आज फिल्मों में किस सीन का होना एक समान्य सी बात हैं। कई निर्माताओं के लिए तो किस सीन्स ही फिल्म का अहम हिस्सा होता है, किन्तु इस सबसे हटकर फिल्म ‘कोई है अपना’ की तारिका नैना का कहना है कि ‘वे किस नही करना चाहती हैं आखिर इसकी कोई खास वजह ? तो जबाव था कि हमारे समाज में आज भी किस सीन्स को पचा नही पाते है। इन दिनों नैना अपनी इस फिल्म को करने में व्यस्त है। वे सिंगल हैं और किसी के साथ डेट नहीं कर रहीं। निर्देशक रामगोपाल माली के बारे में नैना ने कहा कि ’वह एक बेहतरीन इंसान हैं और मेरे अच्छे दोस्त हैं। नैना कहती है कि फिल्म कोई है अपना से उनको काफी आशाऐं है। निर्माता भरत गिरी व निर्देशक राम गोपाल माली की कोई है अपना की कहानी समर्पण व प्रतिशोध पर आधारित है। नैना कहती है कि फिल्म मैं मैंने अंजली के किरदार को निभाया है यह अपने आप में चुनौतीपूर्ण किरदार है फिल्म की कहानी के अनुसारं नैना को अनेक परेशानियों जूझना पडता है इस सबके बाद भी वह अपने प्रेमी धरम का साथ देती है।

The WHO Framework Convention on Tobacco Control is the theme of this year's World No Tobacco Day marked on 31 May 2011.

Effective Implementation of the Framework Convention on Tobacco Control
The World Health Organization Framework Convention on Tobacco Control (FCTC) represents the first coordinated global effort to reduce tobacco use and it is the first public health treaty negotiated under the World Health Organization. The FCTC entered into force on February 27, 2005 and requires Parties to implement evidence-based measures to reduce tobacco use and exposure to tobacco smoke. When effectively implemented, the FCTC is a fundamental international tool to reduce the devastating global consequences of tobacco products on health, lives and economies. With 173 Parties as of May 2011, the FCTC is one of the most widely adopted treaties in the United Nations system.
Introduction to FCTC Articles and their Implementing Guidelines
The FCTC is a legally binding treaty that provides a broad framework of obligations and rights to Parties to implement various tobacco control measures.
The objective of the FCTC is "to protect present and future generations from the devastating health, social, environmental and economic consequences of tobacco consumption and exposure to tobacco smoke by providing a framework for tobacco control measures to be implemented by the Parties at the national, regional and international levels to reduce continually and substantially the prevalence of tobacco use and exposure to tobacco smoke" (FCTC Article 3). Parties are encouraged to implement measures beyond those required by the FCTC (FCTC Article 2.1).
The FCTC is supplemented by other instruments. To date, Parties to the FCTC have adopted implementing guidelines with respect to such issues as tobacco industry interference, smoke free environments, packaging and labeling, and advertising promotion and sponsorship, among others. The Parties also are negotiating a protocol to the FCTC to eliminate illicit trade of tobacco products. The implementing guidelines to the FCTC contain principles, definitions, and key legislative elements the Parties agree are necessary to provide effective implementation or increase the effectiveness of the measures contained in the treaty. Adopted by consensus, the guidelines were developed to assist Parties to meet their FCTC obligations. The guidelines are based on the strongest and most widely-accepted scientific, health, and engineering evidence and, in some instances, on Parties’ experiences.
Parties to the FCTC have a legal obligation to perform their treaty obligations in good faith, in accordance with Article 26 of the Vienna Convention on the Law of Treaties. The guidelines are a subsequent agreement between the Parties and must be taken into account in interpreting the scope and content of Parties’ obligations, in accordance with Article 31 of the Vienna Convention. While not necessarily binding as independent legal instruments, the exact binding nature of the guidelines depends on the specific terms of each guideline, which is outside the scope of this fact sheet.
Incorporating the Guidelines into domestic legislation will provide for effective legislation required by the FCTC, minimize loopholes, and facilitate proper implementation of legal requirements.
India Tobacco Policy Status
SMOKE‐FREE ENVIRONMENTS: India has a national ban on smoking in indoor workplaces and public places. Hotels with more than 30 rooms, and restaurants and bars with a seating capacity of over 30 people are allowed to have designated smoking rooms. Enforcement and compliance levels vary by state and city. Enforcement and compliance levels vary by state and city.
BANS ON ADVERTISING, PROMOTION AND SPONSORSHIP: Tobacco advertising is banned in major media formats, and there are some restrictions on advertising at point of sale. However, size and advertising content restrictions at the point‐of‐sale are not enforced. Bans on indirect forms of tobacco marketing are also evaded.
HEALTH WARNINGS ON TOBACCO PACKAGES: Current graphic images are weak and do not convey the harms of tobacco use. Health warnings have been found printed on the back of the pack instead of the front as required and have been a smaller size the than the required 40% of the front principal display area. In March 2010, the government approved a new pictorial warning label but implementation has been delayed.
TOBACCO TAXATION AND PRICE: Tobacco taxes on cigarettes are low. The majority of tobacco products consumed in India are non‐cigarette varieties, such as bidis and smokeless products. These products are priced low. Bidis are taxed at lower rates than cigarettes and in some cases escape taxes altogether.

