She has done extensive research on the therapeutic and beneficial effects of Indian classical dance forms on the development of the mind and body of a girl child.

The main idea behind the festival is to bring together on one platform, children in the age group 5 to 18 to showcase their talent in dance, drama and music. During this festival, S.U.N.A.INA extends full hospitality to the guest artistes and makes sure that they are treated with full respect and cordiality. The age groups in this festival range from minor to senior – in the categories of solo, duet and group in all the classical dance styles, semi-classical and folk. The music competitions comprise rhythmic and melodic instrumental and vocal. The drama category will witness mono-acting and one act plays.

Launched only last year, BAL KALA UTSAV will see gifted children from Nasik, Pune, Nagpur, Mumbai, Chennai, Hyderabad, Aurangabad, Calcutta, Pondicherry, Salem, Gandhidham, Kutch, Surat, Chattisgarh, apart from Delhi and its suburbs Ghaziabad, Gurgaon and Noida. Children from far off Assam will also be exhibiting their talent.

Eminent artistes will also conduct workshops during the festival for the benefit of the children.

From a humble nonetheless very successful first year in 2011, Guru Smt. Kanaka Sudhakar, President of S.U.N.A.INA, is hopeful that one day this festival will gain even more popularity among aspiring youngsters to participate and gain recognition through this platform.

FDI in Retail has to come in Parliament - No Escape route available with the Government

Prembabu Sharma

The Government of India has been bound by the Foreign Exchange Management Act, 1999 (FEMA) to face willingly or unwillingly both the houses of Parliament on the issue of FDI in Multi Brand Retail, in its forthcoming session. Majority of political parties is demanding a discussion on its decision of allowing FDI in Retail and the Government is avoiding discussing the issue in Parliament on the pretext that notification of allowing FDI in Retail is an executive decision which need not to have approval of the Parliament. But now, there is no escape route available with the Government but to go to Parliament to place any amendment in Rules and Regulations of FEMA made by the Reserve Bank of India in both the houses of Parliament which have the powers to agree, disagree or seek modification in the amendment”-said Mr. Praveen Khandelwal,Secretary General of the Confederation of All India Traders (CAIT) at a Press Conference held today at New Delhi.

Mr. Naresh Sirohi, General Secretary, Bhartiya Kisan Morcha, Mr. Pradeep Sharma, Co-ordinator, Khudra FDI Virodhi Rashtriya Morcha, Mr.Saudan Singh and Mr. R. B. Singh Rajput of National Hawkers Federation, CAIT Delhi State President Mr. Narender Madan, National Secretary Mr.Ramesh Khanna, CAIT Delhi State Secretary General Mr. Vijay Pal, Shri Anil Gupta, Convenor, Bhariya Vitt Salahakar Samiti, Shri Ved Prakash Gupta, Convenor, MSME of the Morcha and other senior trade leaders were also present at the Press Conference.

It is remembered that in a petition filed in Supreme Court some time back, the apex Court has directed the Reserve Bank of India to amend the Rules and Regulations to allow implementation of the Policy. The next hearing of the said case has been fixed for 5th November.

Addressing the media, Mr. Anil Sharma, CA and Head of the research wing of CAIT said that as per the directions of the Hon’ble Supreme Court, the RBI has to amend the regulations but under section 48 of the FEMA, every rule or regulation made under this Act shall be laid, as soon as may be after it is made, before each House of Parliament, while it is in session for a total period of thirty days which may be comprised in one session or in two or more successive sessions and if, before the expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making any modification in the rule or regulation, or both Houses agree that the rule or regulation should not be made, the rule or regulation shall thereafter have effect only in such modified form or be of no effect, as the case may be so, however, that such modification or annulment shall be without prejudice to the validity of anything previously
done under that rule or regulation.

