Raji .V, Dwarka Parichay Panelist in an exclusive interview with Dr. U.N.B Rao, Ph.D.,I.P.S.(R), and the Founder Chairman of Urivi Vikram Charitable Trust (UVCT), unravels the drive behind his personal contributions and burning urge to plough back his invaluable experience and knowledge among the youth of our country. Dr. U.N.B Rao has been relentlessly working, through UVCT, to empower the adolescents and young adults (aged 10 to 24 yrs), especially from the marginalized segments of society for the last 17 years.

1. What was the turning point of your life?
My turning point in life was getting selected, and ultimately joining the Police Service in 1971. I never wanted to be a policeman because I used to hate police as corrupt and abrasive. (But, Dr Rao has disproved this perception because of his polite and courteous behaviour.)

2. How did you feel about the police service after you joined and grew to hold some of the prestigious posts in I.P.S?
I feel fairness and honesty pays off. Over and above the recognitions I may have received from the Govt. of India, such as ‘President Police Medal for Distinguished Services' and the Golden Jubilee Research Fellowship, I greatly cherish the general appreciations I won from public where I worked – whether it was Delhi or Andaman Nicobar or Mizoram or abroad. In fact, my services have been utilized by the Government of India for 4 and half years, even after my superannuation in 2005.

3. Why did you choose to focus on the development and problems of adolescents?
As a police officer, I saw many teenagers getting into crime without understanding the implications. I felt that we needed to understand the feelings of the adolescents better. They were already in a ‘cauldron of psychological and physiological changes'. We need to get to the cause rather than the effect, and ‘empower' them rather than merely ‘control'.

4. How did you begin your journey of U.V.C.T ?
When we lost our only son, Urivi Vikram (about to turn 21 years of age) in a road accident, we almost got sucked into the vortex of depression. We felt our world had fallen apart. It was with a great inner strength gained from the God Almighty that I bounced back and tried to reverse the ‘arrow of sorrow' to remove pain and struggle of many others. UVCT is a registered Charitable trust having a mission to fulfill Vikram's cherished ambitions. It began with a seed money of Rs.10,000 (the only one fixed deposit that existed in the name of Vikram). As we moved on, we expanded into the states of Maharashtra , Andhra Pradesh, Haryana and Karnataka. We built the first ever ‘ National Center for Adolescents', with a hope to act as ‘ Nodal Center ' for the empowerment and development of adolescents.

5. What made you study further and acquire your Doctorate degree in ‘ Student Psychology?
Once UVCT started focusing on adolescents since 1993, I realized that I, as Founder Chairman, should equip my self adequately to understand the attitude of adolescents and the processes required to empower them. As such, I registered myself for a Ph.D. degree in IIT, Delhi (1998-2002) on the theme of Proactive policing approach and adolescent students in metropolitan cities. I do feel better- informed and confident in my visualization of ‘Gen Next'.

6. What prompted you to start the much talked about ‘Hum Kishore Festival'?
‘Hum Kishore' is a Hindi word for ‘We the Adolescents'. The children at this age have enormous energy and the system doesn't provide adequate space to express themselves and to prove their talents in the fields other than education. This is also, in a way revival of the one time-existed ‘ Bang Club' of 1980s.

7. What are the latest value additions to U.V.C.T's bouquet of courses to develop the youth in the under previleged strata of society?
Besides the usual vocational courses in Life Skills, Computers, Beauty Culture, Dress Designing etc. in our Centers in Ramesh Nagar and Tagore Garden , we have started courses in Travel and Tourism, Hospitality, and Spoken English in view of growing demand in these fields.

8. What are your other passions apart from U.V.C.T?
I like listening to light music and travel to religious and historic places. My wife and I went on a ‘Round the World' tour last year. I found a lot of difference in the basic culture and attitudes of the people in the East and the West. The civic sense and the integrity of the people in the West is something we can emulate.

9. If you could describe UVCT. in one sentence what would you say?
UVCT is an effort to transform India 's ‘Burden of population' into an ‘ Asset of Human Resources .'

10. What are your most important accomplishments? Tell us about just any three.
• University ranks at Graduation and Post Graduation levels.

• Establishing UVCT. It gave me the resilience to bounce back into the mainstream of life and devote my energies for a social cause. It is keeping me well occupied even in post-retirement age.

• Getting a Doctorate degree from the IIT Delhi at an age of 53 to 57.

11. One last question, Dr Rao ………. Could you please tell us where do you want to see the youth of our country?
I want the youth to be socially responsible and economically productive. I am confident that we have ‘excellence' in us to become the Superpower.

Thank you so much for your time. You have set an example for the youth that you don't merely talk the walk but you walk the talk !

