Sub: Standing Committee Recommendation of Scrapping of RTI Application Fee

Dear Dr. Natchiappan,

As an RTI activist, I heartily welcome recommendation of the Parliamentary Standing Committee on Public Grievances & Personnel related to scrapping of RTI fee of Rs. 10/- at the initial stage of filing application. But the problems being faced are: (i) Lack of awareness of this Act among the people loving in small towns and villages, (ii) Absence of infrastructure in the villages for reaching the Public Information Officers through RTI applications, and (iii) The existing problem in the cities having infrastructure and awareness relates to implementation and assigning different meanings to the provisions of the Right to Information Act, 2005. This is a big hurdle in successful implementation of this Aam Aadmi friendly legislation.

2. I am senior citizen of 71+ years and a retired Indian Economic Service officer, former Adviser, United Nations and Ministry of Finance, Government of India, Professor of Economics, Lal Bahadur Shastri National Academy of Administration, Mussoorie. My views and suggestions are based on the personal experience gained working in Delhi and dealing with different Ministries and organisations stationed in Delhi during the last two years of implementation of the RTI Act, 2005 as Director, Right to information Centre, Dwarka. .

3. Villagers and people living in small towns are not aware about this revolutionary and historic legislation passed during the UPA Government tenure. Government of India and the State Governments should spread messages through Print and Visual media about it existing, provisions, format of application, etc. regularly at least once in three months. Every Village Panchayat and village school teachers should arrange RTI Awareness Campaigns for imparting knowledge and interaction among villagers once in every six months. The can help the villagers in filling the application forms. Many useful results of success and failure stories particularly will come out through Area NGOs who can play an important role.

4. For giving the benefit of this most useful Act to the country men particularly Villagers, Post Office will have to join this national campaign. Post Office staff members, after getting training, should help villagers in filling the a[application forms and accept them in forwarding them to the concerned Public Information Officer at the District level and State Capital level. Remuneration of the postal employees for this work and expenditure on Panchayat level campaigns is left to the budget of the Ministry of Public Grievances and Personnel.

5. There should be only one Act –RTI Act, 2005 – for the whole country. All the justice-deprived Indians in search of justice, accountability and transparency should be allowed to file application for information under this Act of 2005. All the States should scrap their own Acts. Delhi Government still implements Delhi Right to Information (DRI) Act and charges Rs. 25/- for filing an application and Rs. 5/- per page for photocopy of documents required by the applicant side by side RTI Act, 2005.

6. Section 4 of the RTI Act relating to ‘Obligations Public Authorities’ has not been implemented by Delhi Government departments and organisations like Registrar of Cooperative Societies (RCS), Delhi Development Authority (DDA) and Municipal Corporation of Delhi (MCD).

7. Most disturbing aspect is that there is all round effort to kill this UPA Government gift to the nation. (a) Replies to the applicants are always evasive saying ‘No Action Taken’ amounting to refusal of information; (b) Provisions of the Delhi Cooperative Societies Act, 1972 (as amended) and DCS Rules, 1973 (as amended) have no relevance for the officials holding prized posts as they openly flout the law to favour some/all builders; (c ) Records of the RCS office are presumably with the builders since information sought is referred to the builders for giving reply to the applicants as if the RCS office is just a post office. Thereby information sought is denied since it is not in the interest of the builders who don’t want that the flats should go the poor and lower income group people for whom this affordable housing scheme in the cooperative sector was launched; (d) Representations made to the Hon’ble Chief Minister of Delhi when sent by CMO to the RCS for action taken are simply assigned to the dustbin. Chief Minister is taken for granted by the corrupt officials. A copy of my representation addressed to Smt. Sheila Dixit, Chief Minister of Delhi speed-posed on 12.12.2007 under the caption of ‘MURDER OF RTI ACT 2005’ is enclosed.


8. Growth Rate of CORRUPTION is many times higher than that of the economy. No honest and sincere effort has been made at the national level to arrest the spread of this cancerous disease of corruption in the society making Social Development in India the biggest and greatest Tragedy. Right to Information Act, 2005 is a revolutionary and historic step in this direction to introduce Accountability and Transparency in the corruption-ridden system. But corrupt officials holding prized positions in Islands of Corruption are bent upon killing this Act by with-holding information or by giving incomplete information, non-relevant information or giving evasive replies mentioned above. According to RCS and Joint Registrars of Delhi Government, applicant cannot seek information on ‘WHY’ i.e., they cannot ask reasons for any action or no-action taken. It is beyond the scope of the Right to Information Act, 2005. This shows their approach and thinking that aim to kill this Act. You have rightly pointed out that for successful implementation of the Act, bureaucratic mindset must change.

