Lal Bhahadur Shastri and Madhu Dandvate. It is also a practice to increase fares prior to the budget to avoid criticism of budget which was also done this year when passenger-fares were increased only last month though justified. However budget should be appreciated for giving extra care towards religious destinations which was necessary also in a country where people by and large are highly religious, and also as a check to prevent stampede like happened recently at Allahabad on the main bath-day of Kumbh. Introduction of a train to cover destinations related to freedom-movement with concessional fares is also welcome.

However cost for railways could be saved by discontinuing serving food in trains by retaining fare same in trains like Shatabdi and Rajdhani. Instead packaged food by renowned companies can be sold by giving sale-incentive to train-staff. Most airline-companies have discontinued practice of charging cost of food with tickets on domestic flights. System will avoid waste of money for those who do not prefer outside food or have peculiar choice like ‘Jain’ food without onion and garlic. Washing of utensils like spoons is totally unhygienic in these trains. Suggested system will check shameful practice of railway-employees begging for ‘tips’ after serving lunch or dinner. It is a national shame when foreigners travelling in these prestigious trains note the aspect in their diary for highlighting in their countries.

The Indian Senior National Team reached Yangon, Myanmar on Tuesday (February 26) morning for the forthcoming AFC Challenge Cup 2014 which kicks-off on March 2. The squad which left Mumbai late on Monday evening landed early morning at the Yangon International Airport via Singapore.

The boys were greeted by a temperature of 34 degrees even as the forecast predicted a sharp rise in temperature in the coming days. India are the first team from the Group to have arrived in Yangon. Besides hosts Myanmar, Chinese Taipei and Guam are the other teams in the Group.

However, keeping in mind Churchill Brothers’ and East Bengal’s commitments in the AFC Cup, the squad would be assembling in three batches. The four players from Churchill Brothers – Sandip Nandy, Denzil Franco, Lenny Rodrigues and Sunil Chhetri would be joining the squad on Wednesday (February 27) while the three East Bengal players – Raju Gaikwad, Mehtab Hossain and Robin Singh would be landing in Myanmar the next day (February 28).

“It feels nice to land in Myanmar for the AFC Challenge Cup 2014. It’s a tricky Group and all the teams are very competitive ones,” National Coach Wim Koevermans, said.

“This is a very important tournament for us -- in fact, the most important,” winger Clifford Miranda stressed. “We need to play to our potential. The boys are in good shape,” he added.

AIFF Player-of-the-Year Syed Rahim Nabi stays confident the squad will rise to the occasion. “We need to keep our faith in ourselves. We need to back ourselves both on and off the field. We need to behave as a team,” Nabi, who was voted the Player-of-the-Year by all I-League Club Coaches, echoed.

Striker Jeje Lalpekhlua who made a comeback into the National squad after almost a year said the tournament would be a “challenging one.”

“We have played Myanmar and Chinese Taipei in the recent past and they are very dangerous opponents. Guam would also put up a tough challenge,” Lalpekhlua, pronounced.

“I’m happy and relieved that my hard work has paid off. Every player wants to be a part of the National squad. This is a new beginning for me. I will have to work harder and wait for my chance,” he quipped.

Pailan Arrows defender Shouvik Ghosh maintained the Camp in Pune was a “fruitful one.”

“It was a learning curve for me. The intensity of International Football is what makes a player mature. The Coach did have some specific instructions for me and I’m improving as a player with his suggestions.”

India play Chinese Taipei in their first match on March 2, 2013.

PREVENTION OF CRIME HAS NEVER BEEN TAKEN SERIOUSLY BY THE POLICE & INTEL AGENCIES IN INDIA

PREVENTION OF CRIME HAS NEVER BEEN TAKEN SERIOUSLY BY THE POLICE & INTEL AGENCIES IN INDIA --- AS IS DONE BY POLICE AND INTELLIGENCE AGENCIES THE WORLD OVER.

Rajendra Dhar
POLICE WATCH INDIA (Regd. NGO).

Every Policeman/Policewoman is fully aware of the Provisions of Sections 149, 150 and 151 as given in the Code of Criminal Procedure 1973 and just to refresh their memory are reproduced below :-

Code of Criminal Procedure 1973, Section 149

149. Police to prevent cognizable offences.

Every police officer may enter upon for the purpose of preventing, and shall, to the best of his ability, prevent the commission of any cognizable offence.

