Suggestions for the meeting on 26 th June, 2011 regarding better & effective RTI.

Suggestion on the list of documents that Public Authorities such as , DDA, MCD, Dehi Govt need to disclose u/s 4 of RTI Act 2005.

Dear Sir, 


Further to our letter vide ref No. DF/DP/2011/6/001 dated 20/6/2011.

The list of documents and information u/s 4 and suo moto required on priorities are:

  1. Publicise all the Gazette Notifications.
  2. Publicise all the Notifications/Orders/Public Notice/Advertisements issued in News Papers etc.
  3. Publicise all the Circulars and Orders either internal or for public
  4. List of all existing Acts/Rules/Amendments including draft any under consideration for the Public Authority
  5. Update the 17 Manual u/s 4 of RTI Act 2005 every 3 months or at least 6 months.
  6. Directory must be full information including Email and Mobile No(official)(Manual 9)
  7. List of all staffs who are dismissed, suspended, taken back
  8. List of staff with doubtful integrity
  9. Update the Citizen Charter
  10. Display Prominently the Public Grievance System both online and at respective Office Entry/Exit Gates with Officials Designation and Contact details.
  11. Disclose the Procedure of handling both personal visits, by communication(letters/emails/fax/phone etc).
  12. Display the Office Working Hours, Public Dealings, advance Holiday lists.
  13. All the enquiries that were concluded.
  14. All the reports that were received by public authorities
  15. All the recommendations received
  16. All the objections/ reports forwarded to other Public Authorities or Opinion given
  17. Work Awards with complete details.
  18. Completion Certificates with full details of Contracts, including life guarantee etc.
  19. Inspection Reports
  20. Disclosure of name of officials/staffs in all case not just designation as it difficult to trace the person who have done good or bad.
  21. Reports of Quality Testing and Reports-Recommendation etc.
  22. Proposed Amendments, Inviting Suggestions, received suggestions etc.
  23. Most important is COMPUTERISATION of all department (E-Governance).
    1. Crores are spend on Computers where as on ground Many department even still don’t have a computer, printer, internet
    2. Where Technology used such as Smart Card for Driving License/Auto Drivers etc for reading these cards there are no Card Reader
    3. Indexing and Cataloguing all the documents is must as over 50% RTI reply where crucial follow up on file/correspondence ref sought replied not traceable.
    4. The department /public must disclose list of software's developed and its respective uses.
    5. All the documents must be scan and electronically saved.
  24. RTI Applications related:
    1. New RTI quires received (both in number and contents of RTI Query)
    2. RTI queries replied  (both in number and contents of RTI Query) this help to reduce DUPLICATE and Repeat RTI Applications
    3. Balance RTI queries
    4. Appeals received under RTI.
    5. Appeals received which were disposed under RTI.
    6. Complaints received under RTI
    7. No of Appeal pending in CIC/SIC against particular Public Authority
    8. No of Complaints pending in CIC/SIC against particular Public Authority
    9. Penalty imposed, and list of such officers. with amounts, desigination, section/department and amount recovered.

  1. Office of the Registrar of Cooperative Societies
    1. All the cases decided by the RCS (judgments/orders) of the RCS u/s 71 of the DCS Act, 2003
    2. The decisions of all the cases adjudicated by the Deputy Registrar (Arbitration) admitted u/s 70 of DCS Act, 2003
    3. The status of inquiries ordered by the RCS u/s 61 of DCS Act, 2003 and action taken report
    4. The status of complaints filed before the RCS and action taken report
    5. The status of cases pending against the societies and action taken report
    6. Updating of all the Societies Data online , currently outdated data in spite of CIC orders in the past.
    7. The Financial Commissioner and Delhi Cooperative Tribunal to upload the above stated information against the revision petition and appeals filed before these forum.

  1. In addition if the office of the DC (SW) and other DC offices of Districts
    1. Upload the details on the purchase-sale of properties that'd save citizens lots of hassles and time. 
    2. On the site of DC (SW) a system called E-Dastavej was initially started but the same got dysfunctional because of non-maintenance at the server end so if this system can be restored and maintained regularly that'd be a great help to citizens.

  1. MCD
    1. Status of new Building Plan Applications - Submitted/Decided/Under Appeal/Appeals decided
    2. Building Control - Inspection and progress reports  made by responsible JE.
c.       List of responsible persons for each area together with contact details for handling
                                                               i.      Dead Animals
                                                             ii.      Drainage and Sewage problems
                                                            iii.      Street Care and Cleaning
                                                           iv.      Pest Control
                                                             v.      Garbage Collection and bin locations
                                                           vi.      Public Toilets
                                                          vii.      Road Sweeping
                                                        viii.      Public Parking
                                                           ix.      Blocked Drains
                                                             x.      Clearing of Malba (Both Construction & other waste other than garbage)
                                                           xi.      Removal of Graffiti and posters
                                                          xii.      Encroachment on public land
                                                        xiii.      Maintenance of parks and recreational areas.
                                                        xiv.      Complete details on Property tax paid, dues, any other information's for respective owners account.
  1. The DDA
    1. DDA is one of the most notorious organisation in Delhi which have not adhred RTI Act 2005.
    2. There is hardly any transparency or information in the public domain.
    3. The procedures and guidelines for each department for public dealings.
  2. The DJB:
    1. The Map of Water supply
    2. Factual Information on Water Supply and with daily update
    3. Area wise Per capita Supply
    4. Areas where Water disruption and tanker supplies available.
    5. Respective Pipelines repairing and maintenance staffs details in respective areas through boards as well as on the web.
    6. Details on Drains and  Sewer
    7. Details of violation of Pollution by mixing Sewer and Drain to bring awarness on penalty provisions etc.
    8. Online status of Pending Bills, Payments Made etc.