9. Parliamentary Standing Committee on Public grievances may be pleased to consider these facts and suggestions for making suitable recommendations for proper implementation of the RTI Act, 2005. These are needed for the sake of justice to common man and safety of the country in the long run.

According to Dr. Mohan, more than one hundred fifty people came in the camp. They were checked thoroughly by the doctor and given appropriate advice also.

A Grand Painting Competition organized on Republic Day

On the occasion of Republic Day, a grand painting competition was organized at Sector-6, DDA Park, Dwarka. It was open painting competition for the students.

According to Mrs. Sudha Sinha and Mr.Mukesh Sinha- Organisers of the competition. “It is our regular feature to organize such a competition on National Festival. We are organizing it for the last four years, this is the fifth episode in Dwarka itself.”

Dr.M.P. George & Mr.Arumugom (Arun) parents also appreciated the ideas of the organizers to conduct such creative activity that too on the occasion of National Festival.


The painting competition was divided among three categories, the age group from 3 to 6 years students were under category, the second category contains the students from 7 to 10 years and third category were from 11 to 15 years. They had to make the painting on Natural Scene/My Family, the second category were given the theme of Traffic Jam /Cartoon Image and under third category the students were asked to paint Republic Day Celebration/Winter Festival. Hundreds of students from Dwarka and surrounding took part in and showed their creative talent through their brushes and colours. In the end,

the judges of the competition, Mrs. Shanti Bhardwaj (Painting Artist) & Mr. Bhawani Singh-young promising painter from Dwarka chose the winners of the competition.Kuhu Verma, Mallika Kapri, Prakriti Tiwari got the first three position and Jahni Suman got the consolation prize under category-I. Divya Gahlot, Sahil Narayan, V.Dhiraj were among top three place and Akshay Gahlout got the consolation prize. Tirthak Saha, Shreya Manal, Rohan George were place chosen the best three painter and twins Deeksha and Megha Prasad won the consolation prize under the age category of 11-15 years. The winner were given attractive prizes by Dr.S.P.S.Bakshi-CMD-Bakson Group Mrs.Sangita Kadiyan-Principal-The Indian Heights School, Dwarka.

Demand to include RTI text in academic curriculum

The first national youth convention on Right to Information and democracy, held in Rajasthan’s Beawar town recently, has raised the demand for incorporating the text of the Right to Information Act, 2005, in the school and college curriculum across the country so that the youth get a firm footing on the fundamentals of citizens rights.
The convention, jointly organised by the National Campaign for the Right to Information (NCPRI) and JOSH, a Delhi-based group, and attended by 1,000 participants from 11 States, also decided to set up a national forum on RTI.
“The convention was of the view that educating on RTI Act would provide a firm basis for understanding of the rest of the fundamental rights embedded in our Constitution. This will strengthen democracy and create a culture of transparency and openness in public life,” said Nikhil Dey of Mazdoor Kisan Shakti Sangathan.
The convention discussed the role of youth in strengthening democracy through the application of RTI. The gathering, also addressed by Magsaysay Award winner and RTI activist Aruna Roy, eminent academician Jean Dreze and MP from East Delhi Sandeep Dikshit discussed the negative impact of globalisation, gender, communal politics, state of Dalits, Adivasis, human rights, agriculture, education employment and implementation of NREGA through workshops, interactive sessions, puppetry and theatre.
“The political parties today are like houses with closed windows and doors which do not allow any fresh air and light to enter. As a result, these parties do not create the space for dissent in political thought for the youth,” Mr. Dikshit said during a discussion.

This new Tata Nano is all in one car because it’s not only very cheap. It provides very good average of 26km in long drive and 22km in rushy areas in towns. This new public car has a powerful Fuel-efficient engine of multi point fuel injection petrol engine, rear wheel drive, and two cylinders 33 PS, 623 cc. this car has made by very advanced technology because this is the car having two cylinders in its internal gasoline engine and petrol engine with single balancer shaft. It has not so weighted that’s why it provides very good milage comparison to other cars.

