World Justice Report on ‘Rule of Law Index 2012’

SUBHASH CHANDRA AGRAWAL
Guinness Record Holder & RTI Activist

World Justice Report on ‘Rule of Law Index 2012’ placing India at regretful 78th place in a list of 97 nations for Justice Delivery System should be a cause of concern for Supreme Court of India which should take some concrete steps to improve the system. Justice delayed is justice denied for which unholy culture of frequent adjournments and liberal stay-orders in our courts are a main cause. Unfortunately despite even a division-bench of Supreme Court once rightly observing that many petitioners after taking ex-party stay do not care for disposal of cases which they ultimately lose, system of granting liberal stay-orders is usual and common even in higher courts.

Time has come when a judicial discipline may be enforced to fix some guidelines whereby adjournments and stay-orders may be exception rather than some unwritten rule. Central Information Commission (CIC) should be taken as a role-model where adjournments are very rarely given. Higher courts should at least give priority for disposal of public-interest cases including cases against CIC-verdicts. No constitution-bench has yet been constituted for hearing on Supreme Court approaching itself for three petitions against CIC-verdict since a Division Bench of the Apex Court desired so more than two years ago on 26.11.2010. At least aspect of ‘Information Delayed is Information Denied’ should be avoided by higher courts. First Mondays of every month can be assigned for hearing petitions against CIC-verdicts by concerned bench at Delhi High Court so that any adjournment may not exceed one month in such cases.

Important public-interest writs on electoral reforms filed by Association for Democratic Reforms (ADR), an association of retired eminent professors of prestigious Indian Institute of Management (Ahmadabad) are not yet listed for hearing at the Apex Court for last so many years which can bring revolutionary change for a fair and justified electoral system in the country. Supreme Court and High Courts should establish special benches for such cases of larger national and public interest.

Basic Science Behind Fingernails Rubbing For Hair Re-Growth

Geeta

Factors responsible for hair problems are:
  • Thyroid disorders
  • Hormonal imbalance
  • Smoking
  • Anaemia
  • Heavy medication
  • Using hair dye of high ammonium content
  • Deficiency of vitamin B12
  • Protein deficiency
  • Hereditary and old age
Rubbing fingernails:

  • Rubbing left and right hand's fingernails with each other is a powerful technique for curing hair fall and increasing hair growth.
  • It is a simple yet very effective technique. It is a powerful hair loss solution.
  • Besides convenient, quick, powerful and pleasant this technique is relaxing as well as free of cost.
  • It is a tried and tested technique and will definitely shows results.
  • This is a potent unified solution of hair fall problems.
Procedure:
  • Fold both your palms inwards and place the fingernails of both hands against each other. Then with regular swift motions, rub them against each other. It is a simple technique and can be done anywhere anytime.
  • Rub fingernails for 5-10 minutes twice a day.
Benefits of fingernails rubbing:
  • Prevent hair loss
  • Reverse baldness
  • Prevent greying of hair
  • Restore natural colour of hair
  • Usually it takes 3-6 months to get relief from hair loss, 6-9 months to watch new hair growth and 9-12 months to see prominent re-growth and substantial increase in hair volume.
Adult stem cells theory:
  • Adult stem cells are undifferentiated cells, found throughout the body after embryonic development. They can make identical copies of themselves for long periods of time and multiply by cell division to replenish dying cells and regenerate damaged tissues for self-renewal and self-healing.
  • The adult stem cell has unique ability to heal itself. Whenever a tissue is damaged, adult stem cell are activated to produce new cells that will regenerate the damaged tissues and revitalize the organ.
  • The adult stem cells are mostly found in brain, spinal cord, blood vessel, bone marrow, peripheral blood, dental pulp, skeletal muscles, shin, cornea, digestive system, retina, pancreases and cornea.
  • The stem cells that are located in the bulge of a hair follicle actually cause hair growth.
  • Rubbing fingernails stimulates the brain to send the chemical signal to the adult stem cells located near the damaged/unproductive hair follicles.
  • The adult stem cells migrate to the base of dead/damaged hair follicle and due to their ability of self-renewing they make new hair follicles and revitalize the damaged follicles.
  • Thus by fingernails rubbing one can manipulate the adult stem cells into becoming new hair follicles, and can accelerate the hair growth and revitalize the damaged follicles to revere the hair loss or baldness.
Reflexology:
  • In reflexology it is believed that stimulation of certain parts of body will directly affect other parts of body.
  • The nerve endings just under your fingernails are directly connected to your hair follicles or scalp.
  • By rubbing your fingernails together, the blood circulation in your scalp is activated.
  • Thus rubbing procedure increases the blood flow to the scalp and helps in strengthening the hair follicles, which in turn reduces hair fall and premature greying.
Precautions:
  • Don't rub your thumbnails because it will accelerate the growth of beard, moustache or facial hairs and soon hairs will start peeping from the ears also.
  • Avoid it during Pregnancy; rubbing nails can cause uterine contractions and can elevate blood pressure.
  • Avoid in it in some surgical conditions such as acute appendicitis and angiography etc.
  • Don't do it on problematic skin/nails or if there are infected sores or lesions on the hands, or on brittle/diseased nails.
  • People with the history of hypertension should avoid vigorous rubbing of finger nails as it may elevate their blood pressure.
  • Avoid long, excessive and vigorous rubbing as it may damage nails permanently.
  • Before rubbing fingernails, you may apply small quantity of castor oil/almond oil/olive oil/petroleum jelly on nails, for beautiful and strong nails, the extra lubrication will decrease the excessive friction produced during rubbing procedure, this will make the nails stronger, lustrous and moisturized.
  • Only rub the fingernails gently for 5-10 minutes, twice a day for better results.