Update on Joint Committee Meeting...
Today’s meeting was quite disastrous. It started with Anna demanding more frequent meetings as the progress had been quite slow till now. Anna also said that the government had been postponing discussions on even simple issues so far. At this rate, the meetings would continue indefinitely.
Broadly, the government disagreed on almost everything:
- Government said – “Prime Minister should not be covered under Lokpal.” We were shocked to hear that because in the draft bill prepared by the government in January this year, PM was covered, though with some exceptions. Today, they wanted PM to be completely out of Lokpal’s investigations. This was shocking for us. They said that if any enquiry starts against the PM, the PM would lose all authority to govern and take decisions. Prashant Bhushan reminded that in Bofors case also, the then PM was under scanner. But that did not deter him from taking decisions. Mr Chidambaram said that the PM’s position would be weakened if there were allegations against him every other day. He was reminded that an unsubstantiated complaint would not be entertained. A seven member bench of Lokpal would first hear that complaint and decide whether there was an adequate prima facie evidence against the PM. If there were none, the complaint would be dismissed. However, government did not agree.
- Government said – “Judiciary would be out of Lokpal.” We reminded them that all that we were asking for was power to a seven member bench of Lokpal to decide whether an FIR should be registered against a judge or not. Today, only Chief Justice of India has the power to give that permission. And despite so much evidence against so many judges in public domain, permission had been given only in one case in the last 20 years. In the meeting held on 7th May, Prashant Bhushan had even told Mr Chidambaram how Mr Chidambaram himself had sought permission to register FIR against Justice Sen Gupta of Kolkatta High Court. Permission was sought from the then Chief Justice of India, Justice Venkatachaliah, who is very well known for his integrity. However, even Justice Venkatachaliah did not give permission. Was the evidence against Justice Sen Gupta strong enough? The strength of the evidence can be gauged from the fact that Justice Sen Gupta was raided and arrested soon after he retired because after retirement, permission of CJI was not required.
- However, the government did not agree saying it would compromise the independence of judiciary. We said that the independence of judiciary was compromised under the present system which was encouraging corruption. Government said that judiciary should be dealt under Judicial Standards and Accountability Bill, which was pending in Parliament. We told them that the said Bill was very bad and would end up protecting corrupt judges rather than punishing them. Also, interestingly, the said Bill does not even talk of punishing and prosecuting “corruption” of judges. It only talks of enquiring against their “Misbehaviour”. The government said that they would include corruption also in the said bill. Then we said, if you want to include judiciary’s corruption in that bill, let this committee decide on drafting that Bill also. To that they refused. They said – you give your suggestions and we will recommend them to the Standing committee. This means that the government wants to include judiciary in a weak and ineffective Bill and does not want their corruption to be dealt through a strong and effective mechanism.
- MPs bribery inside Parliament will not be covered – If a MP takes bribe to vote or ask questions in Parliament, which would not be covered under Lokpal. Only his conduct outside will be covered. What does an MP do outside Parliament? Just recommend projects out of his Constituency fund. There too, he merely recommends and the project is executed by the officers. Therefore, effectively, all MPs would be outside the purview of Lokpal. Purchase and sale of MPs is endangering the very foundations of our democracy. They may be purchased not just by other parties but could be purchased by other countries or corporates. Therefore, in order to save our democracy, it is extremely important that this is covered under Lokpal. However, the Government said that the Parliament should be allowed to do “self regulation”. We told them that this self regulation had not worked and their corruption should be investigated by some independent body. They simply refused.
- All officers will not be covered under Lokpal : Only Joint Secretary and above will be covered. Who will deal with corruption at levels below that? They said that the existing system would continue. But the existing system was not working. They had no answers. We said that the common man wants an answer to corruption in his day to day life – bad roads, corruption in PDS etc. Who will deal with it? We said that the whole country had risen against corruption to seek solutions to corruption at all levels.
- CBI, CVC and departmental vigilance will not be merged in Lokpal: Government said that let all these agencies continue. Let Lokpal have its own machinery. But why does the government want to keep a CBI under its own control? It appears that the Prime Minister does not want to be investigated by an independent body but will get himself investigated by CBI, which is directly under his own control. Also, CBI has been misused by every successive government to arm twist politically inconvenient opponents. Government perhaps wants to continue doing that.
- Public Grievances: Government agreed to the concept of citizens charter and that violation of citizens charter would be deemed to be corruption at some stage of upscaling of a grievance.
Justice Santosh Hegde asked the government – “Then who is covered under Lokpal? And what is the purpose of creating such a Lokpal?”
Effectively, the Lokpal would have jurisdiction only on Joint Secretary and above officers but not on the PM. There would be around 2000 such odd officers in Government of India. Are we creating Lokpal for investigating corruption of such a few officers? Was this the purpose of such a big anti-corruption movement in India?
Definitely government’s intentions are suspect. Please prepare yourself for the next huge movement in the country. We will go to the next few meetings. We will try our best, till the last moment, to persuade the government to agree to a strong and effective Lokpal Bill. But if the government disagrees, we should be ready to take to the streets.

