BEFORE TAKING ACTION – GOVT SHOULD INTROSPECT

As per news item published in Times of India, dated 30th June, in an RTI reply to Shri R. K. Bhardwaj of Sanchar Vihar CGHS, the Asstt. Registrar (South) of RCS office has stated that the verification process of documents submitted by members was “underway” as on April 8, 2010. The members have submitted their documents in February, 2008 – two years and two months ago -. The reply further stated that the files were still to be placed before he registrar for approval. In over two years period, the office could not verify he documents and the verification process was “underway”. I wonder how long is this underway (tunnel).

Even the Asstt. Registrar could not find time to place the file before the Registrar of his office in the same premise till the date of reply. See the efficiency of the RCS office. What for he was waiting to submit the file to the Registrar as the office denies that it is above board and do not demand any bribe?

RCS office has clearly said that there is no time frame or limit for the RCS to clear and forward the files for draw of lots by (sic, it should be ‘to’) the Delhi Development Authority. It is the time that the Govt. should prescribe some time limit for this to check any demand of bribe for forwarding the file further, if the govt. is serious about the concern of hapless members. There was no satisfactory reply to the query about whether there was any bar to hold any draw of lots for members whose papers have been verified. In the meantime, some members have left this world waiting for the allotment.

And our ‘Hon’ble’ Chief Minister and ‘Hon’ble’ Minister, Mr. Rajkumar Chauhan are blaming the Association of Suffering Members and Managing Committees of respective societies which have gone for self-draw. After all, who is responsible to drive the members to that point? Ministers are threatening to lodge FIRs and disconnect water and power to these societies without uttering a single word on the working of the RCS office under them. What more the callousness and indifference? It seems that the sensitivities have died after coming to power third time continuously. Govt. should not forget that water and power is a fundamental rights of the citizens and the connection given to these societies are legal since they have obtained Completion and Provisional Certificates and other documents.

Members may also write to the Vigilance Commission to conduct an inquiry in to the affairs of RCS office specially for sitting over the files for years. After all, they are the servant of public and not their master. They get pay for work - and not for sitting over the files - from the taxes paid by the public.

AND how long about 6000 flats in different societies will remain vacant because of inertia of RCS OFFICE?