`Story of Pi`: Definitely a life time Film experience.

 Rakesh Manchanda

On the recent occasion of hundred years of Indian Cinema, it is a perfect treat to recommend a new adventure film where India grabs the global window called `Life of Pi`. Global theatres have been promoting the trailer of this eagerly awaited film from some time in the past.

Back in India on festival holidays, it is very difficult for any speechless audience to search new words to describe the new compelling excellence this craft succeeds in delivering. For the global audience and cinema lovers it is definitely a holistic feel good treat that knocks your eyes and compels them to meditation. It enters as a new unique visual once a life time experience via eyes first without allowing them to shut and close during the entire two hours 8 minutes entertainment. It sucks inside therapeutically to announce a Wow !. A feel to the body organs that shall wake up and say let swim once more. All the past cast away and shipwrecked rescue films appear old and outsmarted in many ways for the new 3D TV monitor and users enjoying this film.

Pi grows up into a liberal Hindu Business household that runs a Zoo in the French colony and Pondicherry culture of India during recession after World War. As a learner Pi finds himself being taken over by the three religions –Hinduism, Islam and Christianity. He adopts the three faiths in his wish to love God and see the sole creator from the point of each of the said religions. Much to Pi’s disappointment, his family decides to leave India due to better business venture, and decide to go to Canada to settle after selling their Zoo animals. With a twist of events that puts new challenge of experience before education, Pi’s ship gets sunk in the Pacific Ocean, leaving him behind on a small raft with a Bengal Tiger named Richard Parker.

What may impress the audience most is the unique benchmark in shape of story telling experiment with unique multi-choice in the menu of the climax thrown by Oscar awarded winner Director Ang Lee. The film released in several languages has a universal appeal for any 8 years to 80 years old. Craft provokes self interpretation of God, fear, ecology and destiny.

Film zooms around the 16 year old teenager who is shipwrecked and crawls against all odds for self discovery in his destiny. During 227 day rescue journey in a life boat and a raft on the stormy sea and at times a calm Ocean is a masterpiece of modern cinema. Survival relationship between the angry ocean, a Bengal tiger and the unknown new Indian star who does not know how to swim but is eager to discover self awareness adds a new deeper meaning of survival and life.

“You don’t know the strength of your faith until it’s tested”-This dialogue weaves the entire plot from the point when Pi fights for survival in Pacific Ocean. Aim and compulsion of the victim Pi is to train and to tame the ferocious tiger and finally sleep with the enemy in the lifeboat. Be it the time when Pi has to deal with the ferocious big cat and train it to obey his orders, or the time when he has to eat raw fish to kill hunger while violating his faith of a strict vegetarian. Pi’s faith although never inherited from his strict father is tested in every sense of the word which helps in developing his code of conduct. Pi finds him encouraged by his mother to test his faith instead of blindly embracing rational thinking. Hunger, says the desperate shipwrecked lone survivor hero in Life of Pi, "can change everything you think you knew about yourself." This is a milestone dialogue that shall be remembered by cinema loves for many reasons.