Code of Criminal Procedure 1973, Section 150

150. Information of design to commit cognizable offences.

Every police officer receiving information of a design to commit any cognizable offence shall communicate such information to the police officer to whom he is subordinate, and to ally other officer whose duty it is to prevent or take cognizance of the commission of any such offence.

Code of Criminal Procedure 1973, Section 151

151. Arrest to prevent the commission of cognizable offences.

(1) A police officer knowing of a design to commit any cognizable offence may arrest, without orders from a Magistrate and without a warrant, the person so designing, if it appears to such officer that the commission of the offence cannot be otherwise prevented.

(2) No person arrested under sub-section (1) shall be detained in custody for a period exceeding twenty-four hours from the time of his arrest unless his further detention is required or authorized under any other provisions of this Code or of any other law for the time being in force.

EVERY DAY many people go to the Police to file/lodge Information/Complaints as regards Criminal Conspiracies etc. which eventually would eventually culminate in the Crime being committed (falling within the purview of Sections 149, 150 & 151 Code of Criminal Procedure) but unfortunately they are rarely reduced to writing leave alone Recording/Registering such Information/Complaints. The Police never take cognizance of such Information, Complaints and no action is taken by the Police even after the Crime has been committed which could have been prevented and the Police as a result of not taking preventive action are aiding and abetting the Commission of Crime of which prior information had been given to them and as such accomplices to the Crime so committed.

ANOTHER MAJOR REASON why Crime is on the increase, a down to earth fact though denied by the Police on the basis of the gruesome fact that every possible mean and method is employed by the Police not to Register F.I.R.s and if something is not recorded (especially crime), it is so simple to say that there is no crime.

PREVENTION OF CRIME IS THE KEY TO EFFECTIVE POLICING WHICH UNFORTUNATELY IS NON-EXISTENT IN INDIA. WHEREVER STRESS IS LAID ON CRIME PREVENTION, THE CRIME RATE IN REALITY IS LOW.

Mere Sloganeering “HELP US PREVENT CRIME”, "BE OUR EYES & EARS" And Organizing Of “CRIME PREVENTION WEEK” (Merely Unproductive Formalities & Publicity Stunts) By The Police Carries No Meaning As It Is Has Never Been Taken Seriously By The Police In India And Are As A Matter Of Fact Meaningless And Worthless. The Day The Police Lays Forceful Stress And Emphasis On Crime Prevention And Takes Meaningful Action, The Crime Rate In Reality Is Going To Show A Sharp Decline And That Is For Sure.

WE HOPE THAT THE POLICE FORCE WAKES UP TO REALITY and immediately takes much desired appropriate concrete measures to inculcate in itself the culture and duty bound habit of CRIME PREVENTION AS, CRIME PREVENTION IS ONE OF THE MAJOR BASICS TO EFFECTIVE POLICING WHICH, UNFORTUNATELY HAS BEEN AND IS NON-EXISTENT IN INDIA, but is also largely responsible for the spurt in the crime rate.

TRAFFIC POLICE PATROLLING HAS NEVER BEEN TAKEN SERIOUSLY IN INDIA & THE DAY IT IS TAKEN SERIOUSLY IT WILL ALSO HELP IN PREVENTING & REDUCING INCIDENCE OF CRIME TO A LARGE EXTENT.

Lastly we are sure that everybody has heard and/or read the age old saying “PREVENTION IS ALWAYS BETTER THAN CURE & THAT'S FOR SURE”. Whosoever has ignored it has paid a heavy price.

Fully preventable, yet cervical cancer most common in India

Cervical cancer can be fully prevented if there is the required awareness. The tragedy, however, is that because of lack of knowledge and an it-cannot-happen-to-me attitude; it is the most common kind of cancer in India today. "It's tragic that cervical cancer mostly hits the young population - young women, women with growing children.

Surange’s Mediclinic: Diagnostic and Imaging Centre in partnership with the Glaxo Smith Klein is reaching out to you to take a stand against cervical cancer by hosting Screening test and Vaccination Camp at very minimal cost.

The overall purpose of the camp is to increase awareness of cervical cancer and the importance of prevention. Knowledge, screening and vaccination are key to help reduce the number of women dying needlessly from this largely preventable cancer.

SHIFTING OF POLICE STATIONS TO PATIALA HOUSE COURT

Shri Deepak Mohan Spolia,
Chief Secretary,
Government of NCT of Delhi,
New Delhi.