Pragati Public School shines all the way at ‘Masti Ki Pathshala’

Pragati Public School scaled yet another height of glory by designing her annual day ’Masti ki pathshala’ in  a unique and meaningful fashion on 31st Night at the school ground. The occasion was graced by the eminent celebrity of yester years on silver screen TV, Ms. Sushma Seth and other dignitaries who appreciated the wonderful performance of the students and sincere efforts of the teachers. Amongst plethora of cultural programmes ‘Masti Ki Pathshala’, a musical, was greatly appreciated for its relevance in the era of  cut throat competition, where the desires and potential of the little stars are buried under the weight of books and ‘co curricular – competitive activities’.

The main motive of the play was to highlight the role of CCE in fashioning the lives of students where in they are properly guided to shape up their lives choosing the field of their liking and touching the sky in the process. Students, dressed as animals portend the future where they would be groomed into happy successful and satisfied individuals.

All the guests and parents present on the occasion were moved & motivated by the outstanding performance of the brightly attired students, aged between 4 and 10. The leading performers in various fields of academic and co curricular activities were awarded by dignitaries present on the occasion. Ms Seth delivered an inspiring speech appreciating the efforts of the Pragatians.
The grand finale brought an end to the breath taking show, lighting up the entire ambience with colorful display of lights and sounds, high up in the sky.

Please Light a Candle for 26/11

I just light a candle for 26/11.
It is time to show that we have neither forgiven nor forgotten 26/11.
It is time to remember those who paid with their lives for the fanaticism of
a few, to salute those who gave up their lives trying to shield others, and
to honor those who survived the ordeal of terror.
It is time to light a candle, to show that as we move on, we cherish their
memories, we value their sacrifice and we hail their courage.

Actor Shama Sikandar  turned a Fashion Designer
Actor Shama Sikandar has now taken the mantle of a fashionista.
Along with acting she has moved into fashion designing too. “Indian women are so beautiful but most of the time, they do not know how to compliment their beauty with clothes properly. My designs are not just to cater to their high end design requirements but also to be their stylist. India has been treated as a second class destination by most of the international design houses because we tend to accept whatever is offered. My idea is to make Indian women demand the best and latest that is available for the other markets too. I have already been fashion conscious and people have complimented me on what I wear and how I wear. It is this fashion sense that will be part of my designs too,” comments Shama Sikandar.

Shama has played the role of Puja in serial YEH MERI LIFE HAI, was main lead Shunya in SEVEN of Yash Raj on Sony TV and has done few episode of Aahat. She had also participated in the reality show Ek Khiladi Ek Haseena with Vinod Kambli. Shama has been walking the ramp for elite designers like Ritu Kumar, Nisha Jamwal, Shaina NC and Neeta Lulla. “Currently I am also into learning to play Violin,” she laughs. Other hobbies are Dancing, Kick Boxing, Swimming and gyming.

Mahima Choudhury in past life was a teacher

Whether an extravagant film set or a humble charitable function, a performance at an award ceremony or a walk down the ramp, Mahima Choudhury exudes an aura of charm & grace. She has touched the audiences with her sizzling performances every time she has appeared on screen. But in her personal life, Mahima has been quite disturbed with her paranoia over speeding cars. Her fear with speeding cars is so deep that she lets her 3 yrs old daughter miss school if she cannot go and pick her up personally due the busy schedule.

With the desire to find reasons for such fixation Mahima underwent past life regression under Dr. Trupti Jayin on Raaz Pichhle Janam Ka on Imagine. During regression, Mahima found herself in a place called Ghoom in West Bengal in 1942. She was a teacher and lived happily with her family comprising of her parents & younger brother. Life was quite smooth sailing for her until one day when Mahima while driving downhill with her family met with a fatal accident. Her death in her past life was so sudden that she didn’t even feel the pain before she died.. Raaz Pichhle Janam Ka on Saturday, November 27 at 9:00 pm on Imagine.

The Supreme Court has taken a tough posture against corruption and Court’s proceedings in 2-G spectrum and in appointing Mr. P J Thomas as CVC Commissioner are positive developments. In the past, Shri S.N. Dhingra, Justice, Delhi High Court has pronounced some tough but forthright decisions. It is in the interest of the politicians and bureaucrats to read the writing on the wall.  Bench of Apex Court said, “In every case, he (Thomas) may face embarrassment as there can be an objection that he cannot go into a complaint because there is a case pending against him.  How will he function?

Though, Shri G S Vahanvati, Attorney General on the appointment of Mr. Thomas, has retorted saying that if suchbaseless accusations are taken into account, then every judicial appointment can be questioned. But the accusation of some scam in the Pamolin case or an alleged attempt by Mr Thomas to defend the decision in the allotment of 2-G spectrum are really baseless will be cleared after the final verdict.  At this time, public will construe such terse reaction favouring the accused which may embolden them.