Tata Nano is fully loaded with all safety factors and in this view maker of this car Tata makes its body by strong metal sheet and safe passenger compartment, intrusion resistant doors, crumple zones, strong seats, seat belts, anchorages among rear tailgate glass and Tubeless tires for extra safety.


Public car Tata Nano has full quality of environment friendly vehicle because it release carbon dioxide in very low amount that’s why it is totally safe, economic and environment friendly vehicle. I think it’s the miracle of India because it is very cheap and I must say it that it is the all in one car of India.

Q.What is the area of your constituency?
Ans. It is from sectors 2, 3,4,5,6,10 and 19 to 23, come under my constituency.


Q.What is your opinion about the expansion of Dwarka and it’s development?
Ans.Dwarka is the most beautiful city with all the facility like airport, metro, public parks, institutions etc. A mega multipurpose park with hi-tech facility will be coming to Dwarka with international standard.


Q.What is development plan for villages in and around Dwarka?
Ans.The authority has already made up a plan to sanction more than 50 lakhs rupees per village for the development of every village.


Q.Whether the embassy are coming to Dwarka? The preparation is made for them?
Ans. Yes, it is true that embassy are coming to Dwarka and the preparation is going all the way.

Q.What about the Health facility in Dwarka?
Ans. One hospital with 650 bed will be coming very soon in Dwarka.

Q.Dwarka is suffering with parking facility, What the authority doing for it?
Ans. It’ll not be a problem for Dwarkaites because two multistory parking got the approval that too adjacent to main markets.

Q. What is the sanitary condition in your constituency?
Ans. 239 safai karamchari had been appointed and 132 are being appointed soon to make it more hygienic area.

Q.Community Centres are in great demand in Dwarka, what is authority doing for them?
Ans.Yes, it is true, that’s why D.D.A. has a plan to build at least ten community centers in this year only.

Q. What about the major drain of Dwarka?
Ans. The authority(D.D.A.-Planning Board) has given an approval covering of Palam drain from Madhu Vihar to Amrahi village. The greenery will be developed over the drain. Even water treatment plant will start functioning very soon.

Q. After outright majority in Gujrat & Himachal Pradesh, What do you think about vidhan Sabha election in Delhi?
Ans. I am sure, we’ll definitely will win and bang with more seats in Delhi.

Q. Who is your role model?
Ans. I’m great follower of Sh. Sahib Singh Verma. He is my role model indeed.

Welcome to the Sivananda Yoga Vedanta Dwarka Centre. We offer courses in Yoga and Meditation for the beginner, intermediate and advanced practitioner. We follow the ancient discipline of Yoga practice as taught by founder Sri Swami Vishnu-devananda, one of the foremost disciples of Swami Sivananda of Rishikesh.

Getting started

If you are new to Yoga or to the Sivananda approach, or are very out of practice, we suggest you start with the beginners course - Yoga 1; see inside for dates and other details.

Louis Braille Anniversary celebrated by B.P.A.




New Delhi:4th January,2008.The 199th Birth Anniversary of Louis Braille was celebrated by Blind Persons Association(Regd.) on Friday the 4th January,2008 at Dwarka Health Club, Sector-7, Dwarka, Delhi. The celebration was inaugurated by Chief Guest-Sh. Rajesh Gahlout-Councellor & Member- D.D.A., According to Mr.Anil Verma-President-Blind Persons Association, Dwarka, Mr.Satbir Sharma-Councillor, Mr. Mukesh Sinha (Managing Editor-Dwarka City), Mrs.Suman Taneja-President-SPARSH-N.G.O. ,Mr.S.R.Kohli-Principal-S.K.V., Uttam Nagar, Mrs.Rubi Matharu-Chairperson-Lioness Club, DLF Gurgaon were honoured as Guests of Honour. According to Mr.S.S.DOGRA-Patron-Blind Persons Association, Dwarka, the Souvenir of B.P.A. was also released by the Chief Guest along with other guests. B.P.A. felicitated several students who performed well in Reading, Writing (Braille-script) and singing competitions. Hundreds of visually disabled people from different parts of the capital witnessed the celebration with great zeal. Cultural programme- vandana, poems, welcome song, gazals were the major attraction of the celebration. In the end, the annual report of the organization was read out.