CAIT National President Mr. B. C. Bhartia said that The Foreign Exchange Management Act, 1999 (FEMA) was enacted with the object of facilitating external trade and payment and for promoting the orderly development and maintenance of foreign exchange market in India. It extends to whole of India. He further said that under this section 6 (3) of FEMA empowers the Reserve Bank to issue, modify or amend any rules or regulations pertaining to Foreign Direct Investment in India. He further said that in exercise of the powers conferred by clause (3) of article 77 of the Constitution, for the allocation of the business of the Government of India, the Government of India (Allocation of Business) Rules, 1961 have been framed. As per these Rules the business of the Government of India is allocated to Cabinet Secretariat and deemed to have been, allotted to the Prime Minister. The President may, on the advice of the Prime Minister, allocate the business
of the Government of India among Ministers by assigning one or more departments to the charge of a Minister.

The Department of Industrial Policy and Promotion in the Ministry of Commerce is allocated the business of direct foreign and non-resident investment in industrial and service projects excluding functions entrusted
to the Ministry of Overseas Indian Affairs. The DIPP can only deal with policy matters relating to foreign direct investments in industrial and service projects including multi brand retail trade as the legal provisions
for carrying out such activities in India are governed by FEMA and that can only be amended as provided in FEMA.

In the present set up the logical sequence of permitting FDI in multi brand retail trade is (a) Policy decision by DIPP (b) Amendments in Regulation governing FDI by RBI (c) Approval of both Houses of Parliament of amendment in Regulation framed under FEMA in terms of section 48 of the Act.

Both Mr. Bhartia and Mr. Khandelwal said that it is very clear from the above that though DIPP has taken a policy decision to allow FDI in multi brand retail trade but it can only be implemented after the next two processes are completed that is amendment in Regulations by RBI and approval of the amendment of  Regulations by both the houses of Parliament.

The CAIT has appealed the Reserve Bank of India and Government of India that before presenting the same to Parliament, wide publicity of the amendment in regulations to allow FDI in Multi Brand Retail so that the stakeholders can convey their views to Members of Parliament.

In the meanwhile, the CAIT has decided to meet Leader of Opposition in both houses of the Parliament and senior leaders of all national and regional political parties to apprise them of the factual position so that a structured debate can be held on the issue as and when it is presented in Parliament in its forthcoming session by the Government. A CAIT delegation will also meet UPA Chairperson Smt. Sonia Gandhi to apprise her about the concerns of the stakeholders which has been ignored by the Government.

East Bengal are favourites to win I-League: Clifford Miranda

Debayan Mukherjee

Clifford Miranda has been a part of the Dempo SC nucleus for long. Ahead of their crucial I-League encounter against East Bengal, Clifford rubbishes talks of ‘revenge’ being on Dempo’s minds. Branding East Bengal as the favourites to win this season’s I-League, Clifford spoke at length to www.the-aiff.com about the start, missing Ranti Martins, the other contenders for the title and much more. EXCERPTS:

Clifford Miranda (R) and Sanju Pradhan
The new season doesn’t have something new in store as Dempo have been unstoppable so far.
(Laughs) It’s very important to start the season on a high. We have been late starters before but as we did last season, we are off to a good start. No doubt, it’s a very positive sign. It gives you the right kind of impetus to surge forward. It’s a Marathon League and you need that kick from the word go. I am glad we got that especially after a lost a couple of important players in the transfer window this summer.

How is life without Ranti Martins?
He is a goal machine, a natural goalscorer. It would be wrong to say we don’t miss him though we are playing well as a unit. He was an integral part of the team and his contribution to the club can never be demeaned. On behalf of Dempo I wish him all the luck for the future. He was a real asset.

Is the sixth League crown achievable this season itself?
We have won the League five times and every time the job gets tougher. Churchill Brothers and East Bengal are real title contenders this season. So it’s all the more challenging to defend the title this season. But that’s what gets us going — competition.