Rahul Dev releases anti–tobacco poster
On the eve of World No–Tobacco Day, noted model–turned–actor Rahul Dev released an anti–tobacco poster at a function organized by Heart Care Foundation of India jointly with World Fellowship of Religions.
Addressing the gathering, Mr. Rahul Dev appealed to all smokers to quit smoking as it invariably leads to heart attack, paralysis, COPD, cancer, erectile dysfunction and premature aging.
Mr. Dev further said that the international awareness campaign that long–term smoking leads to erectile dysfunction in men and premature wrinkles on the face in women has been successful in the west as no men or women would like to lose their manhood or womanhood just because of smoking.
Padma Shri & Dr. B.C. Roy National Awardee Dr. KK Aggarwal and President, Heart Care Foundation of India, said that smoking and health cannot stay together. One cigarette reduces life by six minutes.
Smoking is responsible practically for all types of cancers. Tobacco chewing leads to oral cancer and tobacco smoking leads to lung cancer and other types of cancers. Even passive smoking is as bad as active smoking. Everybody should make an effort not to live or breathe in a smoking atmosphere.

Tales of lust and sleaze

Dominique Strauss-Kahn is not the first high-profile person to face charges of sexual misconduct, nor shall he be the last.
No matter what people may say, most of us are interested in tales of sleaze, lust and illicit sex. But the important thing for the person indulging in either sleaze or illicit sex or both is to remain discreet and within limits. Dominique Strauss-Kahn, who has had to resign as managing director of the IMF after being accused of and arrested for attempting to rape a maid in a posh Manhattan hotel, has a long history of such deeds. He is currently on bail.
Ms Tristane Banon, the 31-year-old god-daughter of Strauss-Kahn’s second wife Brigitte Guillemette, claims he attacked her almost similarly during a television interview when she was a trainee journalist. Strauss-Kahn, then an Opposition leader in France, had offered her an interview in a studio apartment in Paris. She was 22 at the time of the incident and was persuaded by her mother, a regional councillor in the Socialist Party and friend of the Strauss-Kahn family, not to take any action. “At the time there was absolutely no doubt that it had happened. My error at the time was to think that it was a moment when he went off the rails,” recalls Ms Banon’s mother