He overcomes the challenges against all odds with minimum survival kit and resources. Overcoming his initial fear against the royal big cat ready to grab him as his supper is commendable. Departing emotions on loosing the trained tiger in the jungle does tease the pet animal lovers. Tiger finally chooses freedom in the jungle and this depicts the brilliance in the climax of the film which may annoy few pet lovers of the animals. Richard Parker the tiger decides to have independence with his own code of conduct then being an assistant and a slave to the superior skills of his young master who had trained him to obey the orders and has saved his life by feeding him with fish each day.

The plot questions about life and death, religion and science while delivering messages put simple. Film provokes the business of spiritual management and splits open the investigating terms and conditions of the insurance companies. after the shipwreck. Holistic business tag gives a hug to life and its survival with another legendary leaf to the old story of the award winning novel with new 3D vehicle of delivery. The 3-D presentation in theatres adds value to the memorable craft and supports the audience to joyfully invest each and every cent during the 128 minutes show which is definitely a life time experience.

Players are improving their decision making: Arthur Papas

 Nilanjan Datta

Arthur Papas, India’s U-22 Coach who has been in charge of All India Football Federation’s developmental side Pailan Arrows needs to be credited for the performance of the Arrows this season. In a freewheeling interview to www.the-aiff.com, Papas speaks at length about his vision for Pailan, the challenges, his dependence on video analysis and also on his India U-22 wards Jeje Lalpekhlua, Lalrindika Ralte, Manandeep Singh amongst others. EXCERPTS:

Pailan Arrows stay the flavour of the season in the I-League so far? What do you attribute it to?
External expectations are something which we cannot control. Football, like many things in life, is extremely fickle so we only concern ourselves with meeting the expectations and goals we have set for ourselves internally. For this part, yeah, I am satisfied.

I’ve been saying that the system we have put in place has a higher emphasis on performance over results -- more so because of the age of my players. We have certain performance indicators which we look to meet in every training session and in every game. We are confident that if we can meet them, the results will continue to improve in the long run.

What has pleased me the most is the way we have evolved our playing style. This was something identified as crucial and full credit goes to the players because they have kept their minds open along with complete dedication and tremendous discipline, which obviously, has made my job much easier.

Tactically we are maturing. The players are slowly improving their decision-making in all moments of the game. Also, our football conditioning was identified as a critical area which needed to improve. Now the team can make a higher amount of high intensity football actions repeatedly over the course of the game.

Do you ever feel depressed playing the I-League without a foreign recruit in your team?
No, not at all! Quite simply my job is not the same as the job of the coach at any other club. My job is based around developing and exposing the talented Indian youth players aged from 18 to 21. These are critical years and that’s the reason why the Arrows were formed. The idea stays to give as much exposure to competitive football to as many players.

Having said that, it stays a huge challenge for them to play every week against Clubs which have Senior pros and boast of quality foreign recruits. But in the long term it’s serving the purpose and this has to remain the core focus.

Most feel Pailan Arrows should have a positive result against in-form star-studded Prayag United. Given the fact that it’s a bunch of youth boys, do close results have an effect on the morale of the team?
Full credit to Prayag United on the day as they brought to limelight the difference between a team which is still maturing compared to a fully matured senior team. They did what they had to do to gain the full three points.

I was proud of my team because they pushed Prayag to their absolute limits and in the end lacked just a little composure at a critical stage during the match. These types of setbacks form the basis of your character and five days later we travelled to Goa and recorded Arrows’ first ever win amidst the Sun and Sand. All these make me believe the moral, character, and ability to overcome obstacles is improving.

Video analysis has been an integral part of your coaching even since the U-22 AFC Championship. How does it prove beneficial?
Video analysis is a simple yet effective coaching aid that I have incorporated into all my teams throughout my career. If you ask me, I will tell you that it stays a must for me if you are a professional footballer. I find it extremely beneficial on many levels and the boys have become very receptive to this form of feedback in order to improve their performance.

We have even reached a stage where they come to us requesting individual clips of their games which show how they have embraced this method of feedback to improve performance.

Many of your wards in Pailan were part of the India U-22 bunch which performed exceptionally well in the AFC Championship. How much do you see them maturing in the I-League?
It’s another step forward for them in their football development. Otherwise the Arrows wouldn’t have participated in the I-League. You can never give an exact time as to when an individual will mature as a player. But by continually exposing them to environments that are challenging, it forces them to adapt and overcome; or else you get left behind. Every single individual matures differently and it’s our job to create an environment that promotes this as well as giving them the tools to fulfill their potential.