Do you label Dempo’s next match against East Bengal as a ‘grudge-match?’
Not at all! There is no animosity. There are a great side and I have immense respect for their coach Trevor Morgan. I admire him. Honestly, I believe they stay the favourites to win the title this time. Rivalry is not a big issue. We need to remember that in a Marathon League, one loss or a win won’t win any the title.

As an established member of the Senior Indian National side, what do you make of Pailan Arrows’ form this season so far?
The Arrows have been a great initiative by All India Football Federation. The AIFF needs to be lauded for putting up a team to play in the I-League. The initiative has produced so many young players who now play for Big Clubs and the National Team. The brand of football Pailan are playing under Arthur Papas is beautiful. They played a friendly with the Indian Senior Team before the Nehru Cup and I was very much impressed by their game.

Drastically Reduce your Electricity Bill with These 5 Tips!

Ethan Johnson

Electricity not only is one of the most important utilities, it is also one of the most expensive. Is your electricity bill emptying your pockets each month?

Start saving money now with these 5 easy-to-implement tips:

1. Use LED or fluorescent light bulbs.
One LED light bulb is equal to about 25 traditional light bulbs. They may cost more than a traditional bulb, but you will save a lot of money in the long run. Fluorescent light bulbs are another alternative. Not only are they cost-effective, but also better for the environment.

2. Cover Your Windows
The winter months are quickly approaching. One of the easiest ways to keep your house warm and cozy without adjusting the thermostat is to cover your windows with a clear plastic sheet and tape it inside of your window frame. This will keep the heat in, and the cold out!

3. Wash Clothes with Cold Water
Did you know that washing your clothes in cold water saves energy? Today’s laundry detergents are even made to work with cold water.

4. Turn Off the Lights
We’ve all made the mistake before: leaving the lights on when leaving a room. One tip to help your family or your housemates remember to turn off the lights when they leave the room is to have an “electricity jar.” Every time you catch someone leave a room without turning off the lights, make them donate a quarter or dollar to the jar. That oughtta break the habit pretty quickly!

5. Don’t Charge Your Phone Overnight
Charging cell phones, and even tablets or MP3 players overnight is a big culprit of using unnecessary electricity. Most of these devices only need a few hours until they reach a complete charge. Instead of charging while you’re sleeping, make a habit of charging your electronics during your morning routine, while you’re making dinner or during other short activities.

Artspeaks India’s Tryst with artist Puja Kshatriya’s homecoming exhibition

Prembabu Sharma

Pursuing her passion for the arts over the last forty years, Puja has earned great admiration and accolades for her work, with exhibitions in Dubai, London and Singapore amongst others.

Looking forward to her upcoming solo exhibition to be held in Delhi, scheduled to open on November 03, 2012, Puja says,“Strength and power are often wrongly perceived; those who appear frail, may in fact be resolutely strong. “Wars,” as it is has been said, “are not always won
or lost on the battlefield, but often in the mind”. This series called 'Pause and Play' explores the power of mind and how we can we achieve inner strength by detaching ourselves.”

Renowned for its exceptional quality of art and focused vision of promoting visual art forms in India, Artspeaks India is the proud organiser of the show. Providing an insight into the exhibition,
Ashwini Bahadur, founder, Artspeaks India, says, “We have always strived to showcase high quality art for art lovers, with the objective of creating an interface between Indian contemporary art & its various interpretations to the viewer. Puja Kshatriya’s works speak for themselves. The artist may have her own vision and interpretation, yet the works allow the viewer to indulge in their
imagination and interpret the works differently”

Comprising of 11 canvases, 'Pause & Play', presents a unique interplay of monochromatic figures, emphasizing the dual nature and complexities of our relationships. Headless figures, amputated or shifted limbs add an element of surrealism and the deconstruction and repetition of images has produced some interesting works. It is almost like looking through a kaleidoscope, where forms join together and then melt away.