Sex workers are available at every nook and corner in American and European cities. Had Strauss-Kahn been found in their company, he could have got away as it would be consensual sex and not attempted rape as in the present case. Yet, that would not have discounted the fact that ethics, values and morals are vital for those holding important positions, for instance the top job at the IMF. But Strauss-Kahn is not the first high-profile person — nor will he be the last — to be charged with sexual misdemeanour. Others have gone down this road before, including several Presidents of the US and powerful people in other countries.
Mr Bill Clinton is only the latest US President to be impeached for lying under oath over his affair with a White House intern, Ms Monica Lewinsky. Other American Presidents who are guilty of extra-marital sex include Thomas Jefferson: This has been been confirmed through DNA testing on his descendants in 1998. A later study by the Thomas Jefferson Foundation came to the same conclusion — he had fathered a child out of wedlock.
Before Grover Cleveland became the President of America, a store clerk, Maria Halpin, named him as the father of her illegitimate son. Cleveland didn’t dispute the charge, and the child was quietly adopted. Similar allegations were made against Presidents John F Kennedy, Lyndon B Johnson and Franklin D Roosevelt.
Indian politicians tend to keep things under wraps. The media, even if it gets a whiff of sexual escapades by politicians and the high and mighty, tens to play it safe to avoid charges of libel. But sometimes nasty stories do get out into the public domain. A Governor of Andhra Pradesh was caught on a hidden camera in his Raj Bhawan bed with three women. The tape was telecast by a Telugu channel. The Andhra Pradesh High Court subsequently restrained the channel from showing the tape. As it happens in most such cases in India, nobody confesses to his or her involvement. So also with this case: The incident was denied. But it led to the resignation of the Governor who is now involved in a paternity suit — a young man has claimed that he is his biological father. Sex scandals involving senior politicians have been reported from many States.
Amarmani Tripathi, erstwhile Cabinet Minister in Uttar Pradesh, was arrested in September 2003 in connection with the death of poetess Madhumita Shukla with whom he allegedly had an affair and who was brutally murdered. Investigations revealed that she was pregnant and the DNA of the foetus matched that of Tripathi. The Supreme Court rejected his bail plea; he is currently in jail, sentenced to life imprisonment. There are such other examples. Uttarakhand’s Revenue Minister Harak Singh Rawat had to resign in 2003 amid allegations of his ‘links’ with an unwed mother. Opposition members had raised the issue of his alleged affair with the Assamese woman who later gave birth to a child.
Charlatans posing as swamis have also been charged with sexual assault. For example, Sun TV telecast a tape showing a Karnataka-based godman in a compromising position with a Tamil actress. Swamis are supposed to lead the life of a celibate or a brahmachari. They are not expected to indulge in worldly pleasures. They are expected to follow high standards of moral integrity. But some of them are exposed for what they are.
Had Strauss-Kahn, or any other foreign dignitary, had committed a similar deed as the former IMF chief has been charged with while visiting India, nothing would have happened. The hosts would have flatly denied the occurrence of such an incident and charged the person levelling the allegation with trying to ruin a person’s reputation. The same argument would have been proffered if a ‘VIP’ is charged with any major crime, including corrupt practices.
When I was heading the CBI, I had ordered that the Chief Minister of a State be arrested for his role in the infamous fodder scam. The then Prime Minister had reacted by saying that the CBI had ruined many a reputation without a shred of evidence. Assessing the credibility of the evidence gathered by the investigating agency is the job of the courts. Since the Government of the day did not dare interfere in the judicial process, I was transferred from CBI for not being pliant. The transfer order was issued while I was abroad attending an Interpol conference.
We also know that in our country pressure is often applied on victims or complainants to withdraw charges. If pressure does not work, then money is used to for striking a ‘compromise’. Sadly, even the media is amenable to pressure and blacks out news of such incidents. If at all the story appears in print or goes on air, the details are at best sketchy.
There is a lesson to be learned from the manner in which the US authorities have treated the Strauss-Kahn affair: No matter how important or powerful a person is, he should not be allowed to get away with criminal deeds, including sexual offences, by using connections and clout. The effort should be to ensure swift and fair trial so that the perpetrator gets his just deserts.
Meanwhile, those who take sexual assault and related offences lightly would do well to ponder over this: Sex is not the answer, sex is the question. ‘Yes’ is the answer, but only if the other party is willing. As Don Schrader once famously said, “To hear many religious people talk, one would think god created the torso, head, legs and arms, but the devil slapped on the genitals.”