Leaving aside Pailan Arrows, how much inspiring is it to see your India U-22 wards make a mark in the domestic season?
It’s been one of the highlights of my stint in India time so far. For example I’ve seen Manandeep Singh being a part of the Senior National Team, Lalrindika Ralte help East Bengal to their Federation Cup victory, Jeje Lalpekhlua returning to the high levels he set a couple years ago & Gurpreet Singh Sandhu showing his improvement. It’s great for Indian Football! I thoroughly enjoyed working with these boys and I hope they continue to prosper in the future.

My real hope is that I-League clubs are monitoring this current batch of Arrows players just as closely. If I was in charge of an I-League club I would know by now the first place where I should be looking out for players.

Take care for Winter Asthma

Dr KK AggarwalPadma Shri and Dr B C Roy National Awardee
President, Heart Care Foundation of India

Any breathlessness after the age of 40, appearing for the first time in winter, is cardiac asthma unless proved otherwise. Such patients should immediately have their blood pressure check-up done and if high needs immediate medical attention. First-onset breathlessness can also be an indication of angina or heart attack. However, the more common is winter asthma or acute exacerbation of winter COPD (chronic bronchitis).

Asthma is reversible airway obstruction and COPD is irreversible airway obstruction. Sudden exposure to cold, humidity, pollution at lower levels in atmosphere can precipitate asthma in susceptible individuals. Winter is the time to increase the dose of asthma medicines.

If a person can speak a full sentence, the asthma attack is mild; if a person speaks broken sentences the asthma attack is moderate and if the person is able to speak only words then the asthma attack is severe. Severe attack of asthma needs immediate hospitalization.

An attack of asthma is due to inflammation, narrowing and collection of fluid in the wind pipe and needs medicines to widen the wind pipe and reduce the inflammation.

The need of asthma medicines can be intermittent and/or permanent. The ‘Formula of ‘2’t becomes handy in such situations. A person who consumes more than two canisters of inhalers in a year or consumes asthma medicines more than twice in the night time in a month or more than twice in a day in a week, then he or she needs continuous asthma and anti inflammatory medicines. Inhalers are the best choices.

WHY THERE IS AN URGENT NEED TO UNDERSTAND THE RELEVANCE & IMPORTANCE OF TIME IN OUR LIFE

.Rajendra Dhar
POLICE WATCH INDIA (Regd. NGO).

We can't imagine the life that we would be leading without the invention of the concept of time and the statement itself says a lot about the importance of time.

Time brings regulation in our life and unless we regulate ourselves we are nor able to do any thing, however talented we are.

We can take the case of a writer; no matter how talented he is but unless he sits for long hours to create, he is unable to create anything. The statement can be proved by the plight of many writers who are initially considered to be very talented but owing to their absolutely bohemian lifestyle they turn out to be a non-creators and their life is wasted without any notice by people of the world. THE SAME APPLIES TO EVERY POLICE OFFICER ALSO AS THEIR REAL LIFE STARTS AFTER RETIREMENT.

Time plays an important role in our life. We all are just dependent on time. With out time we are nothing. Time applies in our every walk of life. From sunset till night, the high tide and low tide due to moon, our seasons everything is totally dependent on time. Time management is not only the very essence of life but also the most important aspect of life as life is not endless.

Let's take the example of student. If student is not working hard throughout his whole semester, he's just wasting time. What will happen at the end of the semester? He will not able to clear the semester the reason is that he has wasted his time.

IMAGINE WHAT WOULD HAPPEN IF CRITICALLY ILL PATIENT’S MEDICAL TEST REPORTS DO NOT REACH THE DOCTORS IN TIME.

Time never waits for any one. We have to move with the time. Everybody has 24 hours in whole day. It's our duty to manage time. If we are not managing our time table or working in a proper schedule, we will never achieve anything fruitful in life.

Luck always knocks the door of that person who realizes the value of time & is punctual in every thing in life whether it relates to one's own self or anybody else.

No one can deny the importance of time in his/her and/or anybody else's life. God has created this world for a reason and if we closely observe nature, we would find that every thing and every one comes & goes on time.