To quote 'Henry Ward Beecher,' “Every artist dips his own brush in his soul and paints his own nature into his picture”. In a similar manner, Puja with her personal artistic evolution endeavors to evolve her own language. The essence of life lies in simplification which can only be achieved by destroying our erstwhile held ideas and thoughts. This deconstruction will liberate us and empower us to reconstruct and rewrite our lives." - Dr. Alka Pande

Departing from the traditional style of painting, Puja uses the blade scraping technique, where in two-three layers of oil colours are applied and then blade is used to bring out the forms. The pressure while scraping is varied. This technique gives a sculptural effect to the figures.

The exhibition begins on 3rd, November, at Shridharani Gallery, Triveni Kala Sangam. The works will remain on display until 12 th November, 2012, from 11 am to 7pm, including Sundays.

INDIAN POLICE/ INTELLIGENCE AGENCIES “INFORMERS”

Rajendra Dhar
POLICE WATCH INDIA (Regd. NGO).

It is a well known fact that the Present Breed of Informers being Relied upon by the POLICE & INTELLIGENCE AGENCIES IN INDIA are, with a miniscule exception, guilty of various category of Crimes ranging from Petty Crimes to Heinous Ones.

If Today Free, Frank and Honest Dossiers of the Informers presently being relied upon by the Police/Intelligence Agencies are prepared, anybody can prove the authenticity of what has been stated in Para 1 above without even batting an eyelid.

Majority of these so-called Informers are from Socially and Economically Weaker Sections of the Society. Almost all of the so-called Informers become Informers for a Variety of Selfish Reasons like, the Police turning a blind eye to their illegal activities such as extortion (both for themselves and the errant & corrupt police personnel), bossing/lording around in their locality, collecting Haftas and/or Dailies from Pavement Squatters, Encroachers etc. on behalf of the Errant & Corrupt Police Personnel.

Hawkers/Rehriwallahs also become so-called Informers for getting the patronage of the Police Personnel to Peddle their Wares at a place of their choice and or increase the size of their phatta/rehri etc. which may have been permitted by some Court of Law (of course for a price).
MANY PROPERTY DEALERS-CUM-BUILDERS ALSO BECOME SO-CALLED INFORMERS/CIVIL WARDENS AS IT BECOMES EASIER FOR HIM TO PURSUE THEIR ILLEGAL ACTIVITY OF UNAUTHORIZED CONSTRUCTION.

There is a Civil Warden of Delhi Police who has become a Billionaire after he become a Civil Warden (a pauper before that) and even today he is the biggest black marketer of Rationed Kerosene Oil. So on and so forth.

Not only this, almost all of the so-called Informers indulge in Double Cross as only money matters.
The Travesty unfortunately is that the Errant & Corrupt Police Personnel also Act as Informers of the So-Called Informers, of course for ill-gotten pecuniary benefits.

IT IS HIGH TIME THAT INDIAN POLICE AND INTELLIGENCE AGENCIES SHOULD REALISE IN PRACTICE) THAT POLICING AND INTELLIGENCE NEEDS TO BE REALLY MODERNISED AS WELL AS REGULARLY UPDATED, AT LEAST ONE STEP AHEAD OF THE LAW BREAKERS, KEEPING IN MIND THE HARD CORE REALITY THAT CRIME AND CRIMINALS OF ALL HUE AND NATURE HAVE/ARE BECOMING HI-TECH. THOSE WHO IGNORE THIS REALITY EVENTUALLY WILL ALSO SUFFER AND PAY THE PRICE. APART FROM TRAINING THERE ARE MANY X, Y, & Z FACTORS WHICH MAKE A INTELLIGENCE NETWORK RELIABLE. (Realising just in Theory, Discussing in Meetings, Making Speeches etc. are of No Consequence whatsoever as it is ultimately the outcome in practice that really matters).

For a corruption FREE INDIA ...

Delhi Lokayukta

Aims and objective of the Organisation

The institution of Lokayukta has been set up to inquire into the allegations against Public Functionaries in the National Capital Territory of Delhi and for matters connected therewith.

