If you think that only the DDA Flat scheme 2008 was tainted you may be wrong. The only difference between this time and earlier is that this time, due to the differences among the fraudesters, the scam came to the surface. In the draw held in December 2008, an applicant belonging to ST category named Seema Meena (name changed) (application/regn No. 894125) was allotted the flat third time in succession. Can you believe that this is her just luck that she is getting flat in every scheme? If it is not luck, can it be possible without the involvement of the DDA officials?

After the fact has come to the knowledge that to invite applications of SC and STs from outside Delhi was not permissible under the DDA Act and was against an earlier judgment of the Supreme Court. Now the belief has further reinforced that the foundation of the scam in the reserved category was laid even before the declaration of the scheme. In this some officials of the DDA seems to be involved with few property dealers and financiers. According to police, arrested Vijay Kumar, who played the role of financier, has admitted that a bribe of Rs. 2 lakh per flat was to be given to the DDA officials.

To execute this scheme, DDA has kept the public in the dark about some basic facts about the draw procedure. In its response dated 24.11.2008 - i.e. barely 22 days before the draw - to one RTI applicant Mr. M.K. Gupta, DDA has not given information whether the applicants or the media will be invited to witness the draw stating that the decision shall be taken by the Housing Management. While as per RTI Act, DDA should have given all the information of any department under it.

DDA has on the date of the draw, kept mum about the existence of the wait list but suddenly after some days, it stated that it has prepared a waitlist of 200 applicants. In this background, the fairness of this list and the conduct of the DDA is suspicious.
After the closure of the scheme, DDA has initially stated that the number of applicants is 5 lakh 12 thousand but about after few days, it suddenly said that the applicants, in fact, are 5.62 thousand. This arouses the suspicion, as it has not given any reason for such a big change. Where this substantial increase of 50 thousand applicants came from or whether these applications were filed after the last date need to be investigated.
After about one month, the Forensic Lab at Hyderabad has not submitted its report on the veracity of the software used. I have filed RTI application with the lab to know the expected time for delivering the report.
