Appositely describing the relationship shared between the Bench and the Bar in achieving the Constitutional objective of the administration of justice, Hon’ble Justice V.R. Krishna Iyer (Retd.) observed: ‘The Bench without the Bar is as bankrupt in the delivery of justice as the Bar without an intelligent, impartial independent Bench to hear and decide.’ An equally important facet, albeit sadly overlooked, is the relationship which such members of the Bar share inter se. It was in the said circumstances that a strong need for forming an association of the members of the Bar was first felt. It was hoped that forming an association would make the Bar a formidable institution in itself which could take proper care of the needs and welfare of its members and that of the Court premises wherein they practice. The same was expected of the Dwarka Court Bar Association as well when it was formed. However, I feel, and you would concur, that much still remains to be done for the Dwarka Court Complex and the members of the said Bar Association despite its existence for the past many years.
Presently, hoards of problems like the lack of basic amenities and infrastructure abound in our Court complex. Be it the lack of cleanliness in toilets, insufficient arrangement for surveillance and security within the Court and chamber premises, dearth of sufficient reference books in the library, etc., the situation, indeed, is very grim. The challenges faced by us, which impede the realisation of the vision which we hold dearly for the Dwarka Court Complex, are many. Mainly, it is the lack of proper infrastructure and that of able leadership. Some objectives, unidentified until now, which needs to be achieved on a priority basis are:-
* Ensuring complete cleanliness and hygiene within the Dwarka Court Complex.
* Enhancing the pecuniary jurisdiction of the District Courts.
*Creating more avenues of work by making an endeavour to bring tribunals and quasi judicial bodies like the Consumer Forums, Debt Recovery Tribunal, etc., to operate from the Dwarka Court premises.
* Ensuring the division of Delhi into 9 Sessions divisions in furtherance of the Order of the Hon’ble Delhi High Court in W.P. (C) No. 3408 of 2012.
*Organising seminars and conferences on topics of legal importance on a regular basis.
* Setting up a fully functional medical dispensary with the availability of a gynaecologist and other specialists on designated days of the week.
* Setting up a Railway reservation counter.
* Representing before the DTC for easy access of buses from/to the Dwarka Court Complex.
* Creating sufficient parking facility within the Court premises with the availability of parking attendants.
* Supplementing the existing library with new reference books, reports, journals etc.
* Making the Dwarka Court Complex a completely Wi-Fi zone and also enhancing the capacity of the present E- Library by installing more computer terminals and softwares.
* Setting up a ‘Young Advocate Training Programme’ wherein members with less than 5 years of experience are imparted with the basic nuances of legal practice and professional ethics by leading and experienced members of the bar.
Having been actively involved with the Dwarka Court since its inception, I deem it as only my obligation towards the said Court and you, the esteemed member of the Dwarka Court Bar Association, to take up on myself the solemn duty to achieve the objectives cited herein above. It is with the said realisation that I am contesting the oncoming elections of the Dwarka Court Bar Association for the post of its ‘Hony. Sercretary’ and hereby earnestly seek your valuable support for the same.

In the year 2006 we approached Delhi High Court and succeeded in the allotment of additional plot 6172 sq. mtrs. For additional lawyer chambers for future. The cost of the plot is Rs. 3,22,970,25 has been deposited recently by the govt. to D.D.A.
Recently PIL was filed for creation of 9 separate sessions divisions in Delhi and the Hon’ble High Court of Delhi directed the Govt. of Delhi directed the Govt of NCT of Delhi to create 9 session divisions before 31st August,2012 by giving notification.
After creation of 9 session divisions many police station which are presently within the jurisdiction of Saket Court complex and Tis Hazari Court complex will be shifted to Dwarka Court.
Presently, the pecuniary jurisdiction of District court in Civil cases is only up to Rs. 20 lakh which should be enhanced to a reasonable limit may be 5 crores. Even the cost of one room in Delhi is more than 20 lakh so all the cases pertaining to property matters fall under the jurisdiction of High Court. As a result High Court is heavily burdened the disposable rate of property matters are very poor.
We will give a representation to the High Court to enhance pecuniary jurisdiction of District Court so that cases may be decided fastly. An RTI reply states that only
3,115 cases are pending in Dwarka court cases upto 31st March, 2012 while the number of advocates are 6,000.
After the bifurcation of the district courts Govt. has created sufficient infrastructure for the judiciary for lower court. Dwarka Court complex having deserted look after 12 O’clock because no. of cases are very less compare to no. of advocates at the same time Govt. is paying a rent for DRT & DRAT which are running from the Pvt accommodation as well as many tribunals commissions and forums are scattered through out Delhi in my view all these tribunals commissions and forum should be shifted in the respective court complexes for the convenience of litigants and advocates.
There is no welfare scheme for the young lawyers. The Govt. should seriously think to provide, health and medical insurance for the young members of bar and also stipend for supporting the newly entrants in this profession for establishing their practice.
Dwarka Bar Court Association’s election will be held on 27th July between 10 a.m. to 5 p.m.
Election will be held for eleven posts as follows: President, Vice President, Hony. Secretary, Addl. Secretary, Treasurer, Member Library, Lady Member Executive, 4 Member Executives etc.
More than sixty candidates are contesting this time.