Mission/Vision
The mission of the Institution of Lokayukta is as under:-
To eradicate the vice of corruption, favouritism, abuse of position & power among the public functionaries.
To improve efficiency & to present correct image of the top public functionaries;and To promote fairness and honesty.

Wake up call by Justice Sarin
The present Lokayukta of National capital Territory of Delhi, Justice Manmohan Sarin assumed charge in November, 2008. Justice Sarin at the outset acknowledges that despite the institution being in existence for over 10 years, it has remained under utilized.

The statute envisages a significant role for the Lokayukta in the crusade against corruption in polity and public life. This needs to be fulfilled. One of the factors for under utilization is the lack of awareness of the existence of the institution of Loakyukta, its functions and utility.
It is necessary for the public at large to know about the existence, constitution and working of this institution for redressal of their complaints / grievances against highly placed Public Functionaries. The nature of complaint and grievances which can be entertained by the Lokayukta needs to be widely known, namely corruption, misuse of authority, nepotism and wrong doings of Public Functionaries. Further, the Lokayukta can also make recommendations with regard to procedures and practices which breed corruption or maladministration. The complainant and/or citizen coming forward must feel reassured that an independent authority would examine and deal with his complaint / grievance swiftly and fairly and make the recommendation to the Competent Authority. ...

Knowledge & Storytelling Session by Bookling at Sri VIS

“The things I want to know are in books; my best friend is the man who'll get me a book I ain't read.” - Abraham Lincoln

To expand the circumference of knowledge the Sri Venkateshwarites had a Book Reading and Knowledge session in the school auditorium on October 9, 2012 organised by Bookling. The day started with an interactive knowledge session by Mr. Arjun Narang a budding theatre artist and a voracious reader. He initiated the session with some visual stimulation tapping the grey cells of the young learners.

Storytelling can encourage students to explore their unique expressions and can heighten a student’s ability to communicate his thoughts and feelings in an articulate and lucid manner which was visible when Mr. Arjun narrated the story with voice modulation and theatrical skills. There was rapt attention in the auditorium leaving the little ones awestruck.

The communicative session acted as a bridge between readers and the information in form of books to drift them towards the world of reading to an elevated level. The school tries its level best to provide the maximum opportunities to the readers with its well equipped library having a variety of books and stimulating activities like the above mentioned so that maximum students can turn into active and potential readers.

Poor Maintenance in Dwarka

Dear Mr Solanki,

Though I have not received an acknowledgement to my mails below but yet again I am reminding you to please have for the following attended to, rectified immediately “ON PRIORITY” basis please, your personal indulgence will help:-

1. INADEQUATE WATER SUPPLY.

2. DESPITE MY REPEATED REQUESTS TO YOU THROUGH E-MAIL AND PERSONAL DISCUSSION AND DESPITE YOUR PROMISE , IT IS OVER A MONTH NO REPAIR OF THE PEDESTRIAN WALK OVER STORM DRAIN BETWEEN PLOT 12 TO PLOT 17 IN SECT 7 ALONG ROAD 202 AND BETWEEN ROAD 202 AND SIDE ROAD PASSING FROM PLOT 12 TO PLOT 17. THE REPAIR IS FOLLOWING KINDS;-

I) SLABS HAVE BEEN STOLEN AND ARE BEING STOLEN SYSTEMATICALLY EVERY DAY BY SOME DESIGN.

II) DUE TO MISSING SLABS THERE ARE SOME BLIND SPOT WHICH ARE LIFE THREATENING AMD CAUSE INJURY TO THE WALKER. THIS WALK IS IMPORTANT AS WALKING ON THE MAIN ROAD OR THE SIDE ROAD CANNOT BE USED DUE TO HEAVY TRAFFIC.

III) SINCE STORM DRAIN HAS NUMBER OF OPENINGS, AND DRAIN HAS NOT BEEN CLEANED FOR THE LAST 2 YEARS, FOUL SMELL IS COMING FROM THE GAPS.