CCRT CELEBRATES ITS FOUNDATION DAY

After the lighting of the lamp by P C Sen, Chairman, CCRT, Dr. B M Pande, Famous Archeologist, Sh. A.R. Ramanathan well known Architect, Ms. Meenakshi Barua representing teachers from all over India and others, Centre for Cultural Research and Training started celebrating its 31st foundation day on 29th May. On the occasion, Dr. Madan Gopal Singh presented “Rendition of Sufi Music”.
CCRT was founded on 29th May, 1979 and on the foundation day, it was announced that it has started enrolling members and the forms for this are available in its office. CCRT will soon start Public Library, a much demanded facility for Dwarka. Dr. Singh has also composed music for films also. On the occasion, 132 teachers from across the country were also present. Before the rendition, Dr. Singh enlightened about the “Power, the music has.
Hundreds of spectators appreciated the marvelous performance of Dr. Singh. Sh. Girish Joshi, Director CCRT informed Dwarka Parichay that CCRT is going to open membership for library soon.

Obstacles in Meditation and Ways of Overcoming Them

· Doubt
Meditation is communion with the inner self. Discovering oneself and expending our consciousness and becoming one with the infinite source of light and intelligence. To attain the actual state of meditation is not an easy job, it will take time may be in days, in months or in years.
No matter which system of meditation you follow there will be difficulties and obstacles. You may be discouraged and impatient with the process and the progress. Resistance of the body, bodily habits, deep rooted mental tendencies, and intellect may produce obstacles in the practice of meditation.
Mental, physical and emotional weaknesses will pull you away from the path, so you must be determined to continue in spite of any problem.
According to Patanjali the obstacles in meditation are:
· Disease
Sickness of the body is caused by impure and
Take a simple, light, nutritious and wholesome diet like milk, wheat, barley, fruits and vegetables, dry fruits, low sweet or salt diets etc. Regular exercise, breathing exercise, conservation of energy by controlling different mental and physical urges are necessary for the path of meditation.
· Doubt
Doubts are caused by the impurity of mind, which exert resistance from the subconscious mind. Doubts about the certainty of the result, about the impossibility of result and derogative thoughts are common doubts, may produce hindrance to the path of meditation.
Hearing or reading sacred texts, company of spiritual people, rigorous meditation technique and concentrating on one owns deity will remove all the doubts.
· Craving for Sense Enjoyment
Due to the resistance of subconscious mind craving for sense enjoyment arises in the mind. In meditation when the mind begins to raise the upper level of consciousness, the suppressed emotions, feelings and thoughts in the subconscious mind begin to start manifested and expressed in the conscious level.
These craving must be neutralise by sense- control and practices of discrimination and by devoting more time regularly in the practise of meditation.
· Failure in Concentration
As the person practises concentration the suppressed or hidden mental tendencies begin to appear on the surface and drag the mind down. When the mind craves sensual stimulation it become agitated and unable to concentrate
The problem lies in a weak will. You must keep your interest alive. Uninterrupted and regular practice of meditation is the remedy to this problem.
· Falling Away From Concentration
Unpleasant and distasteful meditation technique may induce demotivation and fatigue at times. This may happen because of lack of efforts to progress in the path.
Remember that you can do almost anything in this world if you have strength of will, awareness and interest.
· False Perception or Psychic experiences
When you practise meditation, you can expect to come to face with many subtle thoughts and visions which have been stored away in the subconscious mind. Many people feel that because they are having psychic experiences they are progressing into spirituals life. But this is not true.
All psychic experiences are unreal they are not ultimate goal. They misguide our consciousness and make us forget our real path.
Do not become involved with psychic experiences and do not crave for them. With careful observation they will pass away and you may never have them again.