Sub: REVIVAL OF COMMITTEE AS DIRECTED BY THE HON’BLE HIGH COURT OF DELHI TO CONSIDER OUR REQUEST FOR REVIEW OF THE JURISDICTION OF SOUTH-WEST DISTRICT.

Sir,

This is to bring to your kind notice that vide Notification No. PS.DIV.COV/Misc.2011/1948 dated 11.09.2012, Delhi Cantt. and Vasant Vihar Sub Divisions have been shifted from the South-West District to New Delhi District. According to this Notification, the areas closer to Dwarka court Complex, Like I.G.I. Airport, Sagarpur, Bagrola, Shahbad Mohammadpur, which are touching the boundaries of Dwarka Court, have been shifted to New Delhi District. The enclosed sheet gives a comparison of distance from various locations in South-West, Delhi, to Dwarka and other courts.

Whereas the areas like Rajokri, Nangal Devat, Samalkha, Ghitorni, Pochanpur, Mahipalpur, Rangpuri, Masoodpur, Vasant Gaon, Sagarpur, Naraina, Shahabad, Madhopur, Delhi Cantt, Todapur, etc. are in the proximity of 7-8 km of Dwarka Court, while, Patiala House Court is far from these areas, which is around 20-25 km. It is also a punishment to travel in rush hours – unnecessary to the litigants as well as lawyers, and will also result in wastage of time, fuel, money and congestion on roads. Hence, you will kindly appreciate; it is in total contravention of the concept propounded by the Hon’ble Supreme Court at the time of bifurcation, i.e. “Justice at Door Step”.

The shifting/delineation of these two sub-divisions from South District to New District would lead to several undesirable consequences. First and foremost, the public/ litigants, specially women and elderly persons, residing in these areas would be compelled to unnecessarily travel a long distance to Patiala House Courts, where New Delhi District is going to shift.

The area around Patial House court is already overcrowded and the addition of these two sub-divisions would lead to further increase the rush thus, additing to the already chaotic traffic situation. The Courts start functioning at 10.00 A.M. and it is during this peak period when the traffic from the Airport also converges on the VIP route, i.e. Sardar Patel Marg, choking the arterial roads upto Patiala House via Teen Murti and Akbar road, which will have serious consequences for the general public as also VIP movement.

As you are aware Charles Correa, the famous architect, has already opined that on more roads can be added to Delhi.

The Dwarka Court complex was created at a cost of several hundred crores, which was inaugurated in the year 2008, wherein almost half of the Court rooms are still vacant. The creation of two more Districts and argument behind this is totally unreasonable and illogical in the present circumstances once these Court Complexes will not be fully utilized.

On the other hand, most of the judges do not have adequate number of cases; while, because of the shifting of work to Patiala House court, it will be overloaded, thus delaying justice delivery. This will further frustrate the concept of “Justice at Door Step”.

It was discussed/ agreed in the meeting held on 19.9.2012 in the Hon’ble Chief Minister’s Office at Delhi Secretariat in the presence of all concerned officials that a high powered Committee will be constituted to review the boundaries of the newly constituted 11 District Courts. As the Dwarka Court is mostly affected by this distribution, we respectfully pray that constitution of the Committee be expedited. We also pray that till this is done the implementation of the above Notification be stayed.

It is worth mentioning that in the year 2008, nine Election Districts had already been created in Delhi, dividing all 70 assembly constituencies equally. On these lines the division of nine Civil Districts were also worked out by committee formed by Hon’ble Court of Delhi.

Under the circumstances explained above, the Advocates at Dwarka Court are feeling ignored and are strongly agitating against the reorganization of the jurisdiction. The Dwarka Bar Association and other Bar Associations including Bar Council are protesting the same.

We, therefore, urge upon your goodself to issue necessary directions for withdrawal of the Notification mentioned above or, in the alternative, to reorganize the revenue/ judicial districts as per the policy of the Hon’ble Supreme Court for “justice at Door Step”.

Thanking you in anticipation and awaiting for a favourable response.

With kind regards,

P.S. Singh
HONY. SECRETARY

MORE AWARENESS, BETTER TECHNOLOGY LEADS TO RISE IN KNEE REPLACEMENTS IN DELHI

Increase in awareness and better technology has led to a rise in total knee replacement surgeries amongst patients suffering from osteoarthritis — pain due to inflammation in the knees. More and more number of patients are opting for for surgery in both knees and a greater number of the patients are women in Delhi.