IV) AFTER I SPOKE TO YOU LAST, ONLY THREE BIG SLABS WERE PUT ON BLIND GAP NEAR PLOT 13 CORNER AND ALL THREE SLABS HAVE GONE MISSING BECAUSE THESE WERE NOT FIXED BUT JUS THROWN AND KEPT LOOSE.

V) I WONDER WHY CAN’T DDA USE THE KOTA STONE OR PERFORATED ONES. WHEREVER THIS KIND OF SLABS ARE USED GENERALLY THEY ARE NOT TOUCHED.

VI) TALL GRASS ON BOTH SIDE OF THE SIDE ROAD CONNECTING PLOT 13-19 SECTOR 7 IS ALSO CAUSE FOR THE THEFT OF SLABS. HORTICULTURE SAYS THIS IS NOT THEIR RESPONSIBILITY.

3. ALONG ROAD 202 ON THE SECTOR 8 SIDE NEXT TO NATIONAL MALARIA INSTITUTE THERE A GARBAGE DUM RIGHT NEXT TO THE ROAD 202 WHERE DDA HAS PUT A SIGNAGE WARNING NOT

THROW GARBAGE THERE. IN FACT PEOPLE HAVE STARTED THROWING GARBAGE THERE AFTER THIS SIGN BOARD WAS INSTALLED.

4. PRIOR TO THIS MCD AND OTHER HAVE BEEN UNLOADING THE GARBAGE AND FILTH IN THE OPEN DRAIN RIGHT BEHIND AND NEXT TO THIS GARBAGE DUMP.

5. IN FACT THERE IS A BREAK IN THE SIDE ROAD CONNECTING NATIONAL MALARIA RESEARCH INSTITUTE AND QUEEN VALLEY SCHOOL ALONG ROAD 202 BECAUSE OF THIS DRAIN. ABOUT 5 YEARS BACK WE HAD ADDRESSED A LETTER TO HON’BLE LG REQUESTING TO TREAT THIS AREA AS PART OF DWARKA SUB CITY. THERE WAS SOME WORK PUT BUT NOTHING MUCH HAPPENED AND WE PERFORCE HAD FILE AN RTI APPLICATION TO GET KNOW THE STATE OF THE BRIDGE. WE WERE INFORMED THAT CONTRACT HAS ALREADY BEEN AWARDED AND WORK WOULD START SHORTLY BUT EVER AFTER 5 YEARS NOTHING HAPPENED.

6. RIGHT NEXT TO PLOT 13 ALONG THE SIDE ROAD CONNECTING PLOT 12-13-GAP-14-15-16-17, THERE IS POSSIBLY WATER PIPE LINE PASSING AND A REGULATOR SEEMS TO TO BE LOCATED NEXT TO PLOT 13 CORNER TOWARDS PLOT 14 WHICH IS LYING OPEN FOR THE LAST MANY MONTHS. THIS GAP BESIDES BEING BLIND AND FILLED WITH THE GARBAGE, THE RGULATOR CAN ALSO BE TAMPERED.

7. I HAD ALSO REQUESTED YOU A FEW MONTH BACK TO HAVE A COVER PUT ON OPEN MAN HOLE WHICH HAS BEEN THERE FOR THE LAST ONE YEAR IN SECT 9 PLOT 4 ON THE PEDESTRIAN WALK BUT THE SAME HAS NOT BEEN COVERED.

I WOULD APPRECIATE IF THE ABOVE ARE ATTENDED TO/RECTIFIED. I WOULD ALSO SPEAK TO YOU ON TELEPHONE also AND IF IT IS NOT INCONVENIENT, I AM ON LEAVE TOMORROW IF SOME OF RESPONSIBLE ENGINEER CAN VISIT THE AREA. I CAN MEET HIM IN THE AREA.
REGARDS.