· Mental Inertia
Under mental inertia the mind tends to reject any idea, practice or technique which disturbs its original state.
Recreate the original motivation and establish meditations as part of your daily routine, proper diet, regulation of sleep are the factors necessary to break the mental inertia.
· Sloth
The mind is unable to stir, it is caused by weakness of the mind or low energy level of the mind.
Strong wills, mental exercises and breathing techniques can overcome the condition of sloth.
· Delusion
In the path of meditation the person may ignore the aspect of regularity; oversimplify few steps, impressed by unreal psychic impressions, forget the clarity of goal, hence may slip into the state of delusion.
Delusion is overcome by following rules of practice, stick to teaching and guidance of the efficient master or teacher.

On 26 th May 2011, at Sector-23 Dwarka Vegetable Market, with the help of Police a No Polythene Drive event was organized and it was a quite successful one. The Vegetable vendors and Customers alike supported the event. The efforts of just 4 volunteers from Art of Living made a great change . Almost 1/3 no(out of 75000 poly bags nearly 25000) of polythene were not dispensed from the veg. vendors to the customers.
Hope more Volunteers from Dwarka, and other organisation will come forward and lend their helping hand in eradicating this menace of Poly bags from Dwarka.
Next Drive is scheduled in this same Vegetable Market (opposite Indian Heights School sector- 23 Dwarka) on Saturday i.e. 28 th May, 2011.

Plot for Jain Mandir in Sector-10 in Dwarka

Delhi Development Authority (DDA) has handed over the possession of the plot, allotted for Jain Mandir in Sector-10 Dwarka, to Shri Dharmvir Ji Jain, President of the Jenendra Charitable Society (JCS) Regd, Surajmal Vihar, Delhi.
With the blessings of Bhagwan Mahavira and “Parampujay Rashtriya Sant Acharya Muni Vidyanand Ji” & “Upadhya Prayag Sagar Ji Muniraj”, Shri Dharmvir Ji Jain took over the possession of the plot on behalf of Jenendra Charitable Society (JCS) Regd, Surajmal Vihar, Delhi in the presence of the members of the Managing committee of “Jenendra Charitable Society” and “Rashtriya Digamber Jain Parishad”.
Soon after a meeting was held at the Registered Office of the “Parishad”. On this occasion “Namokar Mahamantra “was recited by Km. Shruti Jain, a young scholar and the awardees. All the members wished to start a new Era and to have its first and one of the beautiful and magnificent Jain Mandir in Sector-10, in Dwarka soon.
Sh. Dharmvir Ji Jain, thanked Dr. Mukesh Chandra Jain, National President, Dr. Neelam Jain and Sh. Ajay Kumar Jain, National Vice-Presidents of “Rashtriya Digamber Jain Parishad” and also the entire team of the “Parishad” for their guidance extended throughout the journey of this great adventure . Sh. Dharmvir Ji Jain appreciated the technical support provided by Sh. Ajay Kumar Jain, National Vice President of the Parishad. Expressing his gratitude to Dr. Mukesh Chandra Jain, he said that Dr. Jain has done a commendable work in bringing the members of the Jain community at one platform in Dwarka sub-city in order to make a strong SAMAJ. He appreciated his devotion, dedication, constant help, cooperation and untiring efforts made in this project of Jain Mandir in Sector-10 a successful. He categorically made this clear that it was not possible without his and his entire team members’ help and guidance. He quoted “a dream becomes a goal when action is taken towards its achievement”- and the dream has really become the goal for the jain community living in Dwarka and the achievement is in the form of a forthcoming “SHREE DIGAMBER JAIN RATANTRYA JIN MANDIR “in Sector-10 in Dwarka.
He also thanked all the members present on this occasion and wished to have full support on this pious work in future also.