“With availability of better implants and less invasive surgical techniques More women and men are turning to artificial joints for a second lease on an active life. Usage of computer-assisted joint replacement technology has brought about a revolution in joint replacement surgery. The most common cause of joint replacement with manual procedure was mis-alignment. The new technology of computer-based navigation system has completely eliminated misalignment and has made joint replacement surgery nearly 100% accurate”said Dr Dr. Pushpinder Bajaj, chairman of the three day international conference on Knee and Shoulder surgery organised by the International Scoeity of Arthopaedic sports Medicine (ISKSAA 2013 ) and Bensups hospital, which concluded here today.

“ More than 3000 knee surgeries take place each month in various hospitals in capital including AIIMS and Safdarjung. Around 20-30 per cent of the population over 60 years have severe pain in the knee because of arthritis and a knee replacement surgery helps d alleviate this pain to a large extent. Better implants and less invasive surgical techniques now make it possible for people, including active sportspersons, to get completely back on track. ”said Dr Dr Pradeep Sharma, Director, Joint Replacement Surgery at Bensups and Cygnus hospital, where 30 live surgeries were performed during the conference.

“Artificial joint systems, made of high-tech metals, plastics or ceramic, replace deteriorated joints causing severe pain and limiting mobility, usually in older folks with advanced arthritis. They’re generally expected to last at least 15 - 20 years. In India, most of the total knee replacement surgeries are performed in Mumbai, Delhi and Chennai. Rising number of surgeries in Delhi indicate that patients are increasingly shunning their fear of surgery in the knees.Better implants, surgical instruments and techniques available now significantly improve the overall quality of treatment The procedure provides tremendous post-operative benefits to patients, with shorter scar, less blood loss, shorter recovery period and going back to normal life in a relatively shorter period of time.”said Dr sharma.

“The symposium with a theme ‘See them do it and do it yourself’ was attended by well-known 500 orthopaedic surgeons, allied health personal ,residents, fellows and physical therapists from India and abroad including Australia, UK, France, New Zealand, and Korea. The 30 complimentary surgeries were performed during the seminar for showcasing newest operative techniques ”said Dr Pushpinder Bajaj, Director of the symposium.

Consequences of Teaching Wrong!

The teacher has a duty to impart the right knowledge to his students. When the knowledge imparted is incorrect or the students are not fully taught the proper use of the knowledge, or if not taught to give it the due respect and to appreciate it fully, the knowledge can be misused. Such misuse will bring about destruction of the individual, society and nation. On the spiritual path, the Guru has a duty to show the right way to his disciples as per their inclination and nature. He also has a duty to serve and show the way of Dharma to the society. His teachings lay the foundations of respect and reverence for righteousness or Dharma in the society. Where the Guru fails in this and teaches superstitions or imparts unethical or unprincipled teachings, he brings suffering on others and also has to undergo the consequences of his own karma. This karmic payback is emphasized in this story given below:

A mediocre monk lived in the mountains of Tibet and practiced Dharma. He would collect some money and travel through the land. But invariably he would fall sick and exhaust all his savings by the time he recovered. Once he passed by a village which was hit by famine. He did not get any food to eat for days and was in near fainting condition. So he lay under the shade of a tree filled with self pity and despair. Suddenly an Indian monk appeared in front of him said: O Respected Master, are you done with your travels? Do you recall teaching the Lotus Sutras in your past life in the Northern Province? The mediocre monk replied: I am not worthy of the title you address me with and I have never traveled to the North Province. I am now fed up with all travels!

The Indian monk gave the other monk a large red apple to eat which the other monk ate heartily as he was starving since days. Then he drank some water and fell asleep. The apple was blessed with some magical properties and in an instant, he woke up and remembered his past life. He recalled that he was a high ranking Buddhist monk who preached Dharma to all. He was a part of group of four monks who were very close friends. So he asked about others. One monk was reborn as monk in another province, another one had joked about being born as a high ranking official and he was born as one. The third was the Indian who attained enlightenment in that life itself and the fourth was the mediocre monk.

The mediocre monk shed a tear of self pity and said: In my previous life for forty years, I took one meal a day and wore only one robe and worked hard to get rid of all material thoughts from my life. Why is it that I have fallen so low in this birth that I go hungry today? The Indian monk replied: In the past, when you were a respected teacher, you used to preach many superstitions. Your personal behavior and conduct was also not up to the mark. You did not practice Dharma as you preached it. As a result, many people began to doubt Dharma and lost faith in it. Now you pay the karmic price for it.