The sun, moon, stars and planets continue their motion in specific orbits and in fixed times. Sun rises from east at fixed time on every day and then sets in the west. Similarly a child is born in this world and dies at its pre-destined time. If we follow the principles of God in our actions we will always be successful in life. The time is the most important factor of all. If we abide by it, we can never be penalized.

If one performs his/her activities in time the results will magnificently be fruitful. You must attend your school, office or business in time to make the most out of it. If you take your breakfast, lunch and dinner in time, you will have good health. If you reach your assignments in time, you will be rewarded. If you sleep and get up in time, it will enhance your ability to work effectively. THOSE WHO FOLLOW RELIGIOUSLY THE PRINCIPLES OF TIME & NATURE ALWAYS FEEL SATISFIED, CONTENT AND ABOVE ALL ARE VICTORIOUS & ARE SHOWERED WITH CHOICEST BLESSINGS BY THE ALMIGHTY WITHOUT HAVING TO ASK FOR THE SAME.

The worst sinners are those who do not value the importance of other peoples’ time as time is not unlimited in anybody's life whosoever he/she may be.

EVERYONE MUST REALISE THAT...

Time is the measure of life, time is an amaanah (trust), time is a gift from the Creator and its proper use will determine our outcome for eternity…...

That every moment that passes by is an opportunity gone, used or abused; never to return. Soon time will be up and we'll have to leave this physical world and give account for our lives.…..

The more we remind ourselves of the responsibility of the present the better we get at living the moment and the better we live the present moment the better the consequence for the future…..

Time that passes can never return, nor can it be compensated for, for time is irretrievable…...

“YOU MAY DELAY, BUT TIME WILL NOT.” ….. BENJAMIN FRANKLIN

Good Idea to Handle Criminals !

R.D. Bhardwaj “Noorpuri”

1. Madhya Pradesh Government has taken a very novel and wise decision in regard to the treatment to be meted out to a category of criminals. It has announced that boys found indulging in eve teasing shall not be issued driving licenses. Not only that, they would also not be issued passports, and many other government facilities and benefits etc. which are otherwise available to the citizens, shall be denied to such criminals. It is certainly a healthy decision and some perverted minds roaming about in society who take pride in indulging in such heinous activities, shall be inclined to think about the consequences of their acts before teasing the females and thereby making their lives difficult, besides inflicting mental and psychological bruises on their minds. State Police has also been told to prepare a data-base of such criminals which shall help them to deal with this category of criminals.

2. In this regard, I would also like to suggest that this kind of punishment and denial of some facilities etc. should not be limited to the eve-teasers only. There are thousands of such boys (and some men as well) who also indulge in chain snatching, pick-pocketing, and kidnapping, rapes and molestation cases etc. All these kinds of anti-social elements should be given such punishment, and if driving licenses have already been issued to them, their documents should be cancelled immediately after verifying the crime committed by them, and these should not allowed to be renewed for a period of at least two to three years, as such perverted minds cannot afford to commit such crimes and also run away in case they are not riding on a bike or driving a car etc. And in this manner, it shall become difficult for them to give practical shape to their dirty designs, which are so harmful to the members of fair-sex of the society.

3. Not only Madhya Pradesh, I think, most of the other states are also suffering due to such dirty activities of many such anti-social elements and vulnerable girls and women are targeted easily by them. Therefore, I would like to suggest that other state governments should also adopt such kinds of innovative methods to award punishment to such criminals. In Delhi, thousands of these kinds of cases are reported every day, particularly in new colonies like Dwarka. Hence, while I appreciate the Madhya Pradesh Government for taking a good decision for the safety of the females, I would like to request Mrs. Sheila Dikshit, Chief Minister of Delhi, to take efforts and make a law to this effect immediately, so that the females suffering from this kind of menace soon get some relief and Delhi becomes a safer place to live in. Delhi Police should also be advised to prepare a data-base of the elements indulging in thousands of such cases and show no mercy or leniency towards this kind of criminals.

4. And lastly, it should also be borne in mind that it is the constitutional duty of the state governments to take such punitive actions to make the lives of the criminals difficult and unbearable and that of the law abiding citizens - easier and comfortable. The remedial and corrective measures taken by the Government in this direction shall also go a long way in saving the young girls from the avoidable agony of physical pain and mental and psychological bruises caused to them by the uncivilized and anti-social elements of society, who take pride in playing with the modesty of girls and women.

Thanks for your VISITs