For better Law & Order in Dwarka Sub-City

  1. Rejimon C. K.Dwarka Forum

    1. Beat Constable – Accountability:
A Beat Constable is the Public Face of Delhi Police and the 1st contact points for Public as well as Violators. Currently if you ask Beat constable what is his duties and objectives or task. He/she will have no clue. There must be clear direction in WRITTEN the list of responsibility for the beat constable and in the failure to adhere the listed accountable departmental action. For example: A beat constable still have no clue whether he have power to remove an encroachment on public area/land at first instance.
  1. Beat Boxes and Security Posts:A large number of Police Beat Box and Security Box were removed in the past due to reason both valid and some cases invalid. These Boxes or Posts are need of the hour. A security check staff posted at entry/exit points of PS boundary or Bandhabast position need shelter to give protection from weather conditions. While deciding its design the sample used in CWG may be considered which is glass so that no anti social elements misuse or even staffs not use it as sleeping shelter or drinking and other purpose etc.

  1. CCTV: A large number of CCTV installed during CWG which are to be equally distributed to various Police Stations and install at all vital ENTRY & EXIST and Markets.
  2. Police Reform : The Police Reform and Delhi Police Amendment Bill need speedy implementation.
  3. Police Pubic Relationship Officer: Dwarka Forum have been demanding for PPRO for Dwarka. We would request CP consider this at the earliest.
  4. Scrap and beautification of PS: A large number of SCAP/ Old vehicles and items. Take example of not far from Police HQ, the IP Police Station old unusable vehicles kept and with shabby look on main road below the IP Flyover. The situation is worst in other PS. A policy be put in place to discard such useless and space occupying articles.
  5. Display of Boards at the Exit gate of all PS about important contact Nos: All the police station EXIT Gate promptly display the Contact No/Email/Fax/Mobile No of all Senior officials hierarchy wise including a special post at CP Office to handle grievance of unsatisfied citizen coming out from PS without getting his complaint registered or Harassment or Corruption etc.
  6. Modernisation of PS with Computer Networks, Emails, Scan all documents etc. All Police Stations must be on the Email network and the same be listed through DTP Website and also lodging suggestion/complaint by public through a prescribed Web form goes online to respective PS and copy to concerned ACP/DCP and Central Monitoring unit. All the documents of the PS must be scanned and preserved within months. For this heavy duty scanners must be procured or private contractor be asked to scan at PS premise for each Police District. All Police stations be connected via Web Cam or Video Conference to enable CP/Jt CP/DCP to communicate with respective SHO/ACP at any given point time or even group conference.
  7. Monthly meeting visit with RWA : The Jt. CP/DCP/ ACP/SHO should have monthly meeting in their respective areas of operations and At least every quarter the CP may invite RWA/MTA etc for a meeting for interaction for feedback and improving relation and working.
  8. Miscallaneous expernses for Beat/Check Post staffs for Tea/Biscuits and other refreshments: The lower division staffs of DP who are posted at remote Check posts and Bandbast have no facilities such as Tea/Coffee/Biscuits etc for refreshment during night and other time. A suitable budget may incorporated in this aspect for such staffs who are on duty outside PS & not near Markets.
  9. Canteen Facilities for all PS with over 50 staff: All the Police stations need a Canteen as the duty hours are longer and many times lead UNSCHEDULE diet resulting health for the forces. To avoid this and facility and motivate all Police Stations be allowed to run a canteen in its complex either by some private individuals or petty criminals who were counselled and changed to good paths.
  10. Wearing of Identity Card on duty be made Mandatory for all staffs: During the CWG it was found most of the staffs wearing the ID card. The same habits are not found now. These ID cards are very important as there were many instant duplicating Police, it also give citizen to identify the person and verify credentials.
  11. Anti Corruption Initiatives: There are clear provision stipulated in various rules/acts etc. Some are CCS Conduct Rule 18 which ask for Annual Assets and Transaction. This must be strictly adhered by Delhi Police. Also as per CVC Guide lines no staff should be in one post more then 3 years if that post is sensitive more then 70% posts are sensitive in DP. Vigilance enquiry be separated from normal police station/senior officials office. The outcome of Vigilance complaint must be shared with complainant to reinstate confidence in Delhi Police. Any DP staff found Corrupt must be put under doubtful integrity list and suitable action announced through website/media. A special squad(Flying Squad) be constituted and act/pretend  as citizen (in civil dress) before doubtful integrity staffs and record the entire event using spy cam and take necessary step against the staffs by putting note personal files/ACR including warning and if serious taken departmental action. The FEAR of CAUGHT must also be in Delhi Police Staff in corruption.