The Indian monk showed him a mirror which reflected the mediocre monk’s future destiny and the ups and downs of his life. The mediocre monk understood that all retribution, honor and disgrace in his life were due to his own actions. He thanked his compassionate helper and both walked together. Suddenly the Indian monk disappeared. The mediocre monk reached another monastery where he was given a high rank. He traveled through the land and taught the Dharma of Buddha. His high conduct and ascetic practices were admired and praised by all.

Whenever we give knowledge to someone, or teach someone something or give advice, we play the role of a Guru. The same rules given above are applicable to us. We should not misguide anyone or cause another person to doubt Dharma or God. We should practice what we preach. Else we will suffer the karmic consequences of our own misdeeds. Let us do the Sitaram Mantra, meditation and follow the teachings of the Guru to clear ourselves of our internal impurities and set a right example of behavior and speech to all. The best way of helping others is through our own right behavior and right speech.

Stay Away From Stress during Examination Days

Dr K K Aggarwal
Padma Shri and Dr B C Roy National Awardee
President, Heart Care Foundation of India

Exam stress can lead to depression and suicide. During exam days prescriptions for anti depressant drugs, so called happy drugs, increase amongst teenagers of 16-18 years in full time education. This figure crosses 20% in school population in the West.

The fears of failure, fear of letting down are the two most common factors leading to suicide and depression.

Also, children indulge in drugs to keep awake during exams and end up with addictions like iodex on sandwich, toothpaste, shoe polish, whitener, Vicks and anti fit drugs, cough syrups etc. This is apart from indulgence in smoking, tobacco, alcohol, tea, coffee, and superman drugs like LSD, etc. Some children go to the extent of even eating the tail of the lizards.

Anticipatory anxiety peaks before exams resulting in adverse affects on the body and mind and therefore, a sub optimal performance.

Stress not only causes palpitations and tense muscles but also reduces the ability to make decisions, act or express oneself including organization of thoughts. Stress during exams can makes it difficult to read and understand questions and even to recall terms and concepts.

A study has shown that 45 minutes of afternoon nap improves the declarative memory. Declarative memory is the memory of events learnt and understood earlier during the year. Not taking afternoon nap or the night sleep may cause the child end up with transient loss of declarative memory.

Free Writing Can Clear Mental Stress: By spending 30 minutes each day for four days to write out your innermost thoughts and feelings, one can significantly boost mental and physical health. In expressive writing therapy, students are encouraged to express whatever is on their mind, letting their hopes and fears flow out in a natural, unrestrained way. It’s akin to keeping a journal, but more focused on the things that might be bothering you or triggering stress.

Short walk can help de-addict: Just 5 to 10 minutes of walk can cut cravings for cigarettes among people trying to kick the habit, According to Dr. Adrian H. Taylor of the University of Exeter. Twelve out of fourteen studies reviewed by him found that a bout of physical activity reduced cigarette cravings and withdrawal symptoms compared to staying inactive. Exercise cut craving as much as chewing nicotine gum. Exercise also triples the time it takes for people to reach for their next cigarette.

Effects were seen for vigorous bouts of exercise lasting for up to 40 minutes, but even less intense 15-minute session and even five minutes of isometrics, have a significant effect. Distraction, reducing stress and boosting mood may be the reasons.

Afternoon nap: A study published in the journal Sleep, showed that a 45-minutemidday nap can help boost the ”declarative memory” which applies to standard textbook learning and knowledge. Sleep appears to help “set” these declarative memories and make them easier to recall. The other type of memory is “procedural memory,” which applies to skills and has no impact with the mid day nap.

HCFI Tips

1. Kids should not be compared: it can lead to anger or depression in the child.

2. One should unconditionally appreciate whatever the child has achieved.

3. One should avoid giving false promises for example if you come first, you will get a bike”. When that happens, “You are not yet 18 – so you can’t get a license. This time, settle for a bicycle and later we’ll get that bike”. Broken promises hurt the child.

4. Avoid anger chain, for example, the father unleashes his anger on the mother (because she does not answer back), and she takes it out on the child (because of the same reason). And the child takes it out on books or studies or younger sibling or hired help at home.

5. Do not force your expectations on the child, for example, you should only become a doctor.

6. Avoid giving the child two conflicting messages like mother asks child to study and father says – “do not force him”.

7. Make your child exercise daily, learn pranayama and meditation.

8. Provide your child with balanced and nutritious diet. Avoid overeating or long hunger periods. Restrict caffeine, give more water.

