Judicial system plays a very important role in the development of any civilization. Even the emperors, Rulers, and even the Britishers had cast a high degree of faith in the legal system. In modern times, people have utmost faith and respect for judiciary. Although, in some cases, there are long delays in delivery of justice. Still, the people approach Judiciary as a ray of hope. Yes, Advocate P.S.Singh who is an Honorary Secretary of District Court Bar Association, Dwarka, in an exclusive interview with S.S. Dogra-Managing Editor-dwarkaparichay.com, shared his views about various developments, achievements and future projects of his association in detail. Excerpts:

Q.What is the objective of DCBA Dwarka?
Ans.
We want to make our citizens to repose faith in the strength of our legal system. We strongly feel that our Association should stand as guard to protect our moral, ethical & professional values towards achieving our goals.

Q. What is the vision of DCBA?
Ans.
The Vision of the Association is "an empowered lawyers' community can contribute towards the establishment of just and equitable society". The members of DCBA believe in core values, like Respect, Integrity, Empathy, Commitment, Justness, and last but not the least the Excellence which has strengthened the functioning of DCBA Dwarka.

Q. How many members are there in your association?
Ans.
Our Association is growing rapidly. At present, we have around one thousand members in our association and continuing.

Q. Who are the Office bearers of DCBA Dwarka?

Q. What are your expectations & commitments towards new/ upcoming lawyers?
Ans.
Our Association is deeply concerned towards training /guidance for the freshers in this profession, for example how to present their cases, how to conduct themselves before the client and how to interact with the Senior members of the Bar.

Q. Who can join your association and how?
Ans.
Any law graduate enrolled with any of the Bar Councils can apply for a membership after completing the requisite formalities and submission of the membership fee and after approval of the same by the

Q. What is the present status of Dwarka Court Complex?
Ans.
The upcoming "District Court Complex Dwarka", will be inaugurated during this summer only. The court complex has many features and is divided into three wings. Court Block having 80 Court Rooms including separate chambers for judges. Administrative block with 6 floors for the maintenance of records of the court. Lawyers' chambers block, 345 Chambers for the advocates will be allotted on twin sharing basis. There are 19 chambers on the second floor for judicial officers in the lawyers' chambers block.

Q. What will be the major facilities available in Dwarka Court?
Ans.
Dwarka Court will be the most High Tech District court in India. This complex is fitted with Central Air-conditioning with 100% power back-up. For the convenience of litigants and advocates digital display boards have been provided to watch the cases being heard in the different court rooms. Specially designed bathrooms and ramps have been provided for the physically challenged persons on each floor. The chambers block has other facilities like separate canteen for lawyers and clients on ground floor as well as on the first floor, space for Bank, Post Office, Treasury, Typing Pool, Notary and Oath Commissioner, Stationery Shop, library for the advocates, Bar Association office, separate Bar Room for lady advocates and also 3 common bar rooms for those advocates who may not have chambers, judicial lockup for the under trials and police post. This block will also have Cyber Café, ATM, STD and ISD facilities. It is also being planned to provide cubicles for those advocates who will not have chambers in this Court Complex. They can hire the cubicles for consultation with their respective clients on the payment of token rent on hourly basis. The idea is to bring forward a dream project for lawyers.

Q. Is DCBA still fighting for some more issues?
Ans.
Yes, of course, right from the beginning, we are trying hard to get 1100 lawyers' chambers constructed here. We have placed requests before the Chief Justice of Delhi High Court and the Building Maintenance Committee (BMC) to meet out the said requirement. Finally, we are getting an additional land measuring 6172 sq. metres adjacent to the existing lawyers' chambers block, which has already been notified by the DDA. Now our demand is to construct 700 more lawyers' chambers and an auditorium for seminars and symposiums, space for indoor games and health club for the physical fitness of the members of the Bar and the Bench.

Q. What is the response of the residents of Dwarka about DCBA
Ans.
Oh, yes, we are getting very positive response through various activities/awareness campaigns in and around Dwarka. In the recent past we have organized quite a few events like Seminar on "First Anniversary of Right To Information Act" on 12-10-2006, which was inaugurated by the Hon'ble Mr. Justice K.G. Balakrishnan (Present Chief Justice of India), Seminar on "Transparency in Judicial Appointments" including "Videography of court proceedings" on 04-05-2007, which was inaugurated by the Hon'ble Mr. Ram Jethmalani, Sr. Advocate (Member of Parliament), a seminar on "Role of Lawyers in Nation Building " at CCRT Auditorium, Dwarka on 2nd Oct. 2007 in which Hon'ble Mr. Justice R.C. Lahoti, Former Chief Justice of India, was the chief guest and Hon'ble Mr. Justice S.N Jha, Former Chief Justice of Rajasthan High Court graced the occasion. Mr. Shiv Khera, was the star attraction. The message of the said seminar was spread among the masses through a popular website www.dwarkaparichay.com and we were able to conduct it successfully. Various free Legal Aid camps for the benefit of society at large have been organized.

Q. How are you coordinating with the locals of Dwarka Sub-city?
Ans.
We invite several high dignitaries and social activists to enlighten the members of the Bar. Besides this, we have also been inviting local RWAs, various Associations, NGOs and the dignified members of the society to join us and discuss the matters of public interest.

Q. Who will be most benefited from Dwarka Courts?
Ans.
The residents of the south-west district of Delhi and besides that Dwarka residents will save a lot of their time to reach the courts at Dwarka.

Q. What are your other dream projects to upgrade Dwarka Court in near future?
Ans.
Our Association has farsighted projects in mind with a view to present a most environment friendly atmosphere wherein a revolutionized green landscaping around the court premises is developed. We are also looking forward to make the Court complex easily accessible for physically challenged persons and senior citizens. Our association also promises to provide the court complex with one counter system for the convenience of the litigants and public at large. To add flavors a proposal of opening Food court is already under consideration. For the fitness of health freaks, a badminton court may also be in the pipeline.

Q. Do you have any proposals for the convenience of the litigants to shift some more forums to Dwarka Court Complex?
Ans.
Actually, we are trying for the shifting of Consumer Court of this area, which is presently in Sheikh Sarai, Labour Court, which is at Karkardooma, Special Electricity Court of this presently at Vikaspuri, Debt Recovery Tribunal, and various others Tribunals/ quassi-judicial bodies within one roof for the convenience of the litigants and in the interest of the public as well as members of the bar.

Q. Where are you presently practicing?
Ans.
I am practicing in Delhi High Court & Supreme Court.

Q. What is your opinion about the disposal of pending cases in Indian Courts?
Ans.
As per the judicial commission reports the deficiency of the Judges in Indian courts is one of the main reasons for huge pendency of cases. The Judge Population ratio which is very low in our country should be increased to meet the requirement of expeditious disposal of the pending cases. District Court Bar Association Dwarka commits itself towards the cause of its noble profession, social commitments with high moral and professional values.