9. Ensure adequate sleep with a consistent schedule to improve concentration, memory and mood, it also reduces irritability.

Transit Oriented Development [TOD] Workshop Series launched

Shri Tejendra Khanna, Honorable Lieutenant Governor, Delhi and Chairman, Unified Traffic and Transportation Infrastructure (Planning & Engineering) Centre (UTTIPEC) and Delhi Development Authority launched the Transit Oriented Development [TOD] Workshop Series at the India International Centre, New Delhi on 21.02.2013 at 10.30 a.m. A large number of experts, Vice-chairman and Senior Officers of DDA were present.

Speaking on the occasion the Hon’ble Lt. Governor said that though Delhi is one of the best Metropolitan Cities and has seen massive infrastructure development during Commonwealth Games-2010, there are still many areas which are under severe stress mode and therefore, greater micro-planning, development and re-development is required. He agreed with the contention that pedestrians should be given preference and that there is huge deficit in water and management of waste disposal etc and thus many issues are required to be tackled at a bigger scale with a professional approach. This can lead positive transformation of the city to make it a Global Metropolitan City. He appreciated the concept of transit oriented development presented by the experts and said that everyone should be partner in this development.

Shri Bhure Lal [APCA] emphasized that Transit Oriented Development will be a challenge to the authorities because of its implementation and because the Town Planning has already been done. According to him, width of the roads may be problem. He also talked about sufficient parking spaces etc. Shri Rajbal, Chairman, DUAC appreciated the overall TOD policy and said that it may be difficult but ground realities like design, implementation and up-keep should be kept in mind.

Vice-chairman, DDA while welcoming the guests said that through the TOD development the City of Delhi will be able to combat one of the gravest issues being faced by its environment and convenience and comfort of the citizens. According to him, in order to ensure maximum participation in the finalization of the policy the series of Workshops are being held and for which frequency and dates are being finalized. The objective of the Workshops, according to him, is to create awareness regarding the policy, identify possible implementation hurdles and incorporate the concerns of stakeholders, agencies etc in the policy. He further elaborated that despite massive investment in public transport system which includes world class Metro, BRT etc., there has not been affordable mobility options for the citizens. This coupled with ever increasing number of private vehicles, has created a sort of mobility crisis. Therefore, TOD is a paradigm shift in all sectors of the mobility, Planning and Transport System and infrastructure in the form of the policy. He expressed his confidence that with this policy City will be able to retain its character and overcome the pressures of increasing population and urbanizations.

It may be mentioned that for the first time in the National Capital, a policy for TOD is being drafted. This is being prepared by UTTIPEC as part of the Masterplan 2021 Review process 2012 and will be included as a new Chapter in the MPD, once it has gone through a rigorous process of scrutiny and review by public and private agencies, stakeholders, professionals working on the ground and the public, at large. Once adopted, the TOD policy will be applicable to all the MRTS Influence zones of the city, an area that amounts to about 19% of the NCT, if calculated for Metro Phases I, II and III.

The Transit Oriented Development Policy puts forth a strategy to restructure and redefine how our city works, lives and finds means of recreation. The Vision is to make our city of Delhi safer, greener, more equitable, transparent and democratic. The previous planning approach where all sectors worked separately as specialist agencies is being replaced with a more integrated holistic paradigm of planning.

It also speaks of as to how both the public and private sectors need to work hand-in-hand to realize this vision and deliver it on ground. According to it, from delivery and management of affordable housing stock, wider choice of commercial establishments, adequate social amenities, and provision of decentralized infrastructure to the creation of high quality public realm, the involvement of both the public and private players is essential.

For further testing the draft policy and to ensure that the policy recommendations are robust, viable and deliverable on ground, UTTIPEC is organizing a series of 25 workshops under the following nine theme-based series to arrive at an implementation strategy for rolling out TOD across the city:

Visualising TOD based development
Economic feasibility & market testing
Strategy for sustainable infrastructure
Strategy for incentivising redevelopment
Strategy for effective parking
TDR & its implementation
Strategy for sustainable transport infrastructure
Planning interface of TOD IZP & LAPs
Strategy for rolling out TOD

The launch ended by a call for all Senior Officers of the Administration, experts, professionals and private agencies working on the ground to come forward and take the lead in testing the policy further for its deliverability. The Hon’ble LG appealed to the attendees to volunteer to Champion the Workshops and provide full support in the formulation of the Policy.
